Garo was one of the Kara members and one of the vessels which survived after the experiment to be the compatible vessel for Isshiki Otsutsuki (Jigen). He later went to bring back Kawaki, who was the most compatible vessel for Isshiki Otsutsuki.
Garo is one of the supporting characters in Boruto: The Next Generation, a Japanese manga series written by Ukyo Kodachi and Masashi Kishimoto and illustrated by Mikio Ikemoto.

Garo was brought to Kara’s headquarters by Jigen and his men to test him if he is compatible to be the vessel and it was a success for Kara but while being tested for the vessel Garo lost his arms, but Kara researcher Amando Sanzu was able to replace it.
Garo met Kawaki when he was trying to escape from Kara's hideout but when he saw Kawaki Karma, he was in awe. Garo was shocked by the fact that Kawaki survived without losing anything, and then he tried to teach him things about Kara. But Kawaki refused, which made Garo angry and he said you need to learn some discipline. He held Kawaki's neck with his Metal arms and tried to squeeze it a little in fear Kawaki activated Kama(Karma) and blasted Garo's chin, which Amando later fixed.
When Kara’s airship crashed, Naruto Uzumaki( The Seventh Hokage) gave Konohamaru Sarutobi a mission to investigate the crashed ship and also take Boruto Uzumaki, Sarada Uchiha, and Mitsuki with him on the mission. Team Konohamaru investigated the ship and saw that the vessel was already gone. There they encountered Ao, who was working for Kara, and when they were about to capture Ao, Koji killed Ao.
When they were returning to Konoha village, they found Kawaki lying down, and then they asked him who he was and who he worked for. They even spotted that Kawaki has the same Kama mark that Boruto got. Later, when Kara’s spaceship crashed down around the Hidden leaf area, which carried Kawaki in it, Delta and Koji Kashin were given the mission to bring Kawaki back.
Delta told Garo to bring the Kawaki; if he did, he might get the chance to be a Kara’s Insider team member. When Garo, Delta, and Koji Kashin found Kawaki, they saw that Konoha shinobi was there.
Garo told Kawaki to come back to Kara, but Kawaki refused, and then Garo tried to defeat Kawaki and bring him back to Kara. They both engaged in a fierce fight, but in the end, Kawaki activated his Kama( Karma) power and blasted Garo’s whole upper body. Because of the enormous power Kawaki used, he fainted, and then Team Konohamaru decided to take him to Konoha village.
Garo was not an intelligent and calm guy. He always tried to boss people and hold grudges against Kawaki because he had blown his chin. He never messed with his higher-ups because he knew they were more powerful, and when Kawaki showed how much his Karma had progressed, he asked Kawaki not to kill him and was afraid of his power.
At first, when he survived the experiment Kara did on him, he lost both his arms, but Amando replaced them with Metal arms. He was tall with fair skin and had brown hair, but when Kawaki blasted his chin, he wore a mask that was like a gas mask, which was like firefighter wear, and went bald. He wore a torn red cloth around his upper body and a maroon color suit.
Garo also wore a shin guard and two pouches around his waist. He might have an oxygen cylinder connected by a mask with two metal pipes from both sides.
Garo physically was so strong that even Kawaki could not do anything to his body without using Kama(Karma) power. He had Metal arms, which could shoot some fire blasts that could kill anyone and destroy anything. He was very fast and had great reflexes even though he was fat and big.
