Tenga is an intelligent and confident guy who comes from Hidden Cloud Village and is the Agent of the Daimyo Intelligence Division. He was in charge during the Daimyo conference which allowed the formation of the Allied Shinobi Force.

Tenga recorded the whole conversation and was also one of the witnesses to the decision that all 5 Great Nations made.

Tenga was assigned to the Intelligence Division of the Allied Shinobi Forces, which was commanded by Inoichi Yamanaka, from Hidden Leaf Village during the Fourth Shinobi World War. Tenga enthusiastically presented himself to Inoichi at the beginning of the war, saying he had heard a lot about him.
