Flower Capital in One Piece


Flower Capital is a region of the Wano Country which is currently governed by the shogun Kozuki Momonosuke. Its previous shogun was Kurozumi Orochi, who governed the capital using corrupt methods.


Wano Country is one of the regions that is not affiliated with the World Government.

History of Flower Capital


The Kozuki Family previously ruled Wano Country, with Kozuki Sukiyaki serving as the shogun. Kozuki Oden was sent to the Kuri region by Sukiyaki because of his rebellious acts. Later, Kurozumi Orochi became the new shogun after Beast Pirates.


The capital prospered while the rest of Wano saw a significant reduction in resources under the shogun’s control. At some point, Kamazo began killing citizens of the capital for unknown motives.


Years later, the Ninja-Pirate-Mink-Samurai Alliance infiltrated the capital using aliases and started their plan to covertly gather information and allies as part of their attempt to take down Kaidou. The Heart Pirates and half crew members of the Straw Hat Pirates had already infiltrated the Wano Country before the latter’s captain arrived with the remaining crew.



The crew attracted unwanted attention due to their respective actions in the Flower Capital. In one of those incidents, Zoro was held on trial due to carrying Shusui as being a serial murderer. At the same time, Sanji was targeted by the Beast Pirates. The news of Luffy’s defeat at Kuri reached the crew who were gathering intel on Kaidou since before Luffy’s arrival.


After that, Franky resumed working as a carpenter undercover for Minatomo in order to procure the blueprints for Kaidou’s Onigashima residence but Miatomo admitted that he no longer possessed the blueprints. Franky was fired for reacting to this and he started searching for them by visiting everyone who had them. Before starting his quest to honor the upcoming Fire Festival, Orochi met with CP0 and made high demands regarding the export of weapons. At the same time in the streets of Wano, Queen’s assassins were revealed to be X Drake and Page One.


Page One began destroying any shops he visited and ordered the proprietors to request Sangoro’s identity as the Straw Hats and Trafalgar Law fled the site. Sanji confronted and attacked Page One despite Law’s warnings.



After Kaidou’s defeat and Orochi’s demise, Kozuki Momonosuke became the shogun of the Flower Capital.


Geography and Locations of Flower Capital


The capital is organized by districts, each of which includes a number of streets, including the 8th and 6th streets in the second district.


Districts


Red-Light District


The Flower Capital’s Red-Light District is a place where people are bought and sold to provide services, primarily prostitution. Komurasaki, the oiran, used to live here. The Beasts Pirates debated selling the 8-year old Tama in the Red-Light District when they had her. In the real world, areas full of prostitutes and sex stores are referred to as “red-light districts.”


Rasetsu Town


Rasetsu Town is an area in the Flower Capital where 1,000 people are detained for offenses against the shogun and Kaidou, including expressing loyalty to their enemies, the Kozuki Family. It has a huge two-story prison with a lattice fence and pikes surrounding it on the bottom floor so that the public can see the price of treachery. Traditional vertical bars are seen on the second level, and there is a huge kanji above the entrance. The Japanese name for the Hindu deity Rakashasa is Rasetsu.


Landmarks


Orochi Castle


The Orochi Castle is the former residence of the former shogun Kurozumi Orochi. At the heart of the capital, it is located on a large plant. The place has a dining hall where Orochi amuses visitors, a storage room, a well and a place for ninja to hide inside the roof. Behind a large door in the basement is a poneglyph that is surrounded by kokeshi dolls. Momonosuke took control over the fortress after Orochi’s defeat.


School


There is a school where children were taught false information about the history of Wano Country.


Soba Stands


There are a few soba stands in the city, including the one on 6th street in the 2nd district, in addition to Sanji’s Soba Stand.


Sakyo


Behind Orochi’s Castle, there is a tall pagoda called Sakyo and that is where Kyoshiro lives.


Pawn Shop


This is the place where designs for Kaidou’s fortress were kept until Kumagoro purchased them.


Longhouses


Kobe is the owner of the longhouses and Kumagoro is one of his tenants.


Bath House


The Bath House is a well-liked location for locals to relax. It is unisex and the water is warmer since that's how the locals enjoy it, claims Shinobu. It is operated by enormous male octopi. Due to its popularity, it is easy to overhear conversations taking place there, which is useful for gathering information.


Outskirts of City


Mount Fuji

Mount Fuji is a very tall peak that is located directly on the southwest border of the Flower Capital. Its pinnacle touches the clouds as it ascends high into the sky.


Dock

There is a dock located in the capital, where people can take boats to travel to different locations at Wano.


Ebisu Town

Ebisu Town is a ghost town that is located next to the east of the city. Longhouses make up a large portion of it, and although the locals there are all in terrible poverty, they all follow the ideology of always being happy and frequently laughing about their problems. In reality, this is due to the effects of eating the leftover, flawed SMILE fruits, which prevent them from expressing any other emotions, regardless of how they truly feel.


The town might have been named after Ebisu, one of the Seven Gods of Fortunes, who was referred to as “the laughing god” because he was cheerful despite his difficulties, just like the locals were. The citizens’ grins, on the other hand, are referred to as masks that they are unable to remove, but the god’s laughter is genuine.

Kozuki Momonosuke



Kozuki Momonosuke is the current shogun of the Wano Country. He is the son of the previous daimyo of Kuri, Kozuki Oden, and grandson of previous shogun Kozuki Sukiyaki.


Kozuki Sukiyaki



Kozuki Sukiyaki is the former shogun of Wano Country. He is the grandfather of the current shogun Kozuki Momonosuke and Hiyori, as well as the father of the late daimyo of Kuri, Kozuki Oden.


Kurozumi Orochi



Kurozumi Orochi is one the last members of the Kurozumi Family and the former shogun of Wano Country. Orochi was persecuted as a child as a result of his grandfather's unsuccessful effort to seize the shogunate from the Kozuki Family. He later met other relatives who assisted him in planning a second attempt to take power, an attempt at which he succeeded after forming an alliance with Kaidou.


Kozuki Hiyori



Kozuki Hiyori is the daughter of Kozuki Oden and Kozuki Toki, and younger sister of Kozuki Momonosuke. She assumed the disguise of Komurasaki, the highest rank of all oirans, in order to hide her true identity.


Shimotsuki Yasuie



Shimotsuki Yasuie, also known as “Yasu the Hedgehog,” resided in Ebisu Town close to Flower Capital. He was a member of the Shimotsuki Family, and also an adoptive father to Toko.


Toko



Toko is a young girl who lived in Flower Capital and worked for Kozuki Hiyori while she posed as the courtesan “Komurasaki.” She belongs to the Shimotsuki clan and is the adoptive daughter of the late former daimyo of Hakumai Shimotsuki Yasuie.


Denjiro



Denjiro is a samurai and one of the Nine Red Scabbards who served Kozuki Oden’s retainers. Twenty years ago, Denjiro’s appearance changed and he began going by the name Kyoshiro due to his grief over Oden’s execution.


His actual allegiance to the Kozuki Family was kept a secret and he eventually began working for Oden’s usurper, shogun Kurozumi Orochi. He did this to buy time until the Scabbards came together to overthrow Orochi and Kaidou.
