Water Dragon Jutsu is a Water Release technique that molds water into the shape of a dragon. This technique uses a lot of hand signs and is most effective when used while on water. While this Jutsu uses water that is in the surroundings, it can also be performed using water created by your own chakra if you are proficient enough.
Water Dragon Jutsu is first introduced in the anime while Kakashi Hatake was fighting Zabuza of the Mist during one of Naruto’s first major assignments.

Water Dragon Jutsu is a mysterious Jutsu in the Naruto Universe. Although the viewers see it for the first time during Kakashi’s fight against Zabuza, it is actually seen all the way back during Tobirama Senju’s time.
Tobirama could use the Jutsu without needing to have a water body near him, receiving lots of praise for it. He requires fewer hand signs as well, which helped him in his fight against Izuna Uchiha, Madara Uchiha’s younger brother.
The first time this Jutsu is used, it is used by both Kakashi Hatake and Zabuza of the Mist simultaneously. It seemed as if Kakashi was controlling Zabuza, but he was merely copying Zabuza’s hand signs using the Sharingan, which allowed him to perform the Jutsu.
It is assumed that casting this Jutsu requires incredible amounts of Chakra control. Due to having to shape water in the shape of a dragon, it can be difficult for beginners to grasp this Jutsu without the help of a lot of hand signs.
All jutsu have inspired some other Jutsu. Some people add their nature into the Jutsu to modify it. However, due to Water Dragon Jutsu being a very uncommon jutsu, there are not many variations of it. Mei Terumi, the Fifth Mizukage has her own variation of the jutsu called the Lightning Water Dragon Bullet.
After concentrating and kneading water in her stomach, she releases the Water Dragon Jutsu as usual. But this time, she adds the Lightning Nature to the Water Dragon, making it more powerful than usual. This is due to the conductive nature of lightning, which enhances the power of the Water Dragon Jutsu.
A stand-off battle where Kakashi stuns the enemy while he performs their skill at the same pace as them. It shows the viewers how well Kakashi has mastered the Sharingan.
Tobirama counters Uchiha Clan’s signature Fireball Jutsu using the Water Dragon Jutsu. He creates the Water Dragon out of nothing, showing his prowess. He counters the Fire Style Jutsu with a Water Style Jutsu as if he was waiting to counter it his entire life.
Kabuto gets swept away by Itachi’s incredibly powerful Water Dragon Jutsu. Despite naturally having a Fire nature, Itachi pulls off the Water Dragon Jutsu with ease.
