Kagen Uchiha is a fictional character in the Itachi Shinden: Book of Dark Night novel, based on the popular manga and its anime adaptation, the Naruto series, written and illustrated by Masashi Kishimoto.

The details of Kagen's past remain a mystery. Very little is known about his upbringing or his skills. Additionally, he only appears in novels and does not make any appearances in the Naruto manga or anime series.
Kagen was a member of the Uchiha clan. He was also a member of the Konoha Military Police Force and worked there in the logistics department. Kagen’s work did not give him many battle opportunities and because of this, he was never able to awaken his Sharingan. Kagen did not have any close relatives and did not possess any remarkable talent. Thus he went on with life practically unnoticed. This made him the perfect target for the Root faction. In order to spy on the Uchiha clan, Root assassinated Kagen and divided the task of imitating him between the twins Gozu and Mezu, who had both had cosmetic surgery to resemble him.
Kagen had a limited appearance in the series, so not much is known about him or his nature.
