Gengetsu Hōzuki was a member of the Hōzuki clan and the Second Mizukage of Kirigakure. He was an immensely powerful Shinobi, the strongest in his village during his lifetime. He had a mutual enmity with the Second Tsuchikage Mū throughout his lifetime which was even visible during the Fourth Shinobi World War.

Throughout his life, Gengetsu and the Second Tsuchikage were at odds with one another That also led to their deaths as in what would turn out to be their final encounter, they killed the other. He also knew Ōnoki when the latter was a child and had regularly picked on him because of their rivalry.
Second Mizukage Genjutsu Hōzuki was revived by Kabuto Yakushi as a military weapon during the Fourth Shinobi World War alongside his rival, Mū, the Third Raikage and the Fourth Kazekage. After Mū was detected by Gaara through his sand, Kabuto had Mū summon the rest of the revived Kage and the Second immediately recognised his rival and the Third Raikage, but failed to recognise the Fourth Kazekage.
When informed that he had been revived from the dead, the Second became confused until Mū reminded him that he had killed him many years before, to which the Second reminded Mū that they killed each other. As they pursued the Fourth Division, Gengetsu expressed disgust at having to fight against Shinobi from his own village, but was consoled by the Third Raikage. Upon seeing Gaara’s enormous Sand Tsunami Attack, the Second became excited and commented that the Fourth Kazekage had countered it effectively with his gold dust.
After Gaara arrived and began conversing with his father, Gengetsu reprimanded him for not realizing he would have friends at his young age and, after hearing more, claimed that people without eyebrows are full of charisma. After being restrained by Gaara’s sand, the Second, under Kabuto’s control, was forced to counter with his Hydrification Technique which allowed him to escape.
Charging towards Gaara’s Fourth Division, he and the Third Raikage then began to tell their powers and weaknesses as the Second summoned his Giant Clam. As the Shinobi constantly failed to figure out his genjutsu technique, the Second grew irritated. After killing and injuring countless Shinobi, the Second embarrassingly admitted that he might be too strong for his own good when the division failed to defeat him, even though he didn’t want to win.
Later, Gaara managed to locate his Giant Clam and Ōnoki destroyed it, the Second attempted to kill the latter, but was surprised when it turned out to be a sand clone, and was entombed in a pyramid of sand by Gaara, that was then bound with sealing tags.
Gengetsu’s beaming visage came in the sky abruptly after a massive explosion, and Ōnoki informed the ferried Fourth Division that this was the Second Mizukage’s Infinite Explosions Ninjutsu, and then went on to describe the move as a clone of the Second developed and touched down.
Gaara discovered the Second’s real body, which was now feeble, and then trapped him once again inside the sand pyramid while the clone fought the rest of the division. The clone tore off the sealing tags in the Second’s prison and he emerged from it before he could be sealed. The Second refused to assist the division any further and told Gaara that if they couldn’t defeat him with their power, then they could not expect to defeat the enemy’s Leader.
As his clone appeared once more, the Second questioned whether he was mistaken to believe Gaara was the golden egg of the five current Kage and questioned how the division would defeat him, and advised Gaara that he has to stop the clone right now after being impressed by his ability to defend everyone while also protecting himself.
The Second beamed at the young Kazekage and said that he really was a golden egg after all, when Gaara disabled the clone utilizing traces of his father’s gold dust and the Second’s hail trapped in his sand. The Second joked that he and Gaara formed a fantastic team as the latter finally sealed him, lamenting that he hadn’t had so much fun in a while.
When the Reanimation Jutsu was released, Gengetsu disappeared into the afterlife. Later, his soul was called forth by Hagoromo Otsutsuki, the Sage of the Six Paths, along with the souls of previous Kage, to aid the current Hokage in teleporting to and from his mother Kaguya’s dimension with Team 7 and dying Madara Uchiha. The Second and the other former Kage were again sent back to the afterlife by Hagoromo.
Gengetsu typically has a laid-back, cheerful and occasionally carefree attitude. He is also charismatic and doesn't turn away from complimenting others, but he can also be a bit of a bully as evidenced by his obvious enjoyment when he saw the size of Gaara’s sand attack coming straight at him and his acceptance of the time when he frequently picked on Ōnoki when the latter was a young child.
In addition, Gengetsu will instantly regard Shinobi with talent, regardless of their age or village.
He is also forgetful of major events in life, such as his memory of him and Mū killing each other, a memory Mū needed to jog into his head upon being reincarnated. Despite his easy going attitude, Gengetsu nevertheless harbors profound concern for the destinies of the Shinobi from his own village and regrets the idea of having to them after his reincarnation.
Nevertheless, he makes every effort to help the Shinobi locate his real self. As evidenced by his prompt scolding of Mū for considering to use dishonest methods after the Fourth Shinobi World War ended. Gengetsu had a strong sense of honor.
He also displayed tremendous sensitivity for his beard hair, as evidenced by his original warning to kill Shinobi who commented on how thin it was, although he later let things go after issuing an apology. The death threats only started again when the subject was brought up again.
His wrath was most visibly present when it came to Mū and their animosity as he valued their enmity more than his own life. Gengetsu lashed out at Mū warning Ōnoki that he should be sure to take advantage of the impending dissolution of the Allied Shinobi Forces, which suggests that Gengetsu dislikes how egotistical and cunning Mū is.
In addition, Gengetsu has developed a strong affection for Gaara, calling him as one of the current Five Kage’s “golden egg” and even refusing to assist him any further in defeating his clones in order to force him to demonstrate his worth.
Gengetsu was a tall and thin built individual. His rather long, blond hair was combed back, highlighting the features of his face. He lacked eyebrows, had a small mustache, a triangular goatee, and very pronounced creases at the corners of his mouth. He had black sclerae but blue irides due to the effects of the Summoning : Impure World Reincarnation technique.
Gengetsu usually wore a long-sleeved, high-collared, grey kimono with the pin-striped design that is popular among Kirigakure’s Shinobi. This item is worn on top of a dark-green suit, which is also around his waist, along with a pair of sandals that go all the way up to his legs.
Gengetsu was unquestionably the most powerful Shinobi in the village during his time. He could have killed the Second Tsuchikage, but only at the price of his own life. None of the Fourth Division’s soldiers were able to defeat him, even after he gave them information on how to do it and encouraged them not to hold back. As a result, he was able to quickly dispatch a good deal of them.
He was very skilled in taijutsu, and with only one kick, he could take out a group of Shinobi. Additionally, after shattering the sealing tag, he had the strength to escape Gaara’s sand. He also had an unidentified Kekkei Genkai.
Along with Yin and Yang Release, Gengetsu was skilled in Earth, Lightning, Fire and Water Release. His most notable element as a Hōzuki clan member was Water Release, which he could use to change his body between solid and liquid state at command.
He also had the ability to shoot water bullets with his index fingers, which were powerful enough to quickly pierce through a clone of sand, and could also conjure water bubbles that could attack enemies quickly and violently.
Gaara claimed that Gengetsu used a fluid that was more similar to oil than water because it had the ability to soak his sand and damage its structure. When he was imprisoned by the Sealing Tag, this was shown; the water made the sand around the seal stick to it before crumbling, allowing him to escape. It is eventually discovered that Gengetsu’s body actually contains a mixture of oil and water that gives it its distinct makeup.
He was also able to perform a very potent technique that allowed him to produce a clone of himself that was similar to a chibi and was made of water with a layer of oil on top. As the clone moves, the oil heats up, causing the water inside to evaporate and the clone to grow in size along with it until the clone suddenly explodes due to the internal pressure of steam.
The water vapor is then propelled high into the air, where it cools and condenses into hail. Hail then condenses again, reforms the clone, and the cycle repeats. For the sheer reason that this is an endless process and series of explosions unless the clone is somehow immobilized and kept cool at the same time, it is known as Gengetsu’s Infinite Explosion Ninjutsu.
Gengetsu is able to call upon a giant Clam to aid him in a battle. He introduced himself as a practitioner of Yin Release genjutsu and demonstrated how to use them in conjunction with the most that his clam can release when its shell is opened to create mirages that would effectively hide their true location.
Despite him explaining it to them, Shinobi were unable to understand the mirages since they were so convincing and perplexing. The real Clam must be destroyed in order to put an end to the mirage.
(About his summoner) “Fighting shinobi from other countries is one thing, but fighting people from my own village leaves a bad taste in my mouth. We’re going to have to teach this “Orochimaru” punk who summoned us here, a lesson afterwards.”
(About Gaara’s attack) “Whoo-hoo, that’s a butt-load of sand! Whose village do you think is behind that one?”
(About Gaara and himself) “Charisma oozes out of people without eyebrows, you know! Hot-damn! I don’t have eyebrows either!”
(To the Fourth Division about Mū) “Hey, if you are going to kill somebody, kill that bandage-wrapped bastard first! I’ll even cheer you on!”
(About Mū) “You all went after Mū earlier.. Clearly in battle you take out your strongest opponents first! [..] But no matter how you look at it, I’m the strongest one!! Right?! Looking at him, he was just some raggedy mummy left out to die! Am I wrong?”
(About his battle) “Oh man..! This fight has gotten way too fun!!”
(To Gaara) “If you can’t defeat me with your real power, that’d mean you’re even below me who’s already dead, right! Fools!! If that’s so, how’re ya ever gonna defeat the enemy’s boss?!!”
(To Gaara) “In the end, you acted as well as one of the current Five Kage should.. But.. you did well, coming up with this method.. wait a sec..! As I thought, you’re… a golden egg!”
(About his battle) “It’s been such a long time… That was an entertaining fight!”
