Toneri Otsutsuki is a fictional character in the popular manga and its anime adaptation, the Naruto series, written and illustrated by Masashi Kishimoto.

In the story, Toneri is initially presented as the main antagonist in the film "The Last: Naruto the Movie," which takes place after the end of the main Naruto series. He seeks to retrieve the Tenseigan, a powerful dojutsu (eye technique) that he believes is his birthright and which he plans to use to destroy the world and create a new one.

Toneri Otsutsuki’s Background


Toneri was born into the Branch family of the Ōtsutsuki clan, and as per their tradition, his eyes were sealed away in an Energy Vessel right after his birth. This left him without the gift of sight, and he had to rely on his other senses to perceive the world around him. He spent his childhood on the Moon, living with his father. Despite being surrounded by puppet servants that served his family, Toneri longed for human friends. He would often secretly travel to Earth with his father to observe the Hyuga Clan in Konohagakure, as they were descended from Hamura's direct bloodline.

At some point, Toneri's father suggested that he should marry Hinata Hyuga, who was the heiress of the Hyūga clan at that time. However, on his deathbed, Toneri's father urged him to forget about the clan's decree and to seek out friends and comrades on Earth, to live for his own sake. Following his father's passing, Toneri contemplated his ancestor's wishes and eventually decided to remain isolated on the Moon as the last surviving member of his clan's Branch family, with only the autonomous puppets of his clan to keep him company.


The Last: Naruto the Movie


Toneri, believing that humanity has failed to make proper use of the Sage of Six Paths' gift of chakra, resolves to carry out a plan to wipe out humanity by crashing the Moon into the Earth. He believes that this is what his ancestor, Hamura Ōtsutsuki, intended centuries ago. Toneri then plans to recreate the world from the ruins of the old one. To execute his plan, Toneri meets with Hiashi Hyūga in a remote location away from Konohagakure, also known as the Village Hidden in the Leaves. Toneri confronts Hiashi, urging him to make a decision that he claims will determine the fate of the Hyūga clan. Hiashi responds by attacking Toneri, only to find out that he was merely a hologram.

Toneri's plan to destroy the Earth continues as he sends his puppets to infiltrate Konohagakure. One of them swiftly seizes Hanabi, abducting her and taking her back to the Moon. Another puppet locates Hinata, who is alone and crying over a scarf she had made for Naruto, now believing it to be unnecessary. Toneri appears before Hinata as a hologram, offering to take the scarf and explaining that he has come for her. As Hinata reaches out to him, the puppet restrains her and Toneri knocks her unconscious.


However, before the puppets can leave the village with Hinata, they are confronted and destroyed by Naruto Uzumaki. The scarf ends up being damaged in the process. Toneri's hologram then appears before Naruto and Hinata, warning them that the end is near and that he will return for Hinata before that day comes.


After Hanabi is brought to the Moon, Toneri transplants her Byakugan into his own empty eye sockets to evolve it into the Tenseigan. This process requires him to rest regularly over several days. In the meantime, Toneri sends a puppet resembling himself to meet with Hinata, who is en route to the Moon to rescue Hanabi. The puppet conveys Toneri's proposal to Hinata - to marry him and in exchange, he will release Hanabi. Toneri explains his rationale for wanting to destroy Earth, but Hinata remains skeptical and determined to save her sister. Toneri suggests that Hinata doesn't know Hanabi's whereabouts and gives her time to consider his proposal.

Hinata and the Toneri puppet are discovered by Naruto, who immediately launches an attack. Although the puppet manages to evade Naruto for a short time, he eventually lands a decisive blow that cripples it. Before it shuts down completely, the puppet warns Hinata that Toneri will come for her personally in the future. Over the following days, Toneri receives regular updates from his puppets about Hinata and her team's movements, but he refrains from direct confrontation.


As Toneri feels his Tenseigan awakening, he finally decides to meet with Hinata in person. Naruto tries to confront him, but Toneri disregards him, stating that he has only come to get Hinata's answer. Hinata hands over the scarf she repaired to Naruto and bids him farewell before leaving with Toneri.


Naruto is left in disbelief as he watches Hinata willingly accompany Toneri, who declares they are to be wed. As Naruto demands answers, Toneri attacks him with a powerful explosion, creating a hole in the surface of the Moon. Naruto is sent adrift into space as the scarf Hinata gave him disintegrates. Hinata confronts Toneri over his actions, questioning why he would do such a thing. Toneri explains that he didn't want to risk Hinata's safety in the fight and proceeds to knock her out, taking her to his castle.

Confused by this revelation, he takes her on a tour of the castle and shares some of his personal history with her. Toneri explains that they will be safe from the Moon's impact on Earth, thanks to the protection provided by the Energy Vessel. When Hinata inquires about the Energy Vessel's location, Toneri recalls her thoughts about Naruto and chooses not to answer.


While Toneri is still recovering and waiting for his Tenseigan to fully awaken, he requests that Hinata knit a scarf for him. Hinata agrees to this, but as she works on it, she tries to persuade Toneri to spare the Earth. Toneri remains resolute in his decision. Hinata's efforts to change his mind prove futile and Toneri eventually orders her not to bring up the topic again. After sharing lunch together, Toneri agrees to take Hinata to Hamura's temple to seek the deity's blessing for their impending marriage.


While at the temple, Hinata becomes interested in a replica of the Energy Vessel, which is kept there. Toneri promises to show her the real Energy Vessel after they are married. However, Hinata manages to locate the real Energy Vessel on her own, and Toneri catches her in the act of attempting to destroy it.


Hinata desperately tried to reason with Toneri, attempting to convince him that he had misunderstood the intentions of Hamura, the Ōtsutsuki clan's ancestor. She argued that Hamura had actually wished for his people to assist humanity, rather than destroy it. However, her words fell upon deaf ears as Toneri dismissed her claims as falsehoods, convinced that she had betrayed him.

Frustrated and angered by her perceived betrayal, Toneri forcefully dragged Hinata back to her quarters. Upon seeing the scarf that Hinata had been diligently crafting, he realized that it was intended for Naruto and not for him. Enraged, he destroyed the scarf in a fit of jealous rage.


But Toneri's anger didn't end there. He resorted to a cruel technique known as the Puppet Technique, manipulating Hinata's mind and effectively making her his puppet. The following day, the wedding ceremony proceeded as planned, with a mind-controlled Hinata standing beside Toneri.


However, the ceremony was abruptly interrupted by the arrival of Naruto, who had come to rescue Hinata. Toneri and his puppet, Hinata, fled to the chamber where the Energy Vessel was located, with Naruto hot on their heels. As Toneri's rage boiled over, he commanded Hinata to attack Naruto. However, Naruto was able to skillfully dodge her attacks and soon realized that Hinata was under Toneri's control. With fierce determination, Naruto fought back against Toneri's mind-manipulation techniques and succeeded in freeing Hinata from his grasp.

Taking advantage of this momentary respite, Hinata and Naruto destroyed the Energy Vessel, halting the Moon's destructive collision course with Earth. However, their actions infuriated Toneri, who promptly used his Tenseigan to resume the Moon's trajectory towards Earth.

To stop them from interfering with his plans, Toneri created a massive golem to attack Naruto, Hinata, and their allies. Naruto summons Kurama to fend off the giant creature and protect their group. But Toneri was not deterred. He confronted them, entering Tenseigan Chakra Mode and unleashing his powerful Silver Wheel Reincarnation Explosion attack. The explosion sent the group flying onto the outer surface of the Moon, leaving them in a dire situation.


Toneri then imprisoned Hinata in a cage, taunting her to watch as he killed Naruto. However, Naruto was not one to be easily defeated. With Nine-Tails Chakra Mode coursing through him, he launched a fierce attack on Toneri, resulting in a violent clash that sent them both hurtling across the Moon's surface. In an attempt to defend himself, Toneri unleashed his Golden Wheel Reincarnation Explosion technique, which cut the Moon in two. However, Naruto was able to survive the attack, and the two continued to exchange powerful blows.

Toneri, determined to defeat Naruto, summoned Truth-Seeking Balls and used them to attack his shadow clones. For a moment, it seemed as though Toneri would emerge victorious, but Naruto was fueled by a burning rage that grew with every scarf of Hinata's that had been destroyed. He focused his Nine-Tails Chakra Mode into his fist and delivered a crushing blow to Toneri.


The impact of Naruto's attack sent Toneri flying into the distance, his Tenseigan Chakra Mode shattered and his Tenseigan returning to its original form, the Byakugan. Hinata, finally freed from her captivity, approached the defeated Toneri and plucked out his eyes, determined to return them to her sister, Hanabi. Despite his defeat, Toneri refuses to give up on his twisted plans. Driven by his determination to destroy the Earth, he draws all the Byakugan that were previously contained within the Energy Vessel towards him, covering himself with their power as he prepares to use the deadly Puppet Reincarnation technique.

Ignoring Hinata's pleas to reconsider, Toneri absorbs Naruto's chakra to fuel his attack. But just as he is about to unleash his destructive power, the golem that had been earlier flung away by Kurama comes hurtling towards him, crashing into him and sending him hurtling into the vacuum of space. As the unused power of the Puppet Reincarnation technique threatens to overwhelm and destroy him, Naruto rushes to Toneri's rescue. With Toneri no longer able to move the Moon, the Earth is finally safe from his twisted plans.


Hinata takes Toneri to the Ōtsutsuki clan graveyard, where she explains the truth about Hamura's decree. It is only then that Toneri finally accepts that he was wrong all along. He escorts Naruto and Hinata back to the portal to Earth, but instead of joining them, he chooses to remain behind in exile to atone for his actions.


Before they depart, Toneri promises Hinata that the Moon will never again threaten the Earth, his words a solemn vow to make amends for his past transgressions. After his decision to live alone on the Moon in order to atone for his sins, Toneri spends years watching over the Earth as a solitary guardian. Sasuke Uchiha later approaches Toneri and asks him about Kaguya Ōtsutsuki and her motives for creating the White Zetsu Army, but Toneri is unable to provide any answers.


Academy Entrance Arc


In the anime, several years later, Toneri observed a comet passing through a constellation while reading the stars. He interpreted this as a sign of an impending harvest and that Boruto Uzumaki would play a critical role in the upcoming events.

Despite being aware of the existence of Nue, Toneri could not directly intervene as he feared it would attract the attention of the "enemy." Thus, he had to help resolve the incident indirectly. He spoke to Boruto through a dream, informing him of a unique power hidden in his right eye. Toneri warned Boruto that he would eventually bear the burden of the world with that power, which would guide him toward the light that would dispel the encroaching darkness.


In the end, Boruto managed to stop Nue and seal the gate to the other dimension. Toneri acknowledged that the "Jōgan" would not resurface for a while, but he warned that this victory was only temporary, and that "the gods" would soon arrive on Earth. Urashiki Ōtsutsuki eventually tracked down Toneri and informed him that the main branch of their clan had been observing everything that had happened over the centuries, including Toneri's attempt to destroy the Earth. Despite acknowledging Toneri's change of heart and his continued efforts to protect the planet, Urashiki also revealed that he knew Toneri had done something to Boruto.

Toneri became enraged and charged toward Urashiki but was quickly immobilized by his chakra rod. Urashiki then proceeded to petrify Toneri in a time freeze that would last for ten thousand years before departing.

Toneri harbors a deep-seated resentment towards humanity for their misuse of chakra, which once drove him to plot the destruction of all human life on Earth as a form of punishment. He claims that this goal is in line with the desires of the Ōtsutsuki Clan's branch family for over a thousand years. Despite his hateful intentions, Toneri maintains a calm and collected demeanor, relentlessly pursuing the completion of his Thousand Year Plan to wipe out the shinobi world.


However, Toneri's actions often contradict his stated beliefs, as he has been seen using chakra as a weapon himself. This makes him hypocritical, considering his vehement hatred towards humanity for doing the same. For instance, he deployed his chakra abilities to attack Naruto Uzumaki and the Hanabi Rescue Team, despite his aversion towards the use of chakra as a weapon.

From a tender age, Toneri harbored deep feelings for Hinata and dreamt of making her his bride. When he initiated his sinister plan to annihilate the Earth, he made repeated efforts to persuade Hinata to join him so that she could survive the impending catastrophe. Initially, Hinata appeared to accept his marriage proposal, and Toneri did his best to accommodate her, treating her with the utmost respect and offering her unlimited access to his castle's secrets. He even attempted to bond with her by sharing meals together and asking her to knit a scarf for him, taking her agreement as a sign of positive progress. However, his selfish nature is apparent when he refuses to listen to Hinata's requests to spare the Earth and disregards her feelings by forcibly holding her captive and adorning her on his wall.


When Toneri discovers that Hinata's agreement to marry him was a ploy to stop his plan, and moreover, the scarf she was knitting was meant for Naruto, he becomes enraged and accuses her of betrayal. He tries to involve Hinata in killing Naruto, but she refuses, and ultimately Toneri is defeated. Despite his love for Hinata, Toneri did not prevent her from leaving once he realized that she reciprocates Naruto's feelings. The tunic and long black sleeveless robe he wore were both embroidered in gold, with six golden magatamas adorning the collar of the tunic. The back of the robe bore the yellow Ōtsutsuki branch family emblem. Toneri is also accessorized with a matching black turban and a pair of black wristbands. The Tenseigan also granted Toneri access to the Tenseigan Chakra Mode, which bolstered his strength, speed, and durability to the point where he could hold his own against Naruto Uzumaki's Sage Mode-enhanced Nine-Tails Chakra Mode.

In this state, Toneri had enough power to survive the collision of the Earth and Moon. He could compress the Tenseigan Chakra Mode into his hand, unleashing a devastating blast of chakra capable of draining an opponent's chakra and destroying a massive chunk of the Moon's surface. Additionally, he could control a powerful golem that was capable of fighting on equal footing with Kurama. Despite these impressive abilities, Toneri was ultimately defeated by Naruto, causing his Tenseigan to fade away and revert back to the Byakugan.
