Hotori and Kotori are Satori's younger twin brothers. They are lieutenants of the Divine Soldiers, a group of 50 warriors led by Yama and Enel who serve as their generals. During the Skypiea Arc, they serve as a minor enemy. They first appear in One Piece Episode 171.

The first time Hotori and Kotori are seen, they attack Nami and Gan Fall in revenge for their brother Satori's defeat by Luffy, Usopp, and Sanji. When Nami uses her Clima-Tact to attack one of them, the Flavour dial that was used to block it immediately stops the attack. After that, Hotori turned the Flavour Dial back towards Nami, and a foul vapor erupted, hurting her nose and making her almost pass out from the odor. Because they had been aware that their different dials would confuse their attacker, the brothers both burst out laughing. As a result, they swirl around while holding hands, further perplexing Nami and Gan Fall. Gan Fall used his dials to simultaneously strike and evade as he attacked Kotori.
He used the Flame dial to strike Gan Fall, and the mix of gas and flame caused an explosion. Kotori and Hotori believed they defeated Gan Fall, but they had miscalculated. Kotori was swiftly defeated by Gan Fall as he launched an immediate counterattack on him using the fog that resulted from the explosion. At the same time, Nami unleashed the 'cyclone' strike from her Clima-tact to hit Hotori, sending him flying into the river. Hotori, however, did not want to give up and emerged from the river where he had fallen to exact revenge on both of his brothers.
Both of them are seen as sadists because, like their older brother Satori, they like giving others pain.
Hotori and Kotori are identical twins who have Satori's appearance and behavior. Their bodies were built like huge balls and they were seen wearing white jumpsuits with a white sash. They had orange gloves and shoes on. They completely cover their eyes with yellow shades as well. They have bald heads and have pink ribbons behind them. They are Divine Soldiers, with goat-like ears, noses, and horns. Like other Birkans, they too have wings.
They are not priests, but even though they are not as powerful as their brother Satori, they are still significantly more powerful than the typical Divine Soldier. They use a number of dials, which may be combined for a variety of effects.
Hotori and Kotori possess the Kenbunshoku Haki skill, also known as "Mantra". With Mantra, they can foresee what enemies are going to do before they actually do it and take appropriate action.
Hotori and Kotori have not only appeared in the anime but are also video game characters.
