Jabra is initially introduced as a member of the secret organization CP9, known for their exceptional physical abilities and mastery of the Rokushiki martial arts. However, it is later revealed that Jabra has become a member of CP0, an even more powerful and influential division within the World Government.

Before his membership in CP0, Jabra was part of CP9 and played a significant role in the Enies Lobby arc. He was regarded as the third strongest member of CP9, showcasing his formidable combat skills and agility. Jabra participated in intense battles against various members of the Straw Hat Pirates, including a notable confrontation with Sanji.

Nevertheless, it is clear that Jabra's abilities and contributions earned him a place among the elite ranks of CP0.

Jabra’s History

Twenty years before the main events of the series, Jabra was a 15-year-old trainee in the CP9 organization, alongside Blueno (age 10) and Rob Lucci (age 8). They all underwent rigorous training on the battleship Guanhao to master the Rokushiki style of combat and learn assassination techniques. The motivation behind their intense training was to become "stronger than justice," likely fueled by the execution of Gol D. Roger, the Pirate King.

Enies Lobby Arc

During a specific mission prior to the events at Enies Lobby involving the Straw Hat Pirates, Jabra was part of a team that included Kumadori and Fukurou. Their mission was to go undercover and assassinate several rebellion leaders. However, due to a leak, their plan was compromised, and they were forced to eliminate twenty-three additional people beyond their original targets.

This unfortunate incident made headlines in the newspapers, and Jabra had to explain the situation to Spandam, the head of CP9, upon their return to Enies Lobby. As if things weren't challenging enough, Jabra also faced personal issues when his girlfriend, Gatherine, broke up with him. To his dismay, Fukurou spread the news all over the island, causing further embarrassment for Jabra.

Despite the setbacks and challenges, Jabra and his team were eventually reunited with the rest of CP9 after spending five long years in the Tower of Justice. However, the reunion was not without tension, as Jabra learned from a Doriki test (a measurement of fighting ability) that both Lucci and Kaku had surpassed him in strength.

Despite this, he attended a meeting with the other CP9 members, where they presented their captured targets, Cutty Flam (Franky) and Nico Robin, discussing the future implications of their actions on world peace.

After the brutal meeting where Spandam sadistically beat Franky and Robin, Jabra found himself faced with an unexpected turn of events. The director, impressed with the outcome of the mission, rewarded Kaku and Kalifa by granting them each a Devil Fruit. This sight terrified Jabra, not only due to his superstitious beliefs surrounding Devil Fruits but also because he feared that his two comrades would become stronger than him if they consumed the fruits.

Desperate to prevent them from eating the fruits, Jabra resorted to various tactics, including claiming that the fruits tasted horrible. However, despite his efforts, both Kaku and Kalifa consumed the fruits, causing Jabra to worry about the implications of their newfound powers. While things initially appeared to be under control in Enies Lobby from Jabra's perspective and that of CP9, they soon received news of a dire emergency unfolding on the island.

It was revealed that an army of their targets' allies was launching a full-scale invasion of Enies Lobby to rescue Franky and Nico Robin. Although Jabra and the other CP9 members were aware of the initial report, it was when Spandam was recontacted that they learned of the magnitude of the situation. The extent of the damage caused by the invading army was unprecedented in the history of Enies Lobby.

In response, the entire CP9, including Jabra, was summoned and given orders to annihilate the Straw Hat Pirates. With this new mission at hand, Jabra made his way to the balcony of the Tower of Justice, where he joined the rest of CP9, except for Blueno. From there, they stood gathered, overlooking the vast chasm that separated them from Monkey D. Luffy, their primary target.

On the courthouse roof, with Luffy standing alone on the other side of the chasm, Jabra proposed that CP9 should team up to quickly take down Luffy and crush the uprising. However, Spandam dismissed the idea, believing that Luffy's efforts would be in vain since Robin had requested to be left to die. This decision proved to be a mistake, as Luffy confidently stated that his friends would come to rescue her regardless.

To Jabra's surprise, more Straw Hat Pirates started gathering on the courthouse roof one after another. As tensions escalated between CP9 and the Straw Hats, Sogeking, a masked alter ego of Usopp, shot and burned the World Government's flag, symbolically declaring war between the Straw Hat Pirates and the entire World Government. Jabra and the rest of CP9 were astonished as they witnessed the blueprints of Pluton, the weapon Spandam coveted, go up in flames and Franky being pushed off the balcony.

At the same time, they saw the Rocketman, a Sea Train, soaring across the chasm with the Straw Hats and Franky onboard, crashing into the Tower of Justice. In the aftermath of these events, Spandam ordered Jabra and the rest of CP9 to annihilate the Straw Hats in the Tower of Justice before they could rescue Nico Robin. Each CP9 member was assigned a key to protect, with each key unlocking a specific pair of Seastone cuffs, but only one of them could free Robin.

The plan was to force the Straw Hats to fight for the keys, slowing them down and buying enough time for Spandam to escape safely with Robin. Jabra, armed with his key, decided to take a nap in his room while waiting for the Straw Hats to approach him. He placed his key within reach, intending to ambush anyone who dared to try stealing it from him.

Later, Usopp entered Jabra's room attempting to take his key, inadvertently waking up Jabra in the process. Seeing the sniper before him, Jabra transformed into his hybrid form, ready to swiftly eliminate the pirate. However, their confrontation was interrupted when the room above them started rumbling and collapsed.

Kaku's room had caved in due to the weight of his full giraffe form, which he had unintentionally transformed into during his battle against Roronoa Zoro. The absurdity of the situation caused Jabra, Usopp, and Zoro, who was also present, to burst into laughter at the sight. As they mocked Kaku's unusual appearance, their laughter provoked Kaku, leading him to unleash a powerful attack that sliced through the entire tower.

Once Jabra and the others recovered from the assault, they discovered a surprising development amidst the chaos. Zoro and Usopp had accidentally become handcuffed together with seastone handcuffs that Usopp had found earlier. Unwilling to cooperate with Kaku or let go of his prey, Jabra asked Zoro and Usopp for the number inscribed on their handcuffs.

If the number matched the keys Jabra and Kaku possessed, they could free the Straw Hats and resume their fight. Unfortunately, neither of their keys matched the number on the handcuffs. Faced with this setback, Jabra and Kaku decided to chase after Zoro and Usopp, competing to see who could defeat the two pirates first.

During their pursuit, Jabra and Kaku briefly engaged in an argument. Mistaking one of Kaku's attacks as aimed at him, Jabra retaliated, sparking a disagreement between the two. Despite momentarily pausing their chase, Zoro and Usopp devised a peculiar strategy to fight back.

Zoro held Usopp, wielding a sword, as a makeshift weapon—an unconventional tactic that greatly amused Jabra. Intrigued by the bizarre scenario, Jabra and Kaku abandoned their pursuit and began battling Zoro and Usopp directly. Midway through his battle with Zoro and Usopp and the race against the impending Buster Call, Jabra received shocking news through the Den Den Mushi intercom.

It was broadcasted all over Enies Lobby that Spandam had accidentally activated the Golden Den Den Mushi, summoning a Buster Call fleet to decimate the island. Concerned about the imminent danger, Jabra and Kaku realized they needed to eliminate their targets swiftly before it was too late. However, their plans were disrupted by the sudden intrusion of Tony Tony Chopper, who had transformed into a massive monster during his fight with Kumadori.

Intent on getting rid of the interference, Jabra and Kaku prepared to attack Chopper but were forced to dodge Zoro's assault, with Franky also joining the fray and blasting Chopper out of the room. As Jabra and Kaku regained their composure, they discovered that Zoro and Usopp had been freed from their handcuffs, thanks to Nami finding the correct key.

With Usopp now their primary target, Jabra devised a cunning plan to deceive the sniper by offering him his key. Observing Kaku's impressive execution of his Devil Fruit powers, Jabra successfully tricked Usopp, inflicting severe injuries on him. However, their confrontation was interrupted by the arrival of Sanji, who kicked Jabra away, coming to Usopp's aid.

Forced to abandon his original prey, Jabra engaged in a battle with Sanji in the stairwell outside his room. In an attempt to catch Sanji off guard, Jabra fabricated a story, claiming that Robin was his long-lost sister and pretending to offer his key. However, Sanji saw through the deception and retaliated by kicking Jabra in the face, refusing to be swayed by such an outrageous lie.

Unable to deceive Sanji, Jabra lost his key to the chef. However, instead of retreating, Sanji chose to continue the fight, catching Jabra off guard with a powerful kick straight to the nose. As the battle raged on across the stairwell area, Jabra's relentless taunting and provoking angered Sanji to the point where he unleashed his devastating Diable Jambe attack against him.

The fiery assault not only sent Jabra hurtling across the stairwell to the other side but also managed to break through his formidable Tekkai defenses. Struggling to recover from the searing wound, Jabra saw Sanji leaping across the gap in the room and realized the chef's rash actions could prove fatal against a Rokushiki master.

Seizing the opportunity, Jabra launched a mid-air attack against Sanji, initially gaining the upper hand and inflicting a wound on the chef. However, Sanji's remarkable agility allowed him to maneuver and deliver an ignited kick to Jabra's face, sending him crashing down to the bottom floor of the stairwell.

The force of Sanji's kick knocked Jabra unconscious, leaving him incapacitated on the stairwell floor. As the Buster Call approached and began bombarding Enies Lobby, Jabra was left vulnerable and unable to escape the island. However, just in the nick of time, Blueno arrived and used his Devil Fruit powers to create air doors, rescuing Jabra and the rest of the defeated CP9 members.

In the inner space accessible through the air doors, Jabra and his comrades sought refuge, waiting out the devastation brought upon Enies Lobby by the Buster Call.

CP9's Independent Report

After surviving their battles with the Straw Hats and the devastation caused by the Buster Call, Jabra and the worn-out members of CP9 emerged from the inner space accessed through Blueno's Air Doors and returned to the ruined Enies Lobby. However, their priority was attending to Lucci's severe injuries sustained during his fight against Luffy. Before they could tend to him, Jabra and Blueno noticed pursuers sent by Spandam to find and blame them for the mission's failure.

Fearing for their lives, Jabra and the rest of CP9 decided to leave the island before they were discovered. They traveled along the Sea Train tracks and departed Enies Lobby, with Jabra taking charge and carrying a wounded Kaku while lending his shirt to Kalifa, who had been stripped by Nami in search of her key.

The CP9 agents eventually arrived at St. Poplar, but they lacked the funds to cover Lucci's medical expenses. To earn money, they became street performers, showcasing various acts to entertain and amaze audiences. Jabra utilized his full wolf form to captivate the crowd by leaping through hoops of fire.

Once they gathered enough money for Lucci's treatment, they took a break and waited for his wounds to heal. When their fellow agent recovered and was discharged, they decided to celebrate the occasion by visiting a bowling alley.

However, their joy was short-lived as a disturbance erupted in St. Poplar. The Candy Pirates had taken hostages at the harbor, prompting Jabra and his comrades to intervene. Initially praised by the townspeople for combating the pirates, their image drastically changed when they witnessed Lucci unleashing excessive force on the pirate captain.

Realizing the fear they had instilled in the residents of St. Poplar, the CP9 agents chose to leave the town. Before departing, they received a flower as a token of gratitude from a young girl who had been held hostage by the pirates. Taking the flower and commandeering the Candy Pirates' ship, they sailed back to their homeland, Guanhao.

Upon their return, they observed the training of the next generation of CP9 agents. While watching, they discovered that the pursuers sent by Spandam had caught up with them. In order to protect Guanhao from their enemies, the agents confronted and defeated the pursuers.

Afterward, they were seen standing on Very Good's ship, having gained control of it after their victory. Lucci conveyed a message to their former leader, expressing their intention to return to him someday. With that, they commandeered their pursuers' ship and set sail from Guanhao.

Wano Country Arc

On the fourth day of the Levely, chaos erupted as four commanders of the Revolutionary Army launched an attack on the Domain of the Gods. Jabra and his fellow CP0 agents observed the commotion from outside the Celestial Dragon Gate, witnessing the intense battle between the revolutionaries and the admirals, Fujitora and Ryokugyu, within the residence of the World Nobles.

Later, Jabra and the other members of CP0 found themselves in a guest room at Pangaea Castle, where Princess Vivi was held captive. While his colleagues engaged in a card game, Jabra and Kalifa stood guard over the prisoner. Vivi demanded her release, threatening to expose their actions to the world.

Jabra found amusement in her boldness, remarking on the unlikely scenario of a kidnapper being swayed by such a threat. He referred to Vivi as a headstrong woman. During their interaction, Vivi inquired about the well-being of Shirahoshi. Jabra was surprised by her concern for someone else in the midst of her own predicament.

He assured her that the mermaid princess was safe, thanks to the intervention of Sai and Leo. Jabra also reflected on the events of the Levely, specifically mentioning how Fujitora's decision to allow slaves to escape had earned him the enmity of Ryokugyu.

Suddenly, their conversation was interrupted by the unexpected arrival of Wapol, who burst through the walls in a state of fear. Jabra and his fellow CP0 agents were initially puzzled by the intrusion until they realized that Vivi had managed to escape, leaving them shocked and bewildered.

Jabra’s Personality

Jabra is an incredibly competitive individual who becomes outraged when he discovers that both Rob Lucci and Kaku have higher Doriki scores than him, especially since Kaku had been weaker than him when they last parted ways. This competitiveness and rivalry often overshadow his rationality and may be attributed to his wolf nature, as he strives to establish himself as the alpha male or leader within the group.

As a wolf, he would find it particularly aggravating that Lucci, the leopard or cat, is stronger than him, given the natural rivalry between cats and dogs. His short temper and superstitious nature further add to Jabra's character.

He firmly believes that Devil Fruits are inhabited by devils and makes feeble attempts to prevent Kaku from getting stronger by consuming one. This, coupled with his comedic demeanor, creates a surprising contrast to his role as one of the more rational members of CP9.

While Lucci remains calm and in control, Jabra's more predatory side emerges during battle. He howls, licks his lips, mocks and laughs at his prey, showcasing a sadistic and predatory nature. He often expresses interest in tasting and consuming his opponents, rather than simply biting them, particularly when he transforms into his wolf form.

Deception is another trait commonly associated with Jabra. He frequently tries to deceive his opponents, as seen in his attempt to trick Sanji by claiming that Nico Robin is his long-lost sister who was kidnapped by a pirate crew when they were young. Jabra's pride in his ability to lie is evident when he becomes angry at Sanji for disrupting his plan and expresses his frustration that he was supposed to be the one tricking people.

This deceptive nature adds complexity to Jabra's character and highlights his cunning nature. Like many characters in One Piece, Jabra possesses a distinctive laugh. His laughter follows a tradition in the series, beginning with a long "gya" sound, followed by several "ha" sounds, resulting in a distinct and recognizable laugh: "Gyaaaa ha ha ha ha!"

Jabra’s Appearance

Jabra is a distinctive-looking individual with a dark complexion. He possesses a Fu Manchu mustache and a pointed goatee, adding to his unique appearance. His long hair is braided in a thick queue, resembling the tail of a scorpion.

Adding to his features, Jabra has a diagonal scar running across his left eye, further enhancing his rugged appearance. A prominent tattoo of the kanji for "wolf" (狼, ōkami) adorns the front of his shoulder, symbolizing his affinity with his wolf-like nature.

During the events at Enies Lobby, Jabra sported a particular attire. He wore small, pointed sunglasses resting on his forehead and adorned his ears with small hoop earrings. His upper body remained bare, with a black tie worn loosely around his neck. His distinctive black tangzhuang, with a white central strip, was always open, yet managed to conceal his tattoo when he was in human form.

A red sash was tied around his waist, adding a touch of color to his ensemble. He completed his look with black pants and shoes. Jabra's overall appearance draws inspiration from Chinese Kung Fu martial artists often depicted in popular culture and media, lending him a distinct and formidable presence.

As a member of CP0, Jabra continues to wear the tangzhuang attire, now colored in white to match the rest of his unit. This change signifies his elevated status and affiliation with the covert organization.

Even as a child, Jabra displayed his trademark scar and already bore a resemblance to a martial arts student, foreshadowing his future as a skilled combatant. His distinct appearance and tattoos add depth to his character and reflect his fierce and tenacious nature.

Jabra’s Abilities

Jabra, known as the third strongest member of CP9, was a formidable assassin who previously served under the World Government. His combat prowess allowed him to effortlessly defeat Usopp and pose a significant threat to Sanji, a member of the Straw Hat Pirates.

Jabra's skills extended beyond physical strength. He demonstrated proficiency in tactical planning and acting, using his deceptive nature to trick Usopp into believing he was a pacifist. Exploiting Usopp's vulnerability, Jabra delivered a devastating blow. However, his deceitful tactics were quickly exposed by Sanji, who saw through his lies and recognized their lack of credibility.

It can be assumed that during the two-year time skip, Jabra further honed his abilities, resulting in his reinstatement and subsequent promotion to the exclusive CPO.

Furthermore, Jabra demonstrates proficiency in both Busoshoku and Kenbunshoku Haki, enhancing his combat capabilities and situational awareness in battle.

Physical Abilities

In terms of physical capabilities, Jabra possessed immense power derived from his training as a Rokushiki master. Even without relying on his Devil Fruit powers, he displayed remarkable strength, delivering incredibly powerful punches that sent Usopp flying into a wall over a significant distance, despite having just awakened from his sleep. Despite enduring severe injuries inflicted by Sanji, Jabra demonstrated resilience and a swift recovery, allowing him to carry his fellow CP9 agent, Kaku, on his back.

Rokushiki

Jabra's fighting style revolves around the utilization of Tekkai Kenpo, a technique that enables him to move while maintaining his defensive stance with Tekkai. He takes pride in being the only Rokushiki user capable of executing this technique. By employing Tekkai Kenpo, Jabra can deliver powerful punches to his adversaries while simultaneously ensuring his defense remains intact.

His mastery of Tekkai allows him to withstand formidable attacks, such as Zoro's Sanjuroku Pound Ho and a barrage of powerful kicks from Sanji. In addition to Tekkai Kenpo, Jabra is proficient in various other Rokushiki techniques. He can employ Rankyaku, a technique that unleashes powerful projectile slashes, as well as Geppo, which enables him to achieve mid-air maneuvers and swift movements.

Jabra's skill level is such that he can combine Geppo and Shigan to create a devastating attack called Gekko Jusshigan, a piercing plunge that inflicts significant damage upon his opponents. Jabra's overall strength is truly exceptional, boasting a Doriki of 2180.

This places him in a league far beyond the CP9 agents below him, and his generation of agents is regarded as the strongest in the organization's history. While he ranks third in terms of strength within CP9, trailing behind Rob Lucci and Kaku, he is a mere 20 points weaker than the latter, showcasing his immense power.

Devil Fruit

Having consumed the Inu Inu no Mi, Model: Wolf, a Zoan-type Devil Fruit, Jabra possesses the ability to transform into a full wolf and a hybrid human-wolf form reminiscent of a werewolf. This transformation greatly augments his physical strength, enabling him to uproot trees, engage in fierce clashes with formidable martial artists, and notably enhance the impact of his Rokushiki techniques.

The sharp nails bestowed upon him in his transformed state further amplify the damage he can inflict on his opponents.

Jabra’s Relationships

CP9

Jabra's fierce rivalry with Lucci can be traced back to their childhood, where their opposing Zoan fruit forms served as a symbol of their rivalry. As a member of the dog family, Jabra naturally harbors animosity towards Lucci, whose Zoan form belongs to the cat family. This natural animosity has fueled a competitive and combative relationship between the two over the years.

Despite their rivalry, there is a complex bond between them, and Jabra still cares about Lucci's well-being. This is evident when he goes to great lengths, even raising money, to help pay for an operation that Lucci desperately needed to save his life. Despite their differences, they share a connection that runs deep, both as rivals and comrades in CP9.

Still from the anime.

On the other hand, Jabra finds himself constantly at odds with the two CP9 members who work with him on missions, Fukurou and Kumadori. Fukurou's talkative nature becomes a hindrance during their missions, as he often divulges classified information about missions and even Jabra's personal life, which Jabra would prefer to keep secret.

This tendency of Fukurou frustrates and annoys him to no end. Similarly, Jabra's patience is tested by Kumadori's over-dramatic and emotional nature. Kumadori's frequent outbursts, along with his habit of attempting to commit Seppuku (a Japanese ritual suicide) at the slightest provocation, become a source of annoyance for Jabra during their missions.

These personality clashes often lead to friction among the team members and hinder their progress on various tasks. Furthermore, Jabra's rivalry with Kaku mirrors the competitive relationship between Zoro and Sanji within the Straw Hat Pirates. He envies Kaku's slightly higher Doriki score, which only intensifies the rivalry between the two.

When Kaku first revealed his unique "giraffe" and "square giraffe" Zoan forms, Jabra couldn't resist mocking and laughing at him, adding another layer of tension to their already fierce rivalry.

Gatherine

Jabra's romantic life took an unexpected turn when he was in a relationship with a woman named Gatherine, who worked as a waitress in Enies Lobby's cafeteria. However, their relationship came to a sudden and humiliating end when Gatherine developed feelings for Lucci, ultimately choosing him over Jabra.

The news of this heartbreak quickly spread throughout Enies Lobby, thanks to the gossiping tendencies of Fukurou. From the soldiers to the dogs of the Watchdog Unit of the Law, everyone seemed to be aware of Jabra's unfortunate romantic misfortune.

To add insult to injury, Jabra's rival Lucci had a pet pigeon named Hattori, which served as a contrasting symbol to Jabra's own pet rooster. This contrast in their choice of pets may have further highlighted the differences and tensions between the two rivals.
