Isshiki Otsutsuki was one of the strongest Otsutsuki clan members and the leader of the Kara group in Boruto: The Next Generation. He was the main villain in Boruto and also one of the main characters of Boruto, a Japanese manga series written by Ukyo Kodachi and Masashi Kishimoto and illustrated by Mikio Ikemoto.
Isshiki, who was paired with Kaguya Otsuki when they arrived on Earth, was the higher rank, according to Sasuke Uchiha and Amado. But unaware, Kaguya betrayed Isshiki, leading him to take possession of Jigen.

Many decades ago, Isshiki Otsutsuki and Kaguya Otsutsuki came on earth to plant a tree to harvest Chakra Fruit. Kaguya was supposed to sacrifice for the Chakra Fruit because she was the lower-ranked Otsutuki. Still, she turned on Isshiki instead, killing Isshiki's lower half and leaving Isshiki in critical condition.
In order to survive his injury, Jigen shranks himself to enter his body. Realizing that he lacked the strength to implant the Kama on him, he started getting nutrients from the body. Isshiki eventually gained control over Jigen's entire body and implanted the Kama upon his host.
Isshiki Otsutsuki then formed a group name Kara and invited some skilled people to join his group and execute his plan. Isshiki was forced to use Jigen as the Ten-Tails sacrifice to cause it to bloom into a God Tree because Kaguya's betrayal and eventual sealing left him all alone.
He decided against reviving himself through Jigen because his body would quickly expire. After all, it couldn't support his chakra. Instead, he chose to turn Jigen's body as much as possible into an Otsutsuki that could be given to the Ten-Tails for its development. So Isshiki started getting ready for a new vessel to install another Kama seal after feeding Jigen and himself to the beast with this intention.
After Delta investigated the boy's blood as a potential candidate to be a vessel in the anime, Isshiki discovered Kawaki. Jigen went to Kawaki's violent father and offered him a huge amount of cash to buy the boy for his purposes. Isshiki introduced Jigen to the boy as his new father after gaining custody of him.
The two sought to transfer the Kama to Kawaki, Code, and thirteen other boys in an experiment with the aid of Amado, who at one point modified Isshiki's vessel with Scientific Ninja Tools. Kawaki was the only one to succeed while the other thirteen were lost, and Code only obtained an incomplete White Kama.
Kawaki was put through hard training to master the Kama despite Isshiki's promises of his safety, and the man would frequently scold him for being just used as a vessel, beating the youngster anytime he questioned him. In the meantime, Code was chosen to be his most devoted servant.

Isshiki held a conference with the Inners and told them that an Outer had set one of their facilities in Amegakure on fire. Isshiki had a secret meeting with Victor when an attempt to cultivate another God Tree failed, and Victor blamed Deepa. Isshiki let Victor free with a warning while expressing doubt about his assertion.
Isshiki got in touch with Amado to talk about the growth of Kawaki because she knew that he had already entered Phase 3 of their plans. Although technically accurate, Amado claimed that the data was still insufficient to move on to Phase 3.
Isshiki made the decision to move Kawaki for a trial run and he then showed up and offered the transfer of his brand-new stealth blimp. Following, Kawaki's easy transition onto the airship, Isshiki was informed of a failure that led to the blimp's crash.
In a conference with the other Kara members to discuss the serious situation, Koji was assigned to capture Kawaki. Isshiki declared their team must rescue the vessel at all costs as he dispelled the genjutsu. In the anime, Isshiki had Deepa's body found, and Amado's brain restored to discover the truth of Victor's betrayal since he did not believe Victor's claim that Deepa was responsible for the accident in the Land of Valleys.
Isshiki had Koji Kashin kill Victor and order Amado to dispose of Deepa because she was no longer needed as a liability. He stated his thoughts that the blimp crash wasn't Victor's fault but rather that a third party used Victor's defection to hide their own acts during a physical examination of Jigen's body by Amado. Isshiki expressed her displeasure at how long it took to retrieve Kawaki while eating with Delta, and Isshiki agreed to let her participate in the mission under the condition that she follow Koji's rules. When Isshiki asked what Koji was doing later, after the Seventh Hokage had soundly defeated Delta, she revealed that he had been delaying the retrieval of Kawaki in order to study Boruto.
That was after they learnt that the boy had acquired his own Kama. Jigen smirked at this turn of events and concluded that Momoshiki was responsible. Later, he teleported himself to the universe where a Ten-Tail was present and casually started to talk with it.
After failing to consume his vessel and remarking that it was too soon for him to finish it, Isshiki uses his Kama to absorb its chakra. Isshiki had plans to see Boruto and Kawaki after that.
Jigen sent Naruto to another dimension with the intention of leaving him there to die while attempting to kidnap Kawaki from the Uzumaki family, but Sasuke attacked Jigen. Jigen was pushed back throughout the ongoing battle and eventually turned to using his Kama to manifest Isshiki's personality fully.
Isshiki was frustrated as he paralyzed Naruto and Sasuke with enormous black rods and restated his desperate wish to possess Kawaki. As he swiftly overwhelmed Naruto and Sasuke, pummeling them into submission, Jigen's body started to break down.
Isshiki intended to kill Sasuke since he could escape at any time and seal Naruto and Kurama inside the crater that served as their battleground. This was because he could not use the necessary amount of power to kill Naruto because Jigen was weak. Isshiki was forced into utilizing a defective resurrection that was slowly killing him, and he openly praised Koji and Amado's plan. Isshiki felt that Koji had little chance of defeating him.
Thus he saw Koji as a fool who had been used as a piece in a sacrifice. Koji dismissed him and switched to Sage Mode. Due to his increased strength, Koji could hold his own against Isshiki for a while, but Isshiki ultimately won by unleashing huge stone pillars to crush Koji's left arm and flank.
Isshiki decided to implant Kawaki with the Kama because he knew his body would fail in two or three days. He did this by teleporting him to Konohagakure and didn't give the other Shinobi any thought as he casually strolled into the settlement. Naruto immediately caught up with him, startling Isshiki by allowing the Hokage to escape from his seal.
Isshiki started decreasing several structures to obliterate the community when Naruto resisted. Naruto instantly attacked him with all his strength but Isshiki defeated him easily. Ultimately, Naruto was saved thanks to Sasuke's Rinnegan's quick intervention.

He observed that some people made him laugh, such as Deepa occasionally, yet he seemed to hide these feelings because Amado did not believe he was capable of laughing. He was completely unfazed by this when he fought Naruto and Sasuke, widely regarded as the two strongest shinobi in history.
This self-assurance, however, didn't stop Isshiki from complimenting his rivals and maintained his composure even when cornered, and thanked them for exposing the limitations of his skills. He was also ready to acknowledge defeat when it came to cunning, boldly claiming Amado had won through forced resurrection in Jigen's corpse.
He was also seen as a perfectionist, showing anger at his adopted son's preference for his prosthetic right arm over his natural right arm and expressing a wish to restore his right arm swiftly. Yet, he could only be concerned that his future body would be flawed.
Isshiki was a hypocrite and an abusive dad. After adopting Kawaki and promising him safety, he subjected the young boy and the other fourteen participants to a risky experiment in which thirteen died instantly.
He used physical abuse and neglect to teach Kawaki to be his vessel and, as a form of punishment for disobedience, beat the boy without ever explaining to him why he had been given the seal. Kawaki's violent tendencies and disturbed mentality directly result from Isshiki's terrible parenting.
