Kirigakure (the Village Hidden in Mist)

Mei had to suffer the cruel academy graduation ceremony in Kirigakure as a young child, around the age of nine. She had fought and bathed in other people's blood and her own for the village's sake during the gloomy times of the Village of the Bloody Mist.

Mei faced difficulty after entering office as Mizukage as she worked to repair the detrimental legacy that the Fourth Mizukage and the village's own history had left behind. In the anime, Mei received a letter from the Fifth Kazekage and Hokage asking if Kirigakure would take part in the upcoming Chunin Exams.

This came in the wake of Yagura's death with both villages hosting the exams. Mei notified the Hokage that her village would not be joining after hearing from her assistants.

Mei Attended Five Kage Summit

Mei went to the Five Kage Summit, which was held at the Land of Iron but before she left, most of the elder community members of the village were worried about her behavior. This was because she is not someone who is a serious type.

Mei encouraged one of her bodyguards, Chojuro, by encouraging him that he would be able to protect her despite his worries. That continued over the course of their journey to the Land of Iron as she kept using polite language with Chojuro. However, when Ao's attempted to scold Chojuro for not acting like a man and threatened to kill him, Mei mistook his words and threatened to kill him

Mei showed greater openness than the other Kages when the Summit first started by showing respect for and a desire to hear the Fifth Kazekage. She even spoke up for him once when the Third Tsuchikage was acting disrespectfully.

As the Summit was being convened to address Akatsuki, and Akatsuki is rumored to have been established in Kirigakure, the activities of the village made it suspicious. The Fourth Raikage explained his concerns about the other Kages and stated that Mei and the rest of her village were the least trustworthy.

Mei acknowledged that a lot of people in Kirigakure think her predecessor was fooled, despite Ao's objections. The Summit mediator, Mifune, proposed forging an alliance to be led by Danzo Shimura when Tobi's participation with Akatsuki came to light. Mei doesn't disagree but Mifune said that Akatsuki wasn't qualified to head a task force aimed at destroying Kirigakure because of her alleged connections to the organization

Soon later, Ao revealed how Danzo had manipulated Mifune. White Zetsu then infiltrated the conference and alerted them about Sasuke Uchiha's attendance before Danzo could be questioned about it. In an effort to discover Sasuke's location, the Raikage shattered Zetsu's neck, which led Mei to chastise him for murdering a potential source of information.

While the Fifth Kazekage and the Fourth Raikage went to deal with Sasuke, Mei and her companions stayed in the Summit room. She gave Ao instructions to keep an eye on Danzo at all times since she thought his mind-controlling dojutsu might be connected in some way to the Fourth Mizukage's manipulation.

The moment Danzo ran, Sasuke entered the Summit hall to kill him. He attempted to follow him but Mei blocked his way with her Lava Release. And when the Tsuchikage decided to rejoin the fight and attacked Sasuke again, she encouraged him to move aside.

Chojuro then dragged Sasuke into a nearby hall, where Mei locked him in with her in order to kill him by poisoning the air there. However, Mei was caught in Zetsu's Spore Technique before she could finish him, which transferred her chakra to Sasuke. As a weakened Sasuke started to feel the effects of her technique and Susanoo's rib bones were clearly melting, Mei was unable to destroy Susanoo.

Tobi asked the Kage to hand him Naruto and Killer B as he concluded his explanation, but Mei and the other Kage refused, prompting Tobi to declare the commencement of the Fourth Shinobi World War.

Mei and the other Kage decide to create a Shinobi Alliance to be led by the Raikage as soon as war breaks out. Mei is the first to make the case that Naruto and B should be shielded from Akatsuki, and ultimately, the other Kage agree before departing. To find Ao, who had followed Danzo, Mei and Chojuro make a detour, and in time they locate him and prevent him from decapitating himself.

He then requests that Mei take off the seal securing his Byakugan after explaining that his body has been under the control of another ninja. Mei requests to borrow Chojuro's Hiramekarei since she is aware that Ao would never ask her to do so, and she is aware that his body is still under control.

Before she can use it on him, Ao labels her a hag, and she beats him up without realizing he has been freed at last. When they get back to Kirigakure, they learn that the daimyo has given the Shinobi Alliance their blessing.

Fourth Shinobi World War

Ao once more joins Mei as the Kage meet to talk about war strategy a few days later. Mei is relieved that the Fifth Hokage is back in charge and then recommends that in an effort to find Akatsuki's headquarters, the communities pool their intelligence networks.

Mei remarks that the enemy won't send many soldiers after realizing that information about the jinchuriki was divulged to Akatsuki. Therefore, it was decided that the Tsuchikage would be sent to the island as reinforcement.

She meets the Tsuchikage after he returns from the island, and they start talking about what happened there. The final meeting is convened to prepare for the war after she has been briefed thoroughly. Mei gives Chojuro the directive to alert Ao in the Sensor Division that they must move quickly.

Mei was responsible for heading a group of skilled Shinobi who were entrusted with guarding the daimyo and ensuring they were safe before being taken into protective custody. She described to the Frost Daimyo their defense strategy, in which the daimyo would alternate between five different hiding places on a regular basis while also being protected by some of the strongest ninjas in the Shinobi Forces.

Mei then confronted Black Zetsu, who had been assigned to find the daimyo when he discovered them before he could attack. Black Zetsu was getting ready to combat her when she informed him that he would also have to take down her entire crew in addition to her. As the fight went on, Black Zetsu dodged the assault from Naruto's shadow clone as it eventually emerged on the scene.

Mei watched in confusion as this new element of the battlefield took place (though, in the anime, she realized that it was Naruto who appeared). Chojuro took advantage of Naruto's diversion to finally be able to land a hit on Black Zetsu and tie him down. This finished the fight to everyone's surprise as Raido and Genma confirmed that Naruto's impulsive nature had not evolved in the slightest.

Mei Terumi and other Kages fight Madara

Mei was worried about leaving to assist her fellow Kage but Chojuro reassured her that she could leave this battle to him because he would defend it with his life. Mei was impressed by how much Chojuro had matured as a person since the war started.

She was teleported to the front lines using the Flying Thunder God Technique by Genma, Raido, and a third ninja from the Hokage Guard Platoon. Mei then took a position next to another Kage as they faced Madara.

Mei and A attacked Madara with a succession of lava-based and lightning-enhanced physical assaults, forcing the Uchiha to use his Susanoo. That afford Tsunade some time to heal Onoki and Gaara as Mei responded that while she enjoyed hearing compliments from males about their offense, she would hold off in Madara's situation.

Madara then used his Yasaka Magatama technique to strike but Gaara and Onoki's combined defense was enough to stop him. Mei used the Hiding in Mist Technique to block Madara's eyesight and while she resisted, the Fourth Raikage and Onoki's attacked. Naruto’s clone appeared then but she and the other Kage gave him instructions to defend the other battlefield just before the clone dispersed and left him with the word "win."

While Fourth Raikage and Onoki attacked Madara, who had by this point constructed a forest, Mei fell back to be healed by Tsunade as the fight stretched on. Madara's Susanoo attacked them and threw them into the jungle, while Mei cautioned the others not to breathe in the pollen. She attempted to block Madara's subsequent use of fire, but collapsed alongside with the other Kage after breathing in the nearby pollen.

After Onoki burned the forest, they arrived just in time to witness the First Hokage's face appear on a Madara who was regenerating. When Madara decided to kill Tsunade first, Mei remarked that killing a platoon's medic was a fundamental tactic and one that he would not get away with.

Tsunade was the subject of his attention because of her background, not because she was a doctor, Madara informed her. Later, she grinned as Tsunade debunked Madara's assertion that she was a weak woman who had acquired nothing from her grandfather.

Mei was mostly countering Madara fire style during the whole time and assisting other kages in fighting. Gaara and Mei made sure that no fatal damage happened to other frontline kages like the Fourth Raikage and Tsuchikage. All five kage fought hard but were still not able to defeat Madara. And at the end, Madara almost killed them, but somehow, Lady Tsunade was able to keep them alive.

Tsunade was later treated by Karin on the battlefield after Suigetsu, Orochimaru, and Karin arrived at the warzone. After receiving significant healing, she assisted in Mei's and the other Kage's recovery. They all moved swiftly toward the battleground on top of Gaara's sand.

The Kage saw Ten-Tails' tree form in the distance as they approached the battleground, and Katsuyu informed them of the situation there. Later, a resurrected Hashirama Senju contacts them telepathically to give them an update on the information he had learned during his conflict with Madara.

Mei moved to a specific area of the battleground and told others around her that they were going out after rallying the troops and saying that it was unacceptable for a woman to be late to the battlefield. Later, she and A, and Noki confronted Tobi. She and the rest of the Allied Forces were saved from Tobi's elemental attacks by the Third Hokage's shadow clones after being overwhelmed and unable to utilize jutsu owing to her chakra level.

She was afterward beaten by Madara's Infinite Tsukuyomi and bound by the sacred tree. While the other Kage was present at the wedding, she daydreamed about finally getting married inside the genjutsu.

When the moon started to approach Earth two years after the Fourth Shinobi World War, the five Kage gathered once more to plan their response to this constant threat. Mei afterward seemed to be using her Water Release and Lava Release to destroy meteorites. Mei spoke up in support of Kakashi when he begged A to stop blasting the moon because Naruto and the others were there, pointing out that Naruto, as the victor of the previous war, is a hero worth backing.

Mei resigned from the position of Mizukage and gave his seat to Chojuro as a Sixth Mizukage. She worked for 12 years developing her village after the Fourth Shinobi War.

Later, when the Five Kage Summit was held, Mei and other retired kage went to Onoki place, where he was staying. Mei later discussed the increasing tension between the Land of Water and its neighbors with Anko Mitarashi and Shino Aburame.

Mei was concerned that this military buildup by the Land of Water could lead to a new outbreak of conflict in the nearby waters. Mei reassured them still that Kirigakure was vehemently opposed to everything and that she and the Sixth Mizukage would fight to stop it all.

Mei later discovered and acquired evidence that the Land of Waves and the soldiers of the Land of Water was engaged in a plot. With that, she picked up the traitors and questioned them right away and as they made their way home, Mei saw the Konoha class off.

Mei is a happy and cheerful person but that changes the moment anyone talks about love or marriage in front of her. She is also very intelligent and skillful. Though most people misjudge her and think that she is someone who is not suited or serious for his Kage position, she has helped her village to grow and develop.

The Hidden Mist Village is not known for its friendship and loyalty but when she became the Fifth Mizukage, she developed a good relationship with other nations and supported them during their crisis. Mei looked handsome and had young boys like Sasuke and Chojuro, but at the same time, she wanted a perfect man for herself, which she never got.

Still, when she was under Genjutus in the Fourth Shinobi War, she dreamt of marrying the perfect guy where all the other kages and close friends attended her marriage. She also has a low tolerance for remarks about her age and appearance, as seen by the fact that when Karin called her an "old hag" and attacked Ao while Fu Yamanaka was inside his body and insulting her, she lost her cool fast.

Despite this, she is quite intelligent since she deceived Fu into exposing himself as the possessor of Ao's body by pretending to be able to dismantle the barrier technique shielding his Byakugan. She is caring towards her friends and comrades and can go to lengths to fight for them.

Mei is one of the tallest female characters in the Naruto series. She is fair, has green eyes and auburn hair that is ankle-length, done in a top knot with a dark blue band. Her hair is tied into four bangs at the front and a herringbone pattern at the back. She has mesh armor underneath that partially overlaps her garment and covers her upper body. Along with her outfit, she is sporting a matching skirt and mesh leggings that cross her knees underneath.Mei started to have wrinkles on the corners of her mouth years after the Fourth Great Shinobi War. Her hair had also significantly shrunk as it now only covered only her lower back.

Mei is a very skillful and intelligent shinobi which is why she became the Fifth Mizukage of the Hidden in the Mist village. She also showed her skill and power to corner Sasuke even when he had Mangekyo Sharingan and Susano active.

Mei is also one of the rarest Shinobi who has two elements Kekkai Genkai. The first one is the Lava style, and the second is Acid Mud which made her the only person to have these two rare release.

Mei is skilled in the nature transformations of Lightning Release, Earth, Fire, and Water. She can use Water Release to quickly build a massive dragon and unleash a massive flood that can put out Madara Uchiha's devastating Fire Release attack.

She can conceal her’s own and her teammates' movements by employing the Hiding in Mist Technique. Her mastery of Water Release allowed her to effectively defend her community from the large meteorites that had broken off from the falling Moon two years after the Fourth Shinobi World War.

Madara's Susanoo ribcage received enough exposure to dissolve it partially. She can release a corrosive mist that will melt practically anything it touches with the second Kekkei Genkai, Boil Release, which combines the water and fire natures. Even Sasuke's Susanoo ribs were burned through by it. In addition, she can modify the mist's potency and acidity using her Boil Release skills.
