The title of Hokage, leader of the greatest of the five major shinobi nations, is one many ninja aspire to reach for. In the entire history of Konohagakure, there have been only seven to ever bear the mantle. While he may be overshadowed by his older brother, who is known as the founder of the Hidden Leaf, don’t mistake his successor as an afterthought. Tobirama Senju would succeed his legendary brother after his death, as the Second Hokage. The reforms and systems he would set into place would define not only his village but the shinobi world as a whole.
While his older brother Hashirama was more idealistic and kind hearted, Tobirama was a realist jaded by his life experiences. He knew that the dream of a world free from conflict and strife would be a long and arduous journey, potentially even impossible. He acted as a grounded counterbalance to Hashirama’s charity and good will, taking the steps needed to secure a future for both his clan and village alike. This side of him was notably displayed when he convinced Hashirama to make neighbouring villages pay for access to all of the tailed beasts he had captured.
Tobirama is also defined by his suspicion of the Uchiha clan. Naturally after years upon years of direct combat during the warring states period there would be some bad blood. But even after the founding of the Hidden Leaf as a joint venture between the Senju and Uchiha clans, Tobirama couldn’t help but believe that their desire for power would upend the tenuous peace they had earned. He would ultimately he would be proven right when Madara Uchiha would challenge Hashirama’s leadership as Hokage.

Tobirama was born as the second of Butsuma Senju’s children during the Warring States period. He would lose both of his younger brothers due to the constant fighting of the times which resolved him to work alongside his older brother Hashirama in order to reform the ruthless shinobi world they lived in. To accomplish this, they would have to unite the clans of the Land of Fire under a single banner which would prove to be a monumental feat. That was especially considering the two most feared clans in the region, the Senju and Uchiha, were direct adversaries.
Over time, Tobirama would notice that his brother would venture deep into the woods whenever they had a brief respite in between assignments. After tailing him on word from his father, he would learn that he had befriended a boy of the Uchiha clan, none other than Madara Uchiha. Being the vengeful pragmatist he is, Tobirama saw this as an opportunity to ambush the Uchiha and gain the upper hand.
Unfortunately, the Uchiha had similar plans, and it lead to an all out battle between the two clans until Hashirama managed to parlay for peace. This would only be a temporary truce, as the fighting between the two famed clans would continue for years on end.
After countless conflicts, with many lives lost between the two clans, the Uchiha find themselves on the defensive. Hashirama’s hope for a united Land of Fire sounds more and more attractive to even those within the Uchiha clan, leading some to even defect to the side of the Senju. After a climatic battle, Tobirama is on the verge of slaying Madara but is talked out of it by his brother.
In exchange for sparing Madara’s life, they would gain the cooperation of the Uchiha clan in forming the first united shinobi village, Konohagakure. In a show of good will, Hashirama wanted to offer the position of Hokage to Madara, but Tobirama would vehemently refuse this arrangement, wary of the Uchiha’s motives and deciding for a more traditional democratic standard.
The contributions that Tobirama would make in terms of the structure of the shinobi villages cannot be understated. He created the idea of four man ninja “teams” with one senior member and three underlings. He also was behind the idea of the Academy, where young potential shinobi could be nurtured in a far more positive and safe environment than being thrown headlong into the unforgiving battlefield against grown adults. The ranking system of shinobi based on their level of prowess as well as the elite task force known as ANBU were also created by Tobirama.
Tobirama was regarded as the fastest Shinobi alive in his era. This made him an expert in both reconnaissance and tracking, and was something even Hashirama could not outpace him in despite his immense talents. His skills were finely honed on the battlefield as even a child, just because the nature of the Warring States period demanded it. Even against grown adults Tobirama would emerge victorious through a combination of both his innate talent and refined skill
One of his most underrated traits is his tracking abilities. Tobirama has a keen sense for chakra, able to identify persons within a specific area just by putting his hands onto the ground and searching the area around him. This made him an ideal scout for the Senju clan and an invaluable asset for reconnaissance efforts. He doesn’t even need to physically see his targets in order to track them.
Tobirama Senju is most famous for the creation of the Shadow Clone jutsu, the same jutsu used to great effectiveness by Naruto Uzumaki over the course of the series. He was also the creator of the Summoning: Impure World Reincarnation, (also known as Edo Tensei:) that allowed one to bind the souls of the fallen unto a living vessel. These jutsu were so dangerous that Tobirama banned their use after the end of the Warring States period. While he may lack the unique strength of his elder brother’s Wood Release abilities, Tobirama makes up for it for his unparalleled innovative approach to jutsu

Even in his younger days, Tobirama was a fierce opponent, as seen in his outings against the brother of Itachi, Izuna. As an Edo Tensei zombie, he is capable of pushing his student and Third Hokage Hiruzen Sarutobi to his limits.
