Vice Admiral Momonga is a member of the Marine Corps. He is the Base Commander of the G-1 Marine Base. Among the five vice admirals who led the Enies Lobby Buster Call was him. He was introduced in episode 302 of the anime.

Momonga was one of the several vice admirals dispatched to capture the Golden Lion Pirates and the Roger Pirates during the Edd War. As fellow admiral Monkey D. Garp persisted in attending even though he was not granted permission, Momonga said that it was understandable considering Gol D. Roger's involvement.
As they were the closest to the location at the time, Momonga and the other vice admirals Onigumo, Doberman, Strawberry, and Yamakaji are unexpectedly called upon by John Giant to spearhead the attack after a Buster Call attack has been ordered on Enies Lobby. They are unaware that the order was the result of an accident involving CP9 Director Spandam, who inadvertently pressed the golden Den Den Mushi, "given" to him by Aokiji, as he was fleeing from the Straw Hat Pirates and their allies.
So, using their cannons, Momonga and his fellow Marines set fire to the entire judicial island. Momonga and the other Marines are unable to eliminate a single Straw Hat despite the fact that the Buster Call attack is able to practically destroy almost everything on the island. Momonga and his fellow Marines are facing a crushing loss after taking out a major World Government base and failing to really harm the intruders who were generating the commotion there.
Momonga and his men took a battleship to the Calm Belt, where Amazon Lily, the home of Warlord of the Sea Boa Hancock, after receiving orders to retrieve her and take her to the mandatory Shichibukai summoning in order to get ready for an attack from Whitebeard should he attempt to rescue the captured Portgas D. Ace from execution.
Momonga and his men anchored in the centre of the Calm Belt and waited for Hancock, aware of the treaty the World Government had with the Kuja of the island, which stated they were not permitted within three kilometres near the island. Although their presence was masked by the Seastone that lined the bottom of their battleship, they were still attacked by a Sea King that not even their guns could stop.
Luckily Momonga was able to defeat the monster ans save his men. They were eventually able to get together with the Kuja Pirates. Momonga and her sisters obeyed the Pirate Empress's instruction to emerge since they were fed up with waiting for Hancock. Momonga told her that Ace was going to be killed at Marineford in a week and that the Marines had ordered her to accompany him since she had answered the summons.
Momonga found out that she had only lied about being a supporter of the World Government at this crucial juncture, so he threatened to revoke her Warlord status unless she complied. Instead of compliance, Momonga and his men received her continued refusal and a taste of her powers; Momonga was able to protect himself from her powers by stabbing himself, but his men were not so fortunate and were turned into stone.
With only himself left, Momonga told Hancock that he would wait for her to come with him for as long as he could; he was determined not to come back empty-handed, so he warned her that after two days, the treaty with the Kuja would be broken if she did not comply by then.
Momonga's patience paid off, and after he and his crew fought off another Sea King, Hancock agreed to accompany him to Marineford, provided they stopped at Impel Down en route. Momonga complied after Hancock got his crew back to normal, and after completing his mission, Momonga and his crew headed to Impel Down, unaware that Monkey D. Luffy was travelling with them.
When they arrived, some of his crew told him they saw pirates they recognised from earlier, but he said it wasn't important and they continued on. When they arrived at Impel Down, the Marines stationed there spotted him and his crew and allowed them to enter. Momonga told Hancock that she had to wear seastone handcuffs and undergo a thorough body check before they could enter because she was still a pirate.
Hancock complied and they entered Impel Down. After meeting Ace, Momonga and Hancock left Impel Down. Zott informed them that Kaidou had tried to attack Whitebeard but Shanks had stopped him. They then headed for Marineford.
Momonga heard Sengoku's speech on Ace's past three hours before to Ace's death. Momonga cut the balls of the Whitebeard Pirates' cannons and got ready to battle. By the time Whitebeard reached the square, Momonga Doberman and the other vice admirals were still standing. Momonga was one of the Marines who stopped Luffy and almost killed him when he managed to get past the barricade and almost reach Ace.
He used his sword to strike Luffy, showcasing his excellent skill in semi-aerial swordplay. When he attempted to attack Luffy once again in the anime, Doma battled him. When Luffy overcame Garp, he was clearly astonished. After Luffy freed his brother, Momonga stood up to Donquixote Doflamingo, who wanted to let them go so they could have more fun.
Momonga was obviously trying to stop them. When Shanks came and called for a truce, Momonga and the other Marines stood down.
At the G-1 base in Marineford, an officer told Momonga that the ‘Straw Hat Pirates’ were getting some new crew members in the Saboady Archipelago. Momonga told his subordinates to call the headquarters quickly and gather all the men as soon as possible.
Momonga's mission is to carry Panz Fry across the Maubeugemour Sea to Impel Down. He first asks the giant why he is on the government's cargo ship, to which Panz Fry responds that he is merely attempting to feed the people from whom the Marines had stolen food to supply the World Nobles' nightly feasts, and that he was forced to do so because the New World had fallen into chaos following Whitebeard's death.
Momonga argues that the pirates, not the Marines, were to blame for the world's imbalance, and the two acknowledge that their opinions are irreconcilable. Zoro defends Momonga, and shortly after the Straw Hat Pirates reappearance and make an attempt to set Panz Fry free. Zoro protects the area from Momonga. A short while later, Panz Fry is attempted to be freed by the Straw Hat Pirates. Zoro manages to repel Momonga's attack on Luffy when he attacks him with a strong struggle.
All of a sudden, Momonga remarks that he knows Shuzo. Shuzo asks him if he is now a vice admiral, saying he didn't know he was on board. Momonga questions Shuzo about his involvement in the pirate raids, to which he brashly admits and declares his intention to chop off Panz Fry's head. Momonga questions him about why he is doing this given that he was formerly a Marine. Shuzo responds that he is doing it out of self-interest.
Shuzo gives Alpacacino the order to murder Panz Fry and declares that he will kill them all there and then. Momonga slices the cannonballs in two just in time to stop Alpacachino's projectiles from reaching Panz Fry. Then, as long as he is in charge of that ship, he will not give in to the Neo Marines' demands, he informs Shuzo. Shuzo is disgusted by Sanji's comment that he seems extremely reasonable for a Marine soldier and labels the Marines as dishonourable. Momonga yells at him to stop talking.
Just as the two are ready to fight, Luffy walks up to them both and challenges them, saying he doesn't give a damn about their disagreement and would do whatever it takes to save Lily's father. When Shuzo and Luffy start fighting, Momonga charges them both and says he won't let them do as they please on his ship. Zoro then intercepts him again and pushes him back. The two start a fierce battle where Zoro uses the 360 Pound Phoenix technique to overwhelm him but pushes the force of the slice away, destroying one of the warships.
Shuzo and Momonga then team up to try to defeat the Straw Hats. A Thrust Up Stream charges beneath the raft and blows it apart, ending the three-person battle as the Straw Hats escape with the prisoner. Later, Momonga is seen with his remaining crew on a capsized warship. Shuzo returns from his sub to finish their fight. After a last struggle that ends with the destruction of the overturned ship, Shuzo emerges into his sub to continue the fight. It's unclear how the fight will turn out.
Even after, Shuzo may be seen going back to his ship, suggesting that he had defeated Momonga. Momonga berates Shuzo for dragging the Marines into their personal vendetta against pirates and announces he is being sent to Impel Down. Shuzo tells Momonga he'll never talk no matter how much he is tortured and demands he kill him now while they are still in the New World.
After the Straw Hat Pirates beat Shuzo and his surviving warriors, Momonga pursues and captures him. Shuzo wonders how he discovered him, shocked that he survived their struggle. Momonga informs him that he pulled off the same ruse as the Straw Hats. He used a technique he had acquired from a tutor a long time ago to track pirates by placing a Vivre Card on Panz Fry. He declares that Shuzo is going to be sent to Impel Down and chastises him for involving the Marines in their personal feud with the pirates.
Shuzo asks that he murder him right away while they are still in the New World, telling him he will never speak no matter how long he is tortured. Momonga informs him that the law has the final say on the matter and that's how the Marine's Justice operates.
Momonga was seen in the New Marineford when the Marines interrupted a call between Big Mom and Kaido.
Momonga was the admiral who left for the Buster Call operation against Delta Island and fought pirates on land.
When Uta organised her concert on Elegia Momonga was also present during the concert.
Momonga takes things seriously as he is determined to finish any task at hand. Though he seems earnest in his care for his subordinates' well-being, it is unclear what kind of "justice" he adheres to at this point. He does, however, occasionally become irritated by their incapacity, as demonstrated by the fact that they were readily seduced by Hancock. Considering that he quickly discovered how to neutralize Boa Hancock's Mero Mero Mellow beam, it would appear that he is instinctual.
He is not immune to her beauty entirely, but he is strong enough to resist being utterly enthralled with her. Momonga also seems to value manners and decency, as evidenced by his rapid disgust at the heinous actions of numerous vile Level 6 prisoners in Impel Down. Upon seeing Boa Hancock, many of them started yelling and hooting, and they said inappropriate things to Magellan that he found to be extremely vulgar and undignified.
Momonga is a guy with a dark red mustache and a black mohawk. Like Kizaru, he is dressed in the traditional marine uniform, which consists of a pinstripe suit in purple and white with a coat thrown over his shoulders. He has a light blue tie and a dark blue shirt on underneath his coat. He has a really well-built body and is relatively tall. He always has a katana with him, which he wears either on his shoulder or fastened to his right hip.
He had never developed a mustache and wore a naval hat in his childhood. Momonga looked exactly the same twenty-seven years ago but for a considerably thinner and longer mustache and a different, forward-pointing mohawk arrangement.
As a vice admiral in the Marines, Momonga has command over many subordinates and lower-ranking personnel, and he is able to carry out a Buster Call with the backing of four other vice admirals. Momonga possesses reasonable physical and mental skills. In the process of waiting to "collect" Hancock, he murders a Sea King from within.
Similar to how he used pain to stop the lust that turned the rest of his crew into stone, he is also able to stop Hancock's Devil Fruit talents by severing his hand with a knife. Hancock said that his background shielded him from her power's influence. Additionally, Momonga warns Hancock that he is still deadly even in the absence of his troops.
A Sea King, which is resilient enough to withstand bullets and cannonballs without suffering any harm, was quickly defeated by Momonga, demonstrating his extraordinary strength. Momonga is also incredibly nimble, as seen by how quickly he killed the Sea King after diving through its mouth and into its guts. Given that he easily stabbed his own hand to fend off Hancock's petrification powers, he obviously had a high pain tolerance.
Momonga is proficient in at least two Rokushiki methods. He appears to be using Soru and Geppo against Monkey D. Luffy during the Marineford Summit War.
Momonga proved to be an extremely skilled and dangerous swordsman when he killed a Sea King by striking it in the abdomen with his blade. He may be seen using his Rokushiki methods to wield a sword. In the anime, he was able to dispatch Panz Fry with a single blow and slice straight through his enormous metal soup ladle.
Momonga appears to be left-handed or ambidextrous based on the katana he carries about, which has an octofoil tsuba styled like a flower with a brown hilt wrapped around it. Additionally, he possesses a tanto, which he used to hurt himself in order to keep himself from becoming scared by Hancock's Mero Mero no Mi.
Momonga can use Haki, just like any other vice admiral. He is skilled at using both Kenbunshoku and Busoshoku Haki.
