History

Sabaoady Archipelago Arc

In search of his father and sister, Charlos traveled on the back of a slave through Grove 24. Before realizing two physicians and a nurse were bringing a very injured guy in front of him, he kicked the slave who was carrying him for moving too slowly. After kicking the injured guy, he decided to wed Marie, the nurse, and instructed his attendant to send his first through sixth wives away since he was sick of them. When Judy, Marie's fiancé, tried to intervene, Charlos shot him while directing that Marie be transported to the dock. Roronoa Zoro suddenly appeared in front of Charlos while strolling.

Zoro was going to attack the World Noble with his blade when Jewellery Bonney abruptly pulled him away from Charlos's gunfire. Bonney pretended that Charlos had shot Zoro, and Charlos carried on as a result. Even when Charlos arrived at the Human Auctioning House before the auction's halfway point, it was already over. In a fit of rage, he kicked the slave who had been carrying him and gave the order to sell him. He walked in and as he rejoined his family, he said he wanted to buy a mermaid.

When the mermaid Camie was revealed on stage, Charlos was astounded and instantly placed a bid of 500,000,000 berries for her. Nobody was able to bid higher, but as the auction came to a close, Monkey D. Luffy and a few of his crew members stormed inside the auction house. Following Hatchan's fruitless attempt to dissuade Luffy from pursuing Camie, Charlos shoots Hatchan intending to use him as a slave as well. When Charlos was about to shoot Luffy again after Hatchan had spoken to him, Luffy unexpectedly approached and stopped him. Then Luffy hit Charlos in the face, knocking him unconscious and sending him flying through many benches.

Later, while Shalria scolded the Marines for failing to capture the Straw Hats, the unconscious Charlos was spotted beside his unconscious father outside the Auctioning House.

Levely Arc

Charlos saw Shirahoshi from his estate when Neptune and his family arrived at Mary Geoise for the Levely. Later, while being shielded by CP0, he sought to make her his slave. He was stopped and whacked in the face with a spiked club by his fellow World Noble, Donquixote Mjosgard, as he gave the order to Rob Lucci to murder Neptune for standing up to him.

Mjosgard ordered Shirahoshi to be released and apologized for Charlos' despicable actions as he lay comatose on the ground. Someone removed Charlos and brought him to the Domain of the Gods. After learning of the event at the socializing plaza, his father went to meet him at the Celestial Dragon gate.

Wano Country Arc

Later, during the Levely, Charlos assaulted Shirahoshi once more to make her his slave. This time, he used Bartholomew Kuma, whom his father had managed to acquire, to assure his success. Leo and Sai stopped him from succeeding, flattening his skull, and giving the impression that he had been murdered. Later on, he appeared to recover, and with Mjosgard's help, the two were able to flee and evade punishment.

One Piece Film: Red

While seeing Uta perform on Elegia, Charlos is caught in the Uta World along with the other guests. He became fascinated by her singing talent and made an effort to abduct her, pushing Marines who were on leave to help him. Uta soon restrained him and used him as an example of the corrupt World Government.

He was suspended from floating sheet music by her. He stuck around until she had a breakdown, then changed into a huge ice cream cone when Uta turned the onlookers into toys. He was employed outside the Uta World to repel the Marines who were coming for him.

Personality

In contrast to his sister, Charlos lacks responsibilities and is more of a pampered child. He has Helmeppo's personality from when Luffy first met him, though he seems to be worse. He is more likely to act immaturely or violently than his fellow World Nobles, although he has the same disrespect for commoners as them. Charlos deliberately goes out of his way to make that plain, unlike his family who always make sure commoners know where their position is.

He made his slave suffer just like his sister did, but unlike his sister, who simply shot her slave, he drove the guy to the brink of breakdown before selling him to another person to guarantee that the man would continue to suffer. He appears to constantly want his father to see and approve of his behavior, which suggests that he has a high need for validation from him. Charlos is exceedingly egotistical and unreasonable due to his utterly privileged personality and conceit as a World Noble.

Considered a deity, he thinks he has the right to viciously enslave anybody, including royalty, and would kill anyone who disobeys him, as evidenced by the fact that he commanded Rob Lucci to kill Neptune when the latter tried to protect his own daughter from him. Charlos, like every World Noble, expects complete respect and submission from commoners, and he will not put up with anybody who dares to disobey him. This is demonstrated by the fact that he fires at Zoro when he talks to him after being horrified to see that he isn't kneeling to him like the others.

He won't even put up with disobedience from another Celestial Dragon, as seen by the time he vowed retaliation against Saint Mjosgard for striking him with a club to keep him from capturing Shirahoshi. He also wastes money, as seen by his commitment to shell out an outrageous sum of money on Camie while his true intentions were to drown her in a tank of piranhas. In general, he pays little attention to the small print and lets his escorts take care of things like paperwork. He also has a tendency to constantly pick his nose.

Despite several beatings, Charlos is a very dumb and ignorant man who lacks any sense of maturity or common sense. He attempted to enslave Shirahoshi and was assaulted by Mjosgard for it, but he took no lessons from the experience and subsequently attempted to enslave her once more by using Kuma as a weapon. Once more, Sai and Leo beat him up badly for what he did, flattening his head as Mjosgard admitted culpability for the attack.

Appearance

Charlos has the same hairdo as his sister and father. He has a broad, chubby face and what seems like stubble around his huge jaw. He constantly picks at the snot that hangs from one of his nostrils. He has a green collar, the customary full-body, thick, white suit of an obese frame that resembles a spacesuit with buttons or medals, and a resin bubble that gives him access to oxygen different from that which ordinary people breathe. He is dressed as a Celestial Dragon.

Charlos’s abilities, strengths, and fighting style

As a World Noble, Charlos possesses unrestricted political power and the ability to summon an admiral in the event of an injury. He has the power to make anybody, including royalty, his slave, and he may instruct CP0 to kill people or defend him. Despite having a huge frame, Charlos is physically quite weak. He would rather be carried about by a slave than walk, and Luffy and Mjosgard both had no trouble knocking him out with a single blow. He appears to have strong eyesight because he can see Zoro running quickly, but he is not very clever because he thinks Zoro had been shot when Bonney really intervened by forcing Zoro to the ground and covering him with tomato sauce.

Charlos’s special abilities

Weapons

Charlos carries a golden handgun, although it's unclear how proficient he is with it given that Luffy and Zoro were easily able to avoid his bullets. He basically shoots everybody who offends him at close range with it. He succeeded in shooting Hatchan, which caused him to become extremely pleased and ecstatic.

Relationships

Family

Charlos appears to have a close bond with his sister and father, who let him act out whenever he pleases without repercussions, and who were both startled and furious when Charlos was attacked by Luffy.

Straw Hat Pirates

When Charlos first met Zoro, he was shocked to find a commoner not bowing to him like the others, and he nearly instantly shot him. Zoro tried to kill him in retribution, and he would have succeeded if Bonney hadn't intervened. Charlos provoked Luffy's anger by shooting Hatchan and making fun of him. To his horror, Charlos attempted to shoot Luffy for taking a belligerent attitude towards him, but Luffy remained unconcerned.

Luffy hit the World Noble in the face in retribution for what he had done, sending him flying across several rows of spectators and knocking him out. Except for Zoro, who came dangerously close to killing Charlos again, the other Straw Hats shared Luffy's animosity for Charlos and didn't appear to mind this action or its consequences either.

Neptune Family

Charlos saw Princess Shirahoshi and became fixated on making her his newest "pet", even going as far as to enslave her in broad daylight when the Neptune Family traveled to Mary Geoise during the Levely. As a result of his daughter's mistreatment, King Neptune, along with Princes Fukaboshi, Ryuboshi, and Manboshi, became furious and vowed to personally beat Charlos, even though doing so would destroy the hopes of his late wife, Queen Otohime, for interracial harmony.

Shirahoshi asked her father not to harbor any ill will against Charlos despite his awful deeds towards her. However, Mjosgard, who owed Otohime money, intervened to save Shirahoshi. Despite Mjosgard's approval, Sai and Leo savagely crush Shirahoshi's head in, while Charlos is still persistently trying to make Shirahoshi his "pet" but failing once more. Shirahoshi and Vice Admiral Garp returned to Fish-Man Island as a result of their meddling.

Donquixote Mjosgard

Mjosgard, an obligation to Queen Otohime, went so far as to use a mace to knock out Charlos when he publicly attempted to enslave Shirahoshi. After apologizing for his horrible deeds, which might have all but destroyed the Levely, he called his fellow Celestial Dragon an "idiot" and called Charlos a "scumbag." As a result, Charlos grew to despise Mjosgard ferociously and vowed he would not allow him to get away with it.

Later, when he attempted to enslave Shirahoshi once more, he attempted to fulfill his promise by ordering Bartholomew Kuma to kill him, but his plans were prevented by the intervention of the Revolutionary Army, which had come to save Kuma.
