Gengo was the leader of the Enlightened Ones and a despot of the Land of Silence, until his capture and imprisonment by the Konohagakure Anbu. A decade after his fall from power, the Land of Silence became a lawless country where criminals festered.

Gengo and other shinobi from Kirigakure allied with Zabuza Momochi in a rebellion against the Fourth Mizukage Karatachi Yagura, and his destructive methods of ruling over the village. Gengo was forced to flee from the village after a traitor was discovered in the group.
Gengo and his comrades took over a nation called the “Land of Silence”. He followed Zabuza’s ideology and had his comrades killed and their bodies hidden away in Fushū castle. He developed a speech-induced genjutsu to carry out his goal of manipulating others.
During the Fourth Shinobi World War, Gengo took advantage of the opportunity to put his new talents and plans into play and assembled numerous shinobi who had been displaced by the war and put them under his command to become the “Enlightened Ones”.
This continued for two years after the war and he gradually grew his influence by having his brainwashed followers take missions from the Shinobi Union at lower rates in the hopes of amassing a large amount of wealth for his ambitions. His followers had even spread beyond the Land of Silence, infiltrating each of the Five Great Nations without raising suspicion, eager to incite a disturbance among their populations under Gengo’s command and endangering the Shinobi Union.
As Gengo’s followers grew, he began to draw attention from the rest of the world, particularly Konohagakure, who saw that many shinobi were fleeing their villages. They investigated his nation for taking their future jobs. His most recent brainwashed recruits, including Konoha’s rising star Anbu Sai, provoked Konoha to order his capture or execution.
During one of Gengo’s many speeches intended to keep everyone in Curtain Village, he captured Konoha shinobi plotting his assassination — Rō, Soku and Shikamaru Nara, whom he promptly jailed (while under the power of his genjutsu). Gengo was overjoyed when he realized he had abducted Shikamaru and immediately tried to persuade the latter to become his right-hand man.
Temari and a legion of Suna and Konoha shinobi attacked Gengo’s throne room and disrupted his genjutsu. Shikamaru quickly grasped Gengo’s ability, while Temari began creating a vacuum with her Giant Folding Fan to drown Gengo’s chakra-infused voice.
Gengo fled his Enlightened Ones upon realizing he had been defeated. He attempted to use kenjutsu to kill Shikamaru in a darkened chamber but he was apprehended owing to Shikamaru’s master plan, the arrival of Shikamaru’s Anbu partners and the rest of Team Asuma. Hinoko then used her Chakra needle to permanently impair Gengo’s ability to speak, demoralizing him as he was transported to the Shinobi Union’s headquarters in the Land of Iron.
Gengo is a man of ideals like other potential revolutionaries. He sees the world as something that must be transformed; but his perspective is vastly different. He believes that the shinobi, because of their great capability to shape chakra into various forms of jutsu, should be the ruling class of society.
With his goals, he hoped to unify the continent and have shinobi take over, freeing the land from the authority of the daimyō and putting an end to what he dubbed shinobi persecution. He also inherited his previous boss Zabuza’s brutal ideology: exploiting people for his own objectives or to be used for theirs. For that purpose, he had murdered his own coworkers who were no longer useful to him.
Gengo was regarded as a charismatic man due to his belief in the rightness of his ideals and the efficiency of his aural genjutsu; he boasts a silver tongue and can assemble people solely via words. However, as Shikamaru pointed out, he is quite arrogant as a result of this.
As witnessed with Rō and Hinoko, he is not beyond using torture to persuade individuals to submit to his will. Regardless, he has a sense of formality, treating the people he wished to elevate much better when they are imprisoned. Despite this, he gets enraged when he encounters someone who cannot be controlled and was very eager to kill Shikamaru when the latter was liberated from his genjutsu and refused to be affected by its effects later on.
Gengo is a tall, fair-skinned man. His hair is grayish-black in color, tied back in a ponytail and set like a royal outlook around the head.
He wears a long purple jacket with a brown top underneath, with white pants and sandals.
Gengo is a tremendously powerful genjutsu user, capable of creating mind-controlling illusions that are nearly undetected and impossible to stop or dispel, even when discovered by the victim. He has mastered Demonic Illusion: Cajolery of Glamor, a voice-induced genjutsu of his creation that allows him to manipulate targets with only speech, brainwashing them and forcing them to worship him.
He also used a rare flower located in the Land of Silence that evokes certain memories for those who inhale its pollen, making his genjutsu more effective for reconditioning as a result. However, after losing his capacity to talk, Gengo was unable to use such genjutsu again.
Gengo learned kenjutsu as a child in Kirigakure and as a disciple of Zabuza, himself a member of the Seven Ninja Swordsmen of the Mist. He is shown summoning a gigantic broadsword similar to Kubikiribōchō. Though his abilities are unknown, he was able to kill a number of Shikamaru’s clones before being subdued by the Konoha-nin.
