Ōtsutsuki Hamura was Kaguya’s son, and the fraternal twin brother to Hagoromo Ōtsutsuki. Both of them were the first people born with the ability to wield chakra, which their mother shared with them.
Hamura departed to the moon after he and Hagoromo sealed their mother Kaguya to save the world. He was the founder of the shinobi of the moon. His bloodline continued on Earth, which eventually became the Hyūga clan with Byakugan being passed down to them.
His descendants within the Ōtsutsuki also acquired the Byakugan but they sealed their eyes in the Energy Vessel. Toneri Ōtsutsuki, who was the sole survivor of the Ōtsutsuki and the branch family of his descendants, misread his divine decree while trying to punish mankind for abusing chakra and using it to fight wars.

Hamura was the younger child of Kaguya Ōtsutsuki’s twin sons, the first ones to be born with chakra. Hamura and Hagoromo lived in ignorance of their mother’s true amoral nature until they reached their adolescence. Their homeland was prospering but people would often disappear for a sacred ritual of the God Tree.
One day, Gamamaru approached the two brothers, and revealed to them the truth of the ritual that lied behind the peak of the nearby mountains. Initially the brothers dismissed the toad's suggestion but later Hagoromo grew concerned when a local girl he cared for named Haori became involved in the ritual.
When the brothers questioned their mother about ending the rituals, Kaguya rejected their concerns, stating that it was necessary for “the other’s arrival”. After deciding to investigate, the two brothers were shocked to find that the missing citizens had been sacrificed to the God Tree.
Later, the brothers looked for Gamamaru to learn more about the rituals. Gamamaru informed them about their mother’s past of coming to Earth and her consuming the God Tree’s fruit which gained her immense power, and that she enslaved much of the land, their father included, using the Infinite Tsukuyomi.
The brothers decided that they needed to confront Kaguya in case she turned hostile. Hagoromo began training under Gamamaru in senjutsu and quickly improved in this art. Kaguya quickly figured out her boy’s plan to revolt against her by using their inherent chakra.
When Hagoromo returned to confront Kaguya, the mother unleashed Hamura, who she brainwashed earlier to battle Hagoromo. Hagoromo chose to kill his brother, freeing him from Kaguya’s control, before healing Hamura with a unique seal tag provided by Gamamaru. When Kaguya realized Hamura and Hagoromo had used their inherited chakra to rebel against her, she morphed the God Tree into the Ten-Tails and attempted to forcibly regain her chakra out of fury and vengeance.
Eventually, Hamura and Hagoromo were able to overcome and seal her. As a result, Hagoromo formed the tailed beasts from the chakra of the Ten-Tails and chose to stay and watch over the world, while Hamura chose to travel to the moon and look after their mother. Upon reaching the moon, he used the Tenseigan’s power to bring order and stability to the world of the moon. Decades later, Hamura passed away in bed having grown elderly.
The spirit of Hamura appeared before Hinata Hyūga, long with his deceased clansmen, to discuss how she, as the “Byakugan Princess”, was the only one capable of destroying the Energy Vessel, which was being used to govern the moon by his descendant, Toneri Ōtsutsuki, who had misinterpreted his will. With that, he transferred his own strengths to Hinata, granting her resistance against Toneri’s chakra hall as well as the ability to shatter the Energy Vessel.
Hamura was a man who believed in peace and freedom, and he chose to shut away his own mother, putting an end to her reign of terror. He was also incredibly dutiful, as he remained on the moon to protect Kaguya’s sealed body. Even though he battled Kaguya, Hamura still loved her, recognising that all of Kaguya’s immoral actions were done to protect everything that loved and cared for her in her own way. As a result, he chose to remain near Kaguya’s seal.
Hamura was extremely dedicated to Hagoromo, wishing to protect the universe he created even a thousand years after his own death. He was shown to be somewhat more reckless and impatient in his teens, quickly stating his views and using his authority to keep the peace. When referring to himself, he also uses “ore”, a more arrogant and prideful manner of referring to oneself.
Hamura was a tall, pale-skinned man with hairless brow ridges and white hair that was short in his youth but grew to waist length later in life. His bangs were short and hug to the left side of his face, with a chin-length lock hanging from the right side. He also possessed little horn-like protrusions on his forehead and inherited his mother’s legendary Byakugan in both of his eyes.
He was dressed in a light, full-length kimono with a six-black magatama pattern around a high collar and dark slacks. He wore his sword in its sheath on his left hip. In his left palm, he also had a black crescent moon signifying Yin.
During his old age, his rib cage was slightly visible, his brows were more prominent, he had deep wrinkles in his face, and his previously white hair had gone grey in his old age. He was dressed in a white kimono with a black wide neck ceremonial and a light green sash knotted across his right shoulder.
Hamura, one of history’s most formidable figures, defeated the Ten-Tails in combat alongside his brother. During battle, he used a sword and a shakujō with proficiency. Additionally, he was said to have inherited his mother’s tremendous chakra. Hamura, like his brother, was capable of transcending time long after his death to communicate with others and bestow power on them, manifesting his form using his chakra even decades after his death.
Hamura, being a son of Kaguya, was born with extraordinary reserves of equally potent chakra. He immediately learnt how to harness this power for a variety of purposes in order to help defend the land. He soon learned how to wield its power in warfare, which allowed him to fight alongside his brother against their god-like mother and eventually vanquish her.
Because of Hamura’s unique chakra characteristics, he was the only one of his ancestors who could naturally and independently generate the Tenseigan, as well as the only one who could destroy it, since he later entrusted Hinata with his chakra so she could destroy the energy vessel.
Hamura was also a skilled hand-to-hand combatant, since he was able to put his bigger brother under pressure and demonstrated significant power, smashing through a large wooden column. Hamura and his brother honed their sealing skills in preparation for their encounter with Kaguya. He also invented the use of seals for teleportation, allowing him to travel between the Earth and the moon whenever he pleased.
Being the wilder of Byakugan, Hamura had access to standard dōjutsu powers such as near 369 degree vision (with the exception of a small blind patch at the upper thoracic vertebrae), x-ray vision, and the capacity to observe the chakra pathway system, among others. His Byakugan was presumably of high quality, as it permitted him to manifest its heightened form later in life.
Hamura had awoken the Tenseigan, an advanced version of the Byakugan in his eyes, at some time in his life, and before his death, he locked their power within the Energy Vessel. As a result, the Ōtsutsuki clan’s branch family would abuse its authority and use it as a weapon to destroy the main family. Centuries after Hamura’s death, Toneri, the last living member of the branch line, would use Hamura’s heavenly edict to draw the moon down to Earth.
Hamura, like his brother, could use Six Paths Senjutsu. He obtained new powers, such as flying, as a result of it. Using this strength, as well as his brother’s Six Paths Yang Power, he was able to access the Six Paths: Chibaku Tensei, a huge sealing technique used to shut the Ten-Tails.
Hamura possessed the power to manifest nine Truth-Seeking Balls, which are made up of the five fundamental elemental nature transformations and Yin-Yang Release. He often wielded a black shakujō in a curled configuration. Later, when he was older, his Truth-Seeking Balls formed a sigmoidal configuration behind his back.

A. Hamura Ōtsutsuki passed away decades later leaving for the moon. He passed away on his bed, surrounded by his clansmen.
A. Yes, Hinata is a descendant of Hamura Ōtsutsuki.
A. Hamura has been usually underrated compared to his brother, Hagoromo Ōtsutsuki, but he was quite powerful as he was the only person to awaken the Tenseigan with normal means. He also most likely made the use of Tenseigan chakra mode, along with his ability to use Six Paths Senjutsu, which makes him one of the most powerful Ōtsutsuki.
