Being the Head Ninja of Kumogakure at the time, he was dispatched to Konohagakure with an envoy to sign a peace treaty between the two villages. But, the treaty was just a means to get free entry to the village without creating any suspicion. His real purpose was to abduct a member of the Hyūga clan to retrieve the Byakugan.
He sneaked into the Hyūga clan’s estate in the middle of the night and kidnapped Hinata while she was asleep. But Hiashi, Hinata’s father, stopped him during his escape and immediately killed him. Regardless of the sinister nature of the visit, Kumogakure demanded Hiashi’s head as compensation, as per the agreement in the treaty they had signed, or risk starting another conflict.
Konoha had little choice but to deliver Hiashi's corpse, but it was really that of his twin brother Hizashi, whose death sealed away the Byakugan.
This man has been revealed as being greatly self-confident and someone who only listened to his instincts.
He was tall and thin, with dark eyes that had lines underneath them, dark hair, and a goatee. He was dressed in an older-style Kumogakure’s flak jacket with large shoulder padding. His head was wrapped, and his right eye was protected by a Kumogakure forehead protection. When he attempted to kidnap Hinata, he was dressed in a black suit with an obi around his waist and a mask.
A. Kumogakure wanted to study the secrets of the Byakugan. They sent away their Head Ninja in a move to sign a peace treaty between the two villages, but the plan was just to have the Head Ninja infiltrate the village to retrieve the Byakugan from the Hyūga Clan.
