Leo is a dwarf from the Tontatta Kingdom, and served as the captain of the "Tonta Corps." They were eventually reorganized as the Tontatta Pirates, with Leo serving as its leader. He is the Straw Hat Grand Fleet's sixth ship's captain.

History

Dressrosa Arc

Leo questioned the Marines on Green Bit whether they were good men or bad guys when they asked whether he was a member of the Straw Hat Pirates. Leo ordered the Marines to lay down their guns when they retorted that they were the good ones. He then started taking the Marines' possessions after they refused. Leo and the other present dwarfs grabbed both Nico Robin and Usopp by putting them to sleep with anesthetic flowers shortly after Robin caught Kabu.


Then they took the pirates to their domain beneath the earth. The other dwarfs searched Robin's body and her luggage as Leo used his Devil Fruit power to hold her to the ground. The dwarves were frightened when she awoke, and Leo started questioning her to see whether she was a bad person.

Leo had no trouble putting his faith in Robin when she assured the dwarves that she had no malicious intentions and would keep their existence a secret. He then cheerfully removed his sutures. Leo commanded Robin to give them a weapon or they would take all of her belongings, including her clothing, as she attempted to flee. Leo and the other dwarves tried to strip Robin of her clothing, but she had no weapons with her.


However, Flapper intervened and warned them from harming Robin. Usopp and Robin observed a statue of Mont Blanc Noland as they were enjoying a meal with the dwarfs. Then Leo reminded her about Noland's prior assistance to Tontatta Kingdom. Leo and the other dwarfs want Usopp to lead them in the conflict with the Donquixote Family since they think he is a wonderful man and a Noland descendant.


Leo was later seen saying farewell to his grandmother and getting ready to go. Usopp questioned him outside over the dwarfs' desire to fight Doflamingo. The five hundred of their comrades who had been made slaves in the "Dark Factory" by the dwarves were ridiculed and told that it was only natural that they would wish to destroy it. Usopp learned about Princess Mansherry through Leo.


Despite being a bit nasty and conceited, they all adored her since she was a friend. The dwarfs started to leave, saying that they needed to get to the toy factory, which was located beneath the Corrida Colosseum. The army of dwarves marched to Dressrosa when the preparations were finished, carrying Usopp and Robin along with the bugs and animals they had tamed. Later, they met at the secret headquarters of the Riku Royal Army beneath Flower Hill to hear Thunder Soldier speak about toppling Donquixote Doflamingo.

He wept at the memory of his ancestors' sorrow as he, along with the other current dwarfs, listened as Gancho explained their prior history with the Donquixote Family to Robin, Usopp, and Franky. Leo responded quite joyfully when his lord announced King Riku Doldo III. Leo clapped loudly and was ready for war after Gancho's statement about preventing Doflamingo from carrying out his ancestor's misdeeds.


Leo told the dwarf army that the moment for combat had arrived after Thunder Soldier told the three Straw Hats about the tragedy of Dressrosa and after realizing that Doflamingo's departure was fake news. The rebels started their underground incursion through a covert tunnel when it was finally time to start the pivotal Operation SOP.


Leo lamented that they never anticipated that larger humans would utilize the tunnel after realizing that Franky was too large to get through it. The rebels, Usopp, and Robin entered the tunnel as Franky chose a different path. Usopp was carried by Leo, Bomba, and Rampo. Leo assisted Usopp and Robin along the way by elaborating on the Donquixote Pirates hierarchy.


Leo revealed that they proceeded to the royal castle to fight Doflamingo as soon as Sugar is defeated after Thunder Soldier and a few dwarves broke away from them. Leo went on to say that Sugar is in the middle tower. The dwarves undressed them when Usopp was discovered by two of Doflamingo's troops. Leo and Rampo took advantage of their confusion to take them down.

Usopp and Robin don disguises, and the rebels proceed to the main tower. Leo informed Usopp about the link between the executive tower and the scrap yard after they were there. They then entered the tower by a secret entrance and headed to the room where Sugar and Trebol were. Leo came up with a plan to defeat Sugar. He pulled out a chunk of Tatababasco, the hottest spice in the world that was molded like a grape by the dwarfs.


Sugar's basket of grapes was where Leo intended to put the spice in the hopes that Sugar would consume it. He claimed that once Sugar started screaming, the operation would be a success as he moved on to carry out his plan. Robin prevented Leo from entering the room because he knew Trebol would be able to see him after witnessing Trebol accurately shoot a fly. Robin enticed Trebol out of the room as Bian sparked a ruckus at the trading port with a swarm of wasps. The dwarves surged in and sprinted for Sugar as soon as Trebol left the tower.

Sugar turned some of the dwarfs into her toy minions and gave them the order to murder every invader in the tower, thwarting the invasion. Leo's crew started fighting with their old allies after forgetting about the dwarves that had recently been turned. A ship that Trebol threw into the tower caused an interruption to their conversation.


Trebol then used his sticky stuff to catch Leo and the other dwarves. Trebol lit the sticky material, causing it to explode, after fooling Leo into disclosing with whom they were associated. Then, Leo was carried away to Usopp's location. Usopp advised them to flee once they picked up Leo. Leo insisted on finishing the procedure so Thunder Soldier could face Doflamingo, though.


Leo stated that Thunder Soldier is the only toy that can rebel against Doflamingo and that he is none other than Kyros when Usopp questioned him about why the dwarves placed such a high value on the toy soldier. Leo trusted Usopp since all the dwarfs were injured. Leo starts shouting "Usoland" with his fallen allies to demonstrate their faith.


Leo said that Usoland will save not just the dwarves but also all the captured toys when Trebol inquired as to what he was chanting. Trebol simply mocked their faith, claiming they had been duped, their Saviour was not on the way, and that someone was undoubtedly laughing at their suffering in another location. Then he declared that the dwarves' trust in him was misguided.


Trebol's comments were scornfully ignored by Leo, who argued that Usoland would undoubtedly intervene to save them. Trebol crushed the dwarf with his foot before Leo could finish his sentence. Usopp acknowledged that he was not who he claimed to be when he arrived to save them. When Usopp was overpowered by Trebol, the dwarves were concerned.


Leo was surprised to discover that Usopp's look scared Sugar to the point of unconsciousness when she pushed the spice into his mouth. The dwarves sobbed over Usopp's accomplishment when Operation SOP's main goal was achieved and said they would erect a monument in his honor. Then, while Robin held Usopp back, the dwarves took him away from a furious Trebol.


Then, when Hajrudin picked up Usopp, they were shocked. Usopp ordered his newfound friends to destroy the SMILE factory after the former slaves swore loyalty to their savior, and the dwarves cried out in his honor. Later, Doflamingo imprisoned Dressrosa in his "Birdcage" and made the other prisoners play a survival game. Leo's squad was reunited with Wicca and Kyros' dwarf group during the confusion when Kin'emon showed up at the underground trading port.

Leo expressed his gratitude to Kin'emon for bringing his companions. Doflamingo also put a bounty on the lives of twelve individuals. When Doflamingo added Usopp to his kill list and demanded the greatest payment for his head, Leo and the dwarves were taken aback. The dwarves, Usopp, Robin, Rebecca, Sabo, Koala, Hack, and Bartolomeo escaped to the surface when Usopp's new supporters became enemies.


They ultimately made it to the top of the ancient King's Plateau after sprinting through the Colosseum seating. Then Riku Doldo III and Viola reunited with Leo and the other dwarves. The dwarves interjected, claiming that the pirates were responsible for their rescue and the lifting of Sugar's curse while Viola begged her father to have faith in the Straw Hat Pirates.


Then Leo and Kabu made the decision to go in search of Monkey D. Luffy with Rebecca and Bartolomeo. Leo, Bartolomeo, Robin, and Rebecca made plans to meet Luffy at the sunflower garden on the fourth level of the new King's Plateau while Robin spoke with him via Den Den Mushi. Then, Leo had a plan to use the Tontatta Airlines Yellow Kabu beetles to help him go to the new King's Plateau. The proposal sparked skepticism in Robin, Rebecca, and Bartolomeo since it appeared that the beetles were too little to carry a human.


Then Leo forced Robin, Rebecca, and Bartolomeo to leap from the ancient King's Plateau after explaining that the beetles represent Tontatta Airlines' "jumping" service. As they discovered how to utilize the beetles to jump from rooftop to rooftop, Leo rode on Rebecca's shoulder. Leo advised them to try for level four. Leo was called by Mansherry's assistant, Maujii, via Den Den Mushi after reaching the new King's platform and passing the enormous Pica statue.


Leo was informed by Maujii that Mansherry was maybe inside the royal palace and not in the SMILE factory. Gladius assaulted the group as he flew above the second level. Bartolomeo and Robin were separated from Leo, Kabu, and Rebecca. Leo and Kabu went in search of Mansherry after the two dwarfs, Rebecca, and they reached the fourth floor.


Leo and Kabu battled Doflamingo's troops within the palace as they looked for their princess. Leo and Kabu learned that Mansherry had been seized by Giolla and was being forced to utilise her healing abilities as they were making their way to the palace chapel from Viola through Den Den Mushi. Leo and Kabu hurried, but when Kabu was subsequently injured in an explosion, Leo was forced to continue without him.


Mansherry was sitting in the room when Leo suddenly entered. Giolla was ready to wet the vanquished Donquixote Pirates' officers with Mansherry's tears when Kabu showed up and pushed them aside. Leo pulled the line when Giolla was caught by surprise, causing the officers and subordinates to fall headfirst into Giolla.

Leo was then kindly requested to carry Mansherry when she mentioned that her legs pained. Leo fiercely rejected her plea, claiming that it demonstrated her selfish nature. Leo then emphasized that she is capable of healing her own legs. Leo was informed by Mansherry that she would not flee and that she had never asked him to help her.


Leo was furious with Mansherry's erratic behavior when Kabu hit him in the head and ordered him to carry the princess. Then, when he and Kabu exited the room where Mansherry was being confined, Leo carried Mansherry on his back. The three dwarfs reunited with Kyros, Rebecca, and Robin at the Sunflower Field after leaving the palace.


The Birdcage then began to contract as Leo observed. Leo was then staring towards the palace with his mouth wide when Kyros observed this and inquired as to whether anything was amiss. Later, Leo was shocked to see the explosion on the palace top and enquired about what they could do to help. They shouldn't, according to Robin and Kyros, because doing so would just make Luffy's life more difficult.


Leo surrounded the injured Trafalgar Law after Luffy flung him onto the Flower Field as he prepared to sew his arm back to his body. Leo departed on Bartolomeo's stairs when Law made the decision to stay on the Flower Field. The remaining Donquixote Pirates were beaten by Kyros and the allied gladiators on the New King's Plateau, and Leo informed Dagama and Hajrudin that Mansherry was in charge of tending to their wounds.


Leo assisted Robin and the gladiators in their attempt to drive the Birdcage back using Bartolomeo's barrier as the Birdcage drew near the main streets. The effects of Mansherry's magic, according to Leo, are just momentary, and those who have been cured will soon revert to their damaged state. When Luffy eventually defeated Doflamingo, Leo saw the Birdcage come crashing to the ground.



As Dressrosa was informed of Luffy's triumph, Leo then sobbed with pleasure. The dwarves gathered in front of Kyros in the aftermath and honored their leader as he dissolved the army. Leo and the dwarves were getting ready to help the Straw Hats from Dressrosa three days after Doflamingo was defeated when the Marines were sent out to hunt down the pirates. Leo made it difficult for the Marines by joining their ships.


Leo instructed his other dwarves to assist the Straw Hats after he saw Issho getting ready to attack Luffy and his companions with the debris from Dressrosa. Later, the Straw Hats took Leo and his party aboard Columbus' flagship, the Yonta Maria. Leo clarified that Gancho had given him permission to travel with the Straw Hats. Leo's band of dwarves was one of the seven factions who swore loyalty to the Straw Hats at that time. To the surprise of the others, when requested to conduct a sakazuki ceremony to seal the alliance arrangement, Luffy refuses.

The friends chose to create the alliance anyhow, creating the Straw Hat Grand Fleet, after Luffy clarified that they are free to do anything they wish. As they sat down and sipped from their sake cups, Sai, Bartolomeo, Leo, Cavendish, Ideo, Orlumbus, and Hajrudin. They then hosted a feast to commemorate their triumph over Doflamingo.


Leo and his crew went back to Dressrosa after obtaining the Vivre Card from Luffy and said goodbye to the Straw Hats. Later, Leo gave them some blueprints. Leo assured the residents that constructing the sculptures of Luffy, Kyros, and Usopp was their main priority as they were doing so.

Leo and his crew were awestruck by the new ship the residents had given them before exploring it. Following their meeting with King Riku, Leo, Bian, and Kabu were given the task of accompanying the Levely.


Levely Arc


Leo and his crew learned about Luffy's exploits at Totto Land as they traveled to the Levely with the Riku Family, and they were pleased with him. He heard Nefertari Vivi and Rebecca talking about Luffy when he got to Mary Geoise and got to know her. After the Levely, he subsequently met up with Sai, another Grand Fleet member who was about to break relations with his nation. Leo then asked Dalton whether he liked Luffy as much as Rebecca did.

Later, Leo and Sai hurried to defend Shirahoshi when Charlos attempted to take her forcibly, but Rob Lucci stopped them. Leo asked Donquixote Mjosgard whether he would be permitted to engage in combat in order to defend Shirahoshi after Mjosgard stopped Charlos and vowed to assist the Neptune Family in any way he could.


Wano Country Arc


Charlos returned to Pangaea Castle on the fourth day of the Levely and used Bartholomew Kuma to retake Shirahoshi. Shirahoshi's brothers were prevented from being attacked by Mjosgard, but Leo and Sai were urged to do so because they were pirates. Charlos was struck in the head by Leo and Sai at the same time, rendering him unconscious.

When Morley of the Revolutionary Army captured the old warlord, Kuma turned to fight them. The Straw Hat Grand Fleet was then proudly introduced by Leo and Sai to the audience.

The Tontatta Pirates stumbled upon a stranded Tartes ship with Pound on board as they were traveling close to Green Bit in their pirate ship. He was then driven to Dressrosa port by the crew.


Personality

Leo has a warrior-like attitude that is appropriate for his position as the supreme commander of his kingdom's armed forces. He strictly follows the laws of his nation, as seen by his demand that Robin give up a weapon or her garments in order to gain her release. The other dwarves in the kingdom also have faith in him to lead them into combat and to provide orders when necessary. Leo is quite skeptical, much like the other dwarfs.


The fact that he misinterprets Princess Mansherry's flirting behavior towards him as selfishness, meanness, and capriciousness shows that he also possesses a funny level of ignorance, as he fails to recognize that it is motivated by her sentiments of fondness for him. Leo was gullible, but he wouldn't accept Trebol's claim that Usopp had misled them about being a hero.


He, like Kin'emon, seems to know little about Devil Fruits, calling Robin's and his powers magic. Leo is also righteous since he did not hesitate to defend Shirahoshi when Charlos sought to enslave her, demonstrating his willingness to challenge a World Noble.

Like all the other dwarfs, Leo is little, with a long, fluffy tail and a sharp snout. He has long brown hair and is dressed in a green hat with a bent peak that resembles a crown. In addition, he's wearing a red tie, beige boots, beige gloves, a green sweater, and goggles.


He frequently carries a gun. Leo wears a dark-colored pirate coat and a headgear with the jolly roger of his crew on it once he decides to become a pirate. On the left side of the hat, there are two feathers. Also in his hands is a cutlass sword.

The sutures are powerful enough to keep a person on the ground motionless. Leo also employs it in battle to tie the enemies together and cause them to collide.


Weapons


Leo uses his Nui Nui power by wearing a pair of needles fastened to his belt. Also utilized as improvised swords are the needles. Leo was seen holding a handgun, which is larger than a bazooka in comparison to his size, although it is unknown if he is skilled enough to use it or even capable of doing so. He has a cutlass now that he's a pirate.


Tontatta Combat


Leo can also use Tontatta Combat, however, it's unclear how skilled he is at it. He was shown using the "Tontatta Tail Hammer" against some of Doflamingo's lieutenants to sneak inside the tower where Sugar was hiding, demonstrating that he is at least capable of using the powerful technique, which can knock a regular human to the ground.

Leo had great regard for Kyros, the Thunder Soldier, and he served as his army's captain. Leo and the other Tontatta dwarves would have been slaves owing to their gullibility if it weren't for Kyros, in his opinion, who gave them hope in their struggle against Doflamingo. Despite being all but forgotten, Leo firmly thought that Kyros would be the only person capable of defeating Doflamingo and accepted the soldier's claim that he was the fabled gladiator.

Leo had known the Rikus since he was a little boy. Leo was very close to both Viola and Scarlett and as a result, Leo would occasionally get into problems with Viola when they were younger and receive reprimands from Doldo. Leo expresses how much he misses Scarlett and how much everyone adores her.


Usopp

Leo worshipped Usopp as the "legendary hero" and thought he would be the one to assist them in finishing Operation SOP. Leo thought Usopp was a descendant of the fabled Mont Blanc Noland. Even though Trebol said Usopp was not a hero and would simply desert them at the first opportunity, Leo supported him by asserting that he was not a coward.


Leo was brokenhearted by Usopp's lies after Trebol cruelly crushed him, but he was affected once again upon watching Usopp announcing that he would become their genuine legendary hero in his battle with Trebol and Sugar. Usopp managed to knock Sugar out and free the toy slaves despite receiving a terrible beating in the process.


Then, after weeping over Usopp's accomplishment, Leo made a promise to make him and Noland a monument as thanks for their work. He also applauded Usopp's success in gaining supporters, which aided the dwarves' efforts to destroy Doflamingo.


Sai

Sai and Leo are close friends and regard each other to be comrades. Sai moved swiftly to support Leo as he attempted to protect Shirahoshi from Charlos. Trebol and Sugar

Leo hates both Trebol and Sugar since they were directly involved in helping to enslave his people and transform the Dressrosans into toys using Sugar's Hobi Hobi no Mi abilities. In order to make Sugar pass out and break her curse, he planned to push a hot spice tobacco ball down her throat. Despite the plot not working out as he thought it would, he and the Dwarves were successful in Operation SOP, which put a stop to Doflamingo's dominion over Dressrosa for good.


Charlos

Despite Saint Charlos being a World Noble, Leo defended Princess Shirahoshi when he attempted to enslave her. Princess Shirahoshi is a buddy of Luffy's. Leo did not think twice to launch a vicious attack on Charlos when he tried to seize the Mermaid Princess once more, almost killing him.
