The Water Daimyo is from the Land of Water and was a Daimyo till the Naruto Shippuden era. He is one of the supporting characters in the Naruto anime series and manga that was written and illustrated by Masashi Kishimoto.

The Water Daimyo first appeared when the five great shinobi nations’ meeting was held to give approval for the Allied Shinobi Forces to fight against Madara Uchiha and Obito Uchiha, who declared war against the shinobi world in the Five Kage Summit in the Land of Iron.
At first, the Water Daimyo was concerned about giving much power to the shinobi world but when the other three Daimyo approved the suggestion, he alongside the Earth Daimyo had to give the approval.
Before the Fourth Shinobi World War began, all Daimyo were sent to a safe place altogether so Madra and Obito could not take them hostage. Later, they are all captured in the Infinite Tsukuyomi, but when Naruto Uzumaki and Sasuke Uchiha are able to undo the Infinite Tsukuyomi, the Water Daimyo, alongside the whole world, is set free. In Boruto, he is succeeded by Sanzui Unabara.
The Water Daimyo didn’t have faith in his own village shinobi and didn't want to give full authority to the shinobi, because he had a fear that he might not have any power. He is selfish, but at the same time, a coward.
He has black eyes and wears the Daimyo hat, which has the symbols of the Land of Water. He wears a light-yellow kimono.
