Very little is known about his childhood as Yura’s past is still shrouded in mystery. Due to his limited appearances in the series, little is known about his lineage or background. He was a trustworthy member of Suna's Kazekage advisory council for four years. Under the effect of his Memory-Concealing Manipulative Sand Technique, he became a sleeper agent for Sasori at some point in the past.
Yura first appeared in the Kazekage Rescue Mission Arc. Yura and other members of Sunagakure's council were analyzing information obtained from Jiraiya, one of the Three Legendary Sannin of the Hidden Leaf Village (Konoha) concerning the criminal organization, Akatsuki. Yura had also created a task force to patrol the village's borders for Akatsuki members. Sasori used the Memory-Concealing Manipulative Sand Technique to bring back Yura's memories of his time as an Akatsuki spy as he and Deidara reached the village. Sasori and Deidara were able to enter the village to complete their mission after Yura killed the border guards. Later, Pain, the leader of Akatsuki, used Yura as a sacrifice for the Shapeshifting Technique, turning him into an exact clone of Itachi Uchiha.
He then engaged Team Kakashi and Lady Chiyo in combat and later met his fate at the hands of Naruto Uzumaki, who used his Big Ball Rasengan to defeat Yura. Later, Yura’s corpse was located by Zetsu who disposed of his remains.
Due to his lack of appearance in the series and any related information, almost nothing is known about Yura’s personality. From his status and limited appearance, it can be deduced that Yura was reputed to be a diligent and devoted individual. He encouraged innovative ideas and programs aimed at enhancing the village and the welfare of his fellow citizens. Though he had a dual allegiance, he was intensely dedicated to Sunagakure, and after becoming a sleeper agent, also demonstrated great dedication to Sasori. In the anime, he demonstrated a slightly treacherous side, overtly supporting Gaara's election as Kazekage while subtly urging his opponents to assassinate him.
Yura was a short man with a goatee, dark eyes, and black hair that hung over his right eye. He frequently appeared dressed in a beige robe, black pants, and standard shinobi sandals. He wore the typical Suna shinobi outfit while on missions, complete with a faceguard that protected his cheekbones.
Yura was an extremely strong and skilled jonin and a member of Sunagakure's council. The fact that Yura destroyed the whole force responsible for securing Sunagakure's gate by himself, even though many other jonin and even Anbu were present, tells us enough about his capabilities. Unfortunately, due to his limited appearance, the full extent of his capabilities is still a mystery.
Other than the manga and the anime, Yura also appears in Naruto Shippuden: Ultimate Ninja 5.
Yura is the only canon character who was killed by Naruto Uzumaki.
