Vice Admiral Monkey D. Garp is a very powerful and well-known Marine, who was born in Goa Kingdom situated at East Blue. He is the father of Monkey D. Dragon, the adoptive grandpa of Portgas D. Ace, and the paternal grandfather of Monkey D. Luffy. Along with Kong, Sengoku, Shiki, Silvers Rayleigh, Tsuru, and Whitebeard, Garp is one of the prominent personalities during the era when Gol D. Roger, the "Pirate King," was still alive.
His acts during the God Valley Incident earned him the title of Hero of the Marines, and his accomplishments as a Marine soldier were greeted with great fame and acclaim. Throughout his career, Garp received multiple offers to be promoted to Admiral but rejected them all. After the war and Ace's passing, he continued to hold the position of vice admiral, which is unknown to the general public.
He is currently responsible for training the new Marine recruits. The Pirate King asked Garp to care for his then-unborn child before Roger was put to death. Garp witnessed the birth of Ace and Rouge's subsequent demise.
Per Roger's final request, Garp brought Ace to Dawn Island so Dadan could raise him. Before turning them up to the Dadan Family, he observed Ace's birth and raised a young Luffy.

Monkey D. Garp was born in the Goa Kingdom situated at East Blue, where together with Tsuru and Sengoku, he enlisted in the Marines 56 years ago at the age of 22. At 23, Garp married an unidentified woman, and they had a kid they named Monkey D. Dragon. Garp progressed through the Marines' ranks throughout time, ultimately rising to the position of Vice Admiral.
He defeated Rocks D. Xebec in God Valley 38 years ago, earning the title "Hero of the Marines" during the "Era of Rocks" by working with Gol D. Roger. However, because of his humiliation over the incident, Garp rarely talks about the God Valley Incident. As part of his duty at this time, Garp also pursued other pirates like Shakuyaku.
He rose to fame by repeatedly circling and beating the late Gol D. Roger, the Pirate King. The Pirate King asked Garp to look after his unborn child before Roger was put to death because he believed the infant shouldn't be labelled a criminal simply because they were born pirates.
Early in Luffy's life, Garp trained him to become a powerful Marine. To make him stronger, Luffy was dropped into valleys, left alone in dangerous woodlands, and strapped to balloons above great heights. He then turned over control of Luffy to Dadan.
Dadan complied even though she didn't want to care for one more of Garp's kids. Garp grew enraged when Dadan expressed her unhappiness with his carelessness in looking after them alone, forcing her to immediately retract her remarks. During his visits, he frequently had "training sessions" with Ace, Luffy, and occasionally Sabo. Currently, Garp is an instructor to the young trainee recruits in the Marines.
The oddball but kind Garp is devoted to his criminal family and the Marine Headquarters, where he has worked for years. He behaves similarly to his grandchild and is noisy, unruly, and spirited. He can be forgetful and has a tendency to nap while talking. Like many One Piece characters, he has a distinctive laugh, either a Bwahaha or a Wahaha.
In contrast to many Marines, Garp does not think that a person's destiny is determined by their family. Similarly, he does not believe that being classified as a criminal always makes one a horrible person. Even though Garp intended his grandsons to join the Marines, he gave custody of them to a mountain bandit whom he had refused to hand over to authorities.
Garp doesn't mind beating kids to convey a point since he believes that subjecting kids to hardships will ultimately make them strong. Despite this, Garp is a supportive person. He passionately values his independence and family, frequently to the point where he bends the laws to uphold these principles. However, he would ultimately obey Marine HQ's strictest instructions during dire circumstances.
In Sengoku's opinion, Garp has a moral code to uphold, which is the main reason why he repeatedly declined to be promoted to the rank of Admiral. Like Luffy, Garp is brutally honest and direct while interacting with others. He doesn't hesitate to say that the Celestial Dragons are filthy scum. He didn't want to be their underling, which is why he declined to become an admiral. Garp frequently takes off his Marine coat or suit jacket when he is getting ready to fight. Like his grandson, he enjoys eating a lot, especially doughnuts, rice crackers, and pork.
Garp is a tall, muscular older man with a big chest. He has a scar above his left eye and a beard. His eyes are blue, and his hair is grey in the anime but white in the manga. He also wears unique shoulder pads. Garp first appeared with a dog mask on to conceal his role as Luffy's grandfather. He was spotted without the disguise when their relationship was revealed but his appearance has largely remained the same after the time skip.
Garp had two black stripes on his epaulettes during the Battle of Edd War; they expanded to three during his appearance at Water 7; and four by the time of the Marineford War. Garp frequently dons sandals, a red tropical shirt, and light-coloured shorts while at home or on vacation.
He will occasionally wear this shirt with black trousers and boots. During his early years, when he visited Dadan, he sometimes did so without his Marine cape and donned his official black uniform.
Garp resembled Luffy as a child and young man but he was more muscular than his grandson. When he was younger, he had light brown hair, shorts and a tropical button shirt, and he carried a pipe staff. When Garp was a little boy, he had a scar above his left eye.
Garp's hair was all black, and he didn't have a goatee 38 years ago. He was dressed in a crimson tie and a white dress shirt. He had a beard and black hair thirty years ago. He donned a dark suit, a black tie, and an undershirt with orange stripes. Twenty-four years ago, Garp's sideburns and goatee were beginning to turn white, but his hair and beard were still all black. He sported a white shirt, a crimson tie, and a dark double-breasted suit.
Garp is a living legend and one of the all-time strongest marines. Together with Roger, he fought and defeated the Rocks Pirates, one of the most powerful pirate groups in history, which included Rocks D. Xebec, Roger's most formidable foe; Edward Newgate, Charlotte Linlin, and Kaidou; three future Emperors; and other notable pirates like Shiki the Golden Lion. Garp was honoured to be a Marine Hero for this outstanding deed.
In his prime, he was renowned for repeatedly cornering Gol D. Roger, becoming one of the few individuals capable of taking on the Pirate King. In fact, Roger claimed that throughout their conflicts, he and Garp nearly murdered one another numerous times. Garp was repeatedly offered the title of admiral because of his extraordinary fame and authority, but he declined each time.
Another example of Garp's incredible strength is when he used a single punch to defeat and almost kill Don Chinjao. As a result, he was given the nickname "Garp the Fist." Chinjao claimed that Garp was regarded as the "Devil" by every single pirate during the time. Garp's ability to counter and shatter Chinjao's Busoushoku Haki-enhanced drill-shaped head 30 years ago demonstrated his superior mastery over Chinjao, who is also an accomplished Busoshoku Haki user.
He can also use the more sophisticated technique of producing Busoshoku Haki from his hands, which enables him to attack opponents without coming into direct contact.

Despite being a Marine and devoted to the World Government, Garp despises the World Nobles and declined the rank of admiral because it would have put him in their direct line of authority. The World Nobles did not expel him for his rebellious nature because of his fame and accomplishments.

Garp raised his grandson Luffy and has high expectations for him. He gets angry at his most minor error, even if his mistakes are occasionally no better. Garp took in Ace after Gol D. Roger asked him to look after his son. Garp initially believed that adopting Ace was a ridiculous concept, but he eventually gave in to Roger's last request after the pirate king pointed out that after several conflicts, he trusted him as much as a buddy.
He cried for his grandson as he was about to be beheaded for being a pirate. He fervently questioned why he could not have been a Marine, demonstrating how much he felt for him. In fact, Garp said that if Sengoku hadn't restrained him, he would have killed Akainu in retaliation.
When Ace was a baby, Garp frequently visited the village on his vacation to cheer him up by making goofy faces. Garp would occasionally see Luffy, Sabo, and Ace when they got along well and train them by beating them up and clearing out most of the forest.
Like Luffy, Garp had great hopes for Ace to be a formidable Marine and was upset that he decided to pursue piracy. With the restless blood of their fathers coursing through them, Ace resisted the notion that he and his younger brother could ever have been Marines.
Garp cornered Gol D. Roger numerous times when he was still alive. Except for the Rocks Pirates, they have a lengthy history of conflict. Roger only thought Sengoku and Garp were worth his time. Roger eventually grew to view Garp as much of a friend as the rest of his crew due to their many disagreements.
Garp also had some respect for Roger because, in addition to protecting Ace, he also expressed disappointment over Ace's choice to deny Roger his father's role. Additionally, Garp wanted Ace to feel proud of his biological father even though he had initially hoped to turn Ace into a Marine rather than a pirate like Roger. However, in the end, Garp was also unsuccessful in achieving this goal.
Even though Garp was four years older than Whitebeard and thus more in the same age range as him, Whitebeard respected him and recognised his strength when he called him by his real name rather than "brat" like Crocodile, Akainu, Aokiji, Kizaru, Shanks, and many others did.
In the past, Garp and Chinjao engaged in several conflicts. After practising by levelling eight mountains with his fists, Garp successfully damaged Chinjao's head in a fight, denying the latter access to all his hidden treasures.
As a result, Chinjao harboured animosity towards Garp for more than 30 years, including all of his offspring. When Garp's grandson, Luffy, gave him a severe hit to the head that restored it to its former glory, Chinjao let go of his resentment and forgave him.
Garp holds a vendetta against Shanks because he thinks Shanks is to blame for his grandson's decision to become a pirate. Garp was angry, but he didn't stop Shanks from burying his late grandson Ace in a decent grave after he asked for one.
Rocks was his rival before Roger's time. To end his reign of terror, a conflict at God Valley compelled Garp and Roger to work together.
Kuzan's former Marines mentor, Garp, was their leader. He is grateful to Garp for saving his life in a particular occurrence. Kuzan is impressed that Garp declined multiple promotions.
