Motoi is a shinobi of Kumogakure (The Village Hidden by Clouds) and one of the shinobi who stays in Genbu, a giant turtle island and a secret island used for training.
He is one of the supporting characters in the Naruto anime series and manga that was written and illustrated by Masashi Kishimoto.

Motoi and Killer B were friends since childhood who always stuck with each other, but when the Eight-Tailed Beast went berserk after the jinchuriki seal was broken, Motoi’s father and a few other shinobi got killed while trying to keep the Eight Tailed Beast subdued. Since then, Motoi started to hate Killer B because he was the next Eight Tailed Beast’s Jinchuriki.
Just like Naruto and Gaara, Killer B has also been seen as a monster kid since he had the Eight-Tailed Beast inside him. Motoi attempted to kill B once to exact revenge for his father, but B quickly disarmed him. Motoi assumed B knew it was him even though his face was concealed because B unreservedly gave him a fist bump as they used to. After this, Motoi felt too guilty to speak to B and avoided him for thirty years, but over time, he grew to respect B as the village hero.
When Naruto and his Konoha guards are escorted to the island, Motoi welcomes them and leads them to their rooms. When he gets there, Naruto tries to get B to teach him how to control his tailed beast.
When B refuses, Naruto asks Motoi for a favor in convincing him, saying that B is too stubborn. Motoi becomes angry with Naruto for making fun of him and says that B must have a reasonable reason for refusing. He shows Naruto how to use the Falls of Truth and explains that it will reveal the reason why B has doubts about him.
When Naruto encounters his evil twin, he is unable to stop him. He asks Motoi to ask B about how he overcame his inner demons, but Motoi refuses, claiming that since he had previously attempted to kill B, he is in no position to do so.
Naruto is informed of B's past before he leaves to think about what he should do in this situation. Later, the giant squid that regularly visits the area around the island attacks Motoi, but B protects him. Motoi apologizes for trying to kill B when they were young, but B says he didn’t hold any grudge and offers his hand in friendship.
As Motoi realizes that B is still his friend, he sheds a tear, and they exchange fist bumps. Motoi left the group after Naruto defeated his evil version to return to Kumogakure. Later, Might Guy and Aoba Yamashiro follow Motoi to the falls. When they get there, they see Kisame Hoshigaki running away.
Motoi cautions them that if they don't stop Kisame before he leaves the island, he won't be able to be found anymore. Guy eventually captures Kisame, but before they can find out what he knows, he takes his own life. They attempt to verify the intelligence he had with him, but it is booby-trapped, locking them up as the shark swims off with the information. When B cannot catch up to the shark, Motoi uses one of his owls to update the Shinobi Alliance.
Motoi informs the Konoha ninja that despite the security breach, the Akatsuki will not be able to locate the island because it is continuously shifting. Motoi walks outside to observe what's happening when the Akatsuki quickly strikes the island and halts its movement. When they locate Kabuto, he quickly pursues Yamato. Kabuto and Yamato manage to get away, and Motoi tells the Third Tsuchikage what had transpired.
Motoi was given the order to pursue Naruto and B to aid them. After finally catching up to him, Motoi realizes that he has shaken the hand of B, who was just done peeing, and the two old friends get into an argument.
Blue B, who had been called onto the battlefield, confronts the two as they make their way to meet up with Naruto. Blue B expressed regret to Motoi for what he had done after being shocked to see the jinchuriki who had let Gyuki out of his control and accidentally killed his father.
Later, as the two sides engaged in combat, Motoi intercepted Blue B to give B time to flee and utilized the Lightning Release: Spider Web to entangle him. However, Blue B was easily able to escape the strike. Even though he was hurt, Motoi eventually discovered that his father's death resulted from a plan executed by Orochimaru.
Motoi is a loyal and honest shinobi who looks up to Killer B as his role model and hero as a shinobi and as a person. He was happy and cheerful when he was a child and was friends with Killer B, but after his father's death, Motoi became a silent and angry kid who just wanted to kill Killer B. After he got to know the truth about Killer B and his father, he felt guilty and again became friends with Killer B. He is kind hearted and intelligent too.
Motoi in his childhood used to wear a blue full-sleeved t-shirt and black trousers and had a light gray scarf. His hair was green and spiky, his eyes are black, and he has a broad green paint mark on his nose.
He is dressed in the typical Kumogakure ninja outfit, which includes a flak jacket, shin guards, and hand guards. He also has a scarf around his neck that is light gray.
Motoi was a Genin in Naruto Shippuden and was mostly preferred as a Tracking shinobi, which is why he was sent to Genbu. He is a skillful ninja and can use Lighting nature jutsu like Lightning Release: Spider Web (in which Motoi places his hand on the ground after kneading the chakra inside their body and transforming it into lightning. This releases a burst of electricity around them in the shape of a web that electrocutes anyone caught in its area).
Motoi can also use Summoning Jutsu, which summons an owl to send or receive messages without getting intercepted.
Motoi is featured in the Naruto mobile games as a playable character. It was released in 2016 in both the Japanese and English languages.
