The design of the Surfer in GTA V is heavily inspired by the VW T1 Bay Window and Splitscreen vans. The front end resembles the VW T1 Splitscreen, while the sliding doors resemble the VW T1 Bay Window van. The bodywork is wide and relatively short, with a curved front end, circular headlamps, and amber indicators.
The doors are relatively large and feature chrome handles, while the rear section has black door railings and vented sections for the engine. The vehicle may have an optional roof rack and surfboard mounted on it. The beater variant has a worn bodywork, rusted out textures over the chrome parts, and slightly deformed license plates.
The Surfer in GTA V is slow and sluggish due to its small engine, but its acceleration is decent, and handling is average. It struggles in pursuits due to its weak resistance against heavy collisions and difficulty in evading other vehicles. The beater variant has higher ground clearance than the clean one, making it suitable for bumpy, flat terrain, but it is inferior in overall performance.
Both variants are rear-wheel drive with a 4-speed gearbox and have a limited engine power, resulting in a lower rev limit compared to other vehicles in the game.

The modified Surfer vans in lime green are likely a reference to the "chartreuse Microbus" mentioned in the C.W. McCall song "Convoy", which can be heard on Rebel Radio.

When damaged enough, the sliding doors open outwards like normal doors, even though there are door railings on the sides. In addition, it cannot carry passengers on the back, similar to the Youga.
