Dr Hiriluk was Tony Tony Chopper's father figure and a quack physician from Drum Island.
Eight years ago, as he was going to be beheaded by King Wapol as part of the Doctor Hunt and had just mistakenly been poisoned by Chopper, he passed away by drinking one of his own botched creations. Hiriluk's major aspiration was to free the islanders from the frozen hearts that Wapol's selfishness had caused.
He and Doctor Kureha were the only free doctors left when Wapol declared any doctors not under his control to be outlaws.

At first, Hiriluk was a young burglar with a fatal sickness diagnosis. He thought the tranquil image of a cherry tree grove someplace in a western nation had healed him. He believed that no illness cannot be cured. He had a total change of heart and went back to Drum Island, where he was born, to assist in treating a life-threatening sickness.
Wapol's self-centeredness had left the islanders' hearts frozen, and Hiriluk's main goal was to break that spell. When Wapol declared all physicians who were not under his control to be outlaws, he and Doctor Kureha were the only remaining free physicians.
He discovered Chopper wounded on the ground after being attacked by villagers while returning home in a blizzard. He gained Chopper's trust by stripping off in the freezing cold and demonstrating that he had no weapons and no desire to harm Chopper.
At first, Chopper tried to push him away. From that point on, the two gradually developed a connection like a father and a son, travelling (and, in a sense, terrorising) the island to treat patients and, generally, forcing them to practically flee for their life from angry patients or their companions.
After a year, Hiriluk unwillingly made Chopper leave his home because he was close to dying from his condition. Hiriluk didn't want his friend to be concerned about him. After discovering the truth, Chopper searched for an Amiudake mushroom.
Unfortunately, the reindeer were unaware that the mushroom was poisonous. Hiriluk took it because he was moved by Chopper's care for his health (Hiriluk always referred to the Jolly Roger as a symbol of vigour, which Chopper took literally because he didn't know that the skull and crossbones symbol in the medicinal book he read meant that the mushroom was toxic).
He declared that the nation would be saved shortly after realising that his 30-year experiment was finally over.
When Hiriluk received word later that Wapol's personal 20 medical staff members, known as the Isshi-20, were critically ill, he hurried to the castle only to discover that it had been a trap set by Wapol to lure Hiriluk outside and kill him. However, when he noticed the physicians were healthy, he started crying with delight.
When Wapol gave the order to kill him, Hiriluk begged them not to waste their ammunition and delivered a stirring speech. He continued by saying that even if he were to pass away, his wish to end the kingdom's heart disease would still come true, which profoundly affected a sobbing Dalton.
As his time was running out, he poured another failed drug, which he used to commit suicide to avoid being killed by Chopper's poison. Then he thanked Chopper for everything and shouted to the sky that he had a lovely life. After taking the medication, he died in a massive explosion, leaving just his recognisable hat behind.
Chopper was originally completely stunned to learn that his mentor and father figure had passed away, but after hearing Wapol laugh at his passing, he felt so furious that he tried to kill the evil king. Dalton intervened and pleaded with him to abandon his quest for retribution. After that, Chopper went, taking Hiriluk's hat as a grave marker.
Then, as was the quack doctor's final request, Kureha took Chopper in as her apprentice and kept hold of his cherry blossom powder. Kureha and Chopper moved inside the deserted castle and hung Hiriluk's own Jolly Roger over the tallest tower as a memorial to him after Wapol went into self-exile to escape a horrible adversary.
Following Wapol's loss, Chopper left to join the pirate life. The doctor's 30-year goal was eventually acknowledged shortly before he left when Kureha started spewing Hiriluk's dust into the sky, turning the snow pink like cherry blossoms.
Hiriluk was a strange man who would try his new drugs on gullible people only to have them fail and send the quack away. However, he had great compassion for people and did his best to help them overcome their problems without ever seeking praise or recognition.
This also applied to animals, as when he encountered the severely injured Chopper, his first thought was to aid the hurt creature.
Hiriluk did not back down, even in the face of Chopper's violent retaliation, and eventually adopted a paternal role towards the abandoned reindeer. The fake doctor's compassion was evident when he decided to give his life rather than submit to Wapol because he knew the nation he lived in would eventually recover. His actions had a long-lasting impact on numerous others aware of his charitable motives.
Hiriluk wore a green shirt, black coat, and mottled pink trousers. He wore a matching black cap over his strange white hair that looked like a cross. He had long grey hair styled in three outgrowths: one at the top, one at each side, and one hidden by his hat. He also had a black moustache and goatee.
Hiriluk was a thief in the past, and while his abilities and professionalism are unknown, it may be presumed that he was proficient enough to remain in this line of work for a time. While working on Drum Island, he demanded payment from his patients despite doing nothing to help them and even doing more harm than good, earning him the reputation of a robber among the locals.
Hiriluk studied medicine because he thought he had been cured of his illness. Although his level of expertise in the field is unknown, he was able to treat Chopper for some minor injuries and self-diagnose when Chopper's ailment reappeared.
Hiriluk worked primarily on Drum Island, where everyone regarded him as a quack physician, though it is unknown where he acquired his expertise. Despite his ignorance, his medical views awakened the Isshi-20's work ethics after his death.
Hiriluk's scientific experiments were his greatest strength, and even though they were not at all medicinally helpful, he could produce several mixtures with a range of outcomes. He gave his friends access to his work and left it in their care after his passing. He stepped up his work just before he passed away, determined to finish it in time.
During his tenure at Drum Island, Hiriluk employed several weapons. He used a tranquillizer gun, which he also used to make people believe he was carrying a handgun, as well as a rifle. Additionally, Hiriluk used explosions to dodge his pursuers.
Even though they quarrelled practically often, Chopper and Hiriluk were close since the doctor saved him and took him in as a surrogate son. Despite their brief friendship, they had a very close bond, and Hiriluk was Chopper's first friend.
Chopper was crushed by his death and decided to follow Kureha's teachings to become the best doctor he could be. Kureha and other medical professionals possess higher abilities, but Chopper would always remember Hiriluk as the "greatest doctor in the world" despite their abilities.
When he was approaching death, Hiriluk went to Kureha and requested that she carry on his job of healing the kingdom and preparing Chopper. Hiriluk was shown to have great affection for Kureha, who even accompanied him on his last few drinks and carried out his dying desires to instruct Chopper in the arts of medicine and disperse cherry powder around Drum Island.
Dalton had initially dismissed Hiriluk as a simple quack physician, but after witnessing his rush to save the purportedly ill Isshi-20 despite being aware that it was a clear trap, Dalton began to admire Hiriluk. He finally mustered the strength to end Wapol's autocratic behaviour after the doctor's final inspirational speech and suicide.
Even though the Isshi-20 had better medical knowledge and abilities than Hiriluk had, they still looked up to him as a hero since he bravely entered the castle when he learned they were sick, even knowing it was a trap Wapol had planned.
They dedicated their studies to improving Drum Island as a result, despite working for Wapol in dread, along with his inspirational statement before his passing.
Hiriluk spent thirty years working on his project, which involved developing cherry blossoms that would bloom in the snow to heal the nation's citizens' broken hearts. His work was not recognised until Kureha shot the powder he made into the sky after his death, changing the snow falling into pink cherry blossoms. Drum Island's inhabitants changed the name of their kingdom to "Sakura Kingdom" as a result.
Hiriluk, although a quack, was one of the two primary threats to Wapol's ability to rule the kingdom when he launched a Doctor Hunt. Wapol and his loyal followers Chess and Kuromarimo were the only three to laugh at Hiriluk's suicide; they had no respect for the doctor.
The patient's wife was shot by Hiriluk in the manga, but in the anime, she was abandoned. In the manga, he also caused the patient's mouth to foam, whereas in the anime, the patient appeared like a frog.

Hiriluk was released with Chopper in a One Piece Block Figures set that included the Straw Hats and their former teachers and lovers.
Hiriluk ate the mushroom because he was moved by Chopper's care for his health.
Dr. Kureha is known to be among the best doctors in One Piece. Her pupil Tony Tony Chopper is also a capable surgeon.
Chopper’s teacher was Hiriluk initially. Before Hiriluk’s passing, he requested Kureha to look after Chopper and teach him medical arts.
