Matsuri is a Genin from The Village Hidden in the Sand and she is one of the shinobis who trained under Gaara in Suna’s new Ninja Academy. She is one of the supporting characters in the Naruto anime series and manga written and illustrated by Masashi Kishimoto.

Matsuri was a witness to her parents' murder which has made her scared of violence and weapons. Later, when Suna's new ninja Academy opened, Matsuri became a student and was the only student in her class to choose Gaara as her instructor during a lecture on handling weapons.
He shows her how to use a Johyo after sensing her fear of weapons and tries to convince her that while weapons can be used to defend comrades, they don't necessarily have to be used for violence. However, Matsuri is unable to understand what he said.
Later, the Four Celestial Symbols Men kidnapped Matsuri because they saw how close Gaara was to Matsuri. Thus in order to steal chakra from the One-Tail, they captured her but the Konoha 11 (apart from Tenten) and Gaara's siblings defended her. This is when she finally understands Gaara's lesson about using a weapon to defend herself and uses her Johyo to save Naruto from a fatal attack after she is set free. After Seimei is defeated, she heads back to Suna with the intention of learning under Gaara's guidance.
Two years later, Matsuri, who is now a genin, enrolls in the Chunin Exams which is jointly conducted by Suna and Konoha. She and her partners, Mikoshi and Yukata, are seated in different rooms for a written exam at the first stage which is held in Konoha. Matsuri and her team succeed by demonstrating strong communication skills and teamwork.
They are invited to participate in the second round after being sent to the Demon Desert, where they arrive after three days. Matsuri and her team must obtain two scrolls in three days—one of which they receive at the beginning and the other of which they must steal from another competing team—in order to advance to the second stage.
When, after several days, they still have not obtained a second scroll, Mikoshi advises stealing the scroll from someone who already has two. This is because she believes that they may have relaxed their security because they already had two scrolls in their possession.
However, in doing so, the trio stumble into quicksand and become trapped in a sandstorm while looking for such a team. When they awake, Fu hands them her scroll, having saved and taken care of them. Matsuri and her group opt-out, imitating Gaara's tenacity in the face of adversity.
Later, Hoichi captures Matsuri and her group but Gaara discovers and saves them although Hoichi eventually captures him. Gaara, now the Kazekage, commands everyone to escape while leaving him behind. They ignore him and continue searching for assistance until they come across Team Guy. Although Team Guy chooses to assist Gaara without receiving anything, Matsuri grants them their scroll in gratitude.
They encounter Fu's teammates as they direct Team Guy to Gaara's location because Hoichi had also captured Fu. Gaara and Fu are successfully rescued by their squads working together. Matsuri then seeks out Shira, a fellow Suna-nin and supporter of Gaara, as the exam's conclusion draws close. Shira accepts the terms of Matsuri's offer to fight, in which the winner receives the other's scroll. Shira is forced to use her Seven Heavens Breathing Method and loses, although she accepts defeat calmly.
When they and their teams arrive at the second stage's final meeting place, they are notified that the Chunin Exams have been postponed. Instead, a report on each participant's performance will be forwarded to their community, and the village leader in charge of that village will determine whether or not to advance that individual.
Matsuri is among the numerous Suna shinobi sent out to try to find Gaara when Akatsuki kidnaps him. In the anime, she joins Temari's crew who are in charge of guarding the border although Matsuri gripes that they ought to be attempting to save Gaara. They locate him in time to see him recover. When Ittetsu expresses his concern that Gaara has passed away, Matsuri reprimands him. Then, she and Sari run to Gaara in order to offer their assistance but Temari blocks them.
In the Fourth Shinobi World War, Matsuri and Yukata were placed in the Fourth Division. They present towels to Gaara on the first night of the battle while advising him to save his energy. Matsuri and Yukata are added to a group of Wind Release users charged with bringing down the Third Raikage when battle breaks out the next day.
Temari tells the duo to keep their distance so she won't have to listen to them when they get sidetracked talking about Naruto Uzumaki. Following the defeat of the Raikage, Matsuri and Yukata tease Temari about Shikamaru and gossip about Daimaru's show of love for her.
Matsuri is a cheerful teenage girl who is later seen admiring Gaara's love for his village people. She used to be scared of weapons after she witnessed her parents being killed by weapons. Later, as she trained under Gaara, Matsuri became more confident and skilled with weapons. Not only that, she learnt that weapons are not bad but it’s the person who uses them, good or bad.
She wore a short yellow scarf tied around her neck, a blue-green blouse that hung off her left shoulder, a white and pink sleeveless shirt underneath, and a short black skirt. She also had long, thigh-high stockings on, brown sandals, black gloves, and a grey arm guard that covered her right arm to the elbow in the first part of the Naruto series. Matsuri has short brown hair and fair skin with dark eyes.
During the Chunin Exams, she wears a black forehead protector in place of her scarf, two arm guards rather than one, a dark pink shirt with cuts over the shoulders, and a white shirt underneath. In the Fourth Shinobi War, She is dressed in a dark shirt, matching skirt, Sunagakure flak jacket, and Allied Shinobi force Protector.
Matsuri has been taught how to use the johyo, a dart tied to the end of a long rope. She uses mostly a defensive tool to keep enemies at bay and deflect incoming attacks. She can, however, also make offensive use of it. Shira, a skilled user of taijutsu, was forced to employ his Seven Heavens Breathing Method to defeat her because of her mastery of the johyo.
She also has the Wind Release Technique, which can be seen in the Fourth Shinobi War when Temari instructed her and Yukata to use Wind Technique against Reincarnated Third Raikage.
The name Matsuri refers to a celebration of Arabian jasmine.
In Naruto Shippuden: Ultimate Ninja 4, a kunoichi that resembled Matsuri might be seen wandering about the Suna save location while wearing a red shirt.
