Summary of the Episode

Spandam learns that CP9 is traveling with Nico Robin and Franky, and is looking forward to their arrival. The Franky Family is attempting to catch up to the others on the Rocketman in the meantime. Sanji has just finished explaining to the other team members how Franky sacrificed himself in an effort to save Robin. Even though they are devastated, the members are happy to learn how compassionate Franky was. Sanji shouts out to Luffy as he and the other members of Rocketman eventually catch up to the others. Luffy notices Sanji but is confused by Sogeking, also known as Sniper King.

Spandam tells Enies Lobby that it has taken five years for all eight members of CP9 to be in the same place, together. Spandam is enraged and wants to know why they killed twenty additional Revolutionary Army members as opposed to merely three. In an abrupt apology, Kumadori claims that it is all his fault and prepares to commit suicide as retribution. Jabra interrupts Kumadori when he says he's going to kill himself, explaining they were prepared to kill him as part of a joke but the enemy somehow learned of their scheme.

Jabra yanks furiously at Fukurou's mouth as he speaks up, speculating that it might have happened when he was spreading the word about the plan throughout town. Kumadori agrees to accept full responsibility and claims there is no need to place the blame on Fukurou. To Jabra's chagrin, he uses Tekkai to prevent him from killing himself. Spandam also claims he heard that Nero, a new recruit in CP9, didn't work out, but he doesn't care as they can always be replaced.

Meanwhile, at the Rocketman, Luffy and Chopper are astonished to meet Sogeking, a real-life "superhero," but nobody else is duped by Usopp's obvious disguise. When Luffy asks about Usopp's status, Sogeking responds that it isn't relevant; what is absolutely crucial is to save Robin. Sanji then informs everyone of Robin's predicament and how CP9 is exploiting her phobias since when she was a child. Sanji clarifies, saying he's not using that as a justification for not helping Robin, but that she might not join them if they do attempt to save her. It doesn't matter, Luffy shouts, before abruptly blaming Robin. Nami strikes Luffy in the head while telling him not to blame her. Stating that he doesn't give a damn, Luffy vows to save her at all costs. Zoro asks Nami to let it go as it doesn’t change a thing, as their goal remains the same. Luffy claims that he will beat everyone up with his new moves.

Paulie abruptly interrupts, adding that he just visited Enies Lobby to perform maintenance on the rails and that while he was there, he drew a rough sketch of Enies Lobby. The Tower of Law must be passed through in order to access the Gates of Justice, according to Paulie, which are situated at the very back. When Luffy asks questions about the large hole, Paulie replies that it is the waterfall. Paulie warns that everything will end if they don't save Robin and Franky before they enter the Gates of Justice. Nami then adds that if they pass through the Gates of Justice, the only two places to go are the Marine Headquarters or Impel Down. Luffy argues that it makes no difference if Robin passes through them because they would rescue Robin. Nami insists that they have to settle this before Robin enters the Gates of Justice.

Paulie interrupts, claiming that only the Straw Hat Pirates are powerful enough to take on CP9. He advises that they should remain behind and give them five minutes before moving forward. Zambai then proposes that the Franky Family and Galley-La will bust open the main gate first to let the train in. Zambai is aware that the Marines have almost 2,000 soldiers but believes that the Straw Hats going after CP9 while the others deal with the Marines would give them the best chance of winning. As Kokoro announces that they have arrived at Enies Lobby, Luffy agrees with the proposed course of action. The size of the Gates of Justice stuns everyone, and Kokoro claims that they are only opened wide enough for criminals to pass through. Kokoro continues by claiming that Sea Kings reside behind the Gates of Justice, where no ships dare to venture.

Everyone’s prepared to follow the plan and set to go. To the surprise of everyone else, Luffy has vanished and he has already thrown himself into Enies Lobby. Paulie and Zambai believed that he knew the strategy, while Zoro claims that he ought to have anticipated Luffy's actions. Zambai gives the command for Sodom and Gomorrah to scale the wall and open the gate. When the Marines and government officials notice Luffy using Gomu Gomu no Rocket to rocket himself farther into Enies Lobby, they alert the authorities. Spandam is alerted to an intruder as Luffy rushes ahead. As Luffy enters and knocks down a few Marines, one of them alerts the other soldiers that the intruder is none other than the infamous and notorious pirate, Straw Hat Luffy.
