One of the Tobiroppo, the most powerful Shinuchi of the Beasts Pirates, is Page One. He is the younger brother of Ulti, a fellow Tobiroppo. He serves as a supporting enemy in the Wano Country Arc as a result of his deeds and character.

On the Grand Line, Page One was born. 2 years later his sister Ulti was born and the two had been adopted by Kaidou, who was acquainted with the siblings' father and joined the Beasts Pirates. Ulti ultimately got Kaidou to give her two Devil Fruits, one for Page One and one for herself. This allowed them to live in Kaidou's crew, where only the strong can survive and the weak get eaten. Both siblings eventually adopted the name Tobiroppo.
To kill "Sangoro," the proprietor of a soba stall in the Flower Capital, Queen dispatched Page One and colleague Tobiroppo X Drake there. Page One went on a rampage in his full spinosaurus form, destroying a number of soba stalls in the process. This ultimately forced Sanji to approach him and confront him, which prompted Page One to summon his allies to the scene. Sanji put on his Raid Suit and announced himself as "Osoba-mask". The chef kicked Page One in the stomach, causing him to fall into a building, as Page One tried to chomp down on Sanji while he was invisible. Sanji's opposing kick was defeated by Page One's tremendous arm swipe as he transformed into his hybrid form and attacked Sanji, sending the latter flying through many structures.
Page One prepared to carry his enemy to Kyoshiro, believing the enemy to be dead, but Sanji unexpectedly descended from the sky and attacked him, causing a massive explosion. Sanji eventually managed to avoid capture and leave the Flower Capital. Page One and the rest of the Tobiroppo landed in Onigashima on the day of the most recent Fire Festival. While waiting for their appointment with the governor-general, they quarreled as they sat down at Kaidou's castle. The six were then brought inside Kaidou's castle, where they were given the task of locating his son Yamato. If they were successful, Kaidou promised to let them face one of the All-Stars for their position.
Ulti tagged along with Page One and forced him to carry her when she tired as they searched the palace for Yamato. After falling down a flight of stairs, they came across Monkey D. Luffy. Page One changed into a spinosaurus during the subsequent battle and was shot in the lower mouth by Luffy's Elephant Gun, while Ulti was knocked out cold by Yamato, who appeared out of nowhere. Following the aforementioned altercation, Page One sought medical attention for Ulti and attempted to shake her awake.
Page One abandoned her to pursue Yamato and Luffy once she awakened and demonstrated that she was okay. But before he could catch up with them, they vanished. After the Ninja-Pirate-Mink-Samurai Alliance had fully commenced hostilities inside the Skull Dome, King called Page One and Ulti to inform them that the Tobiroppo's challenge for a chance to face the All-Stars had been canceled and that they were now responsible for preventing the enemy alliance from reaching the dome's roof, where Kaidou was engaged in combat. Page One was perplexed as to why Drake had put down a Number there when Page One and Ulti eventually arrived at the Live Floor of the Golden Kagura.
After that, the siblings assaulted the samurai who were trying to prevent the siblings from reaching Luffy, who Page One stated would not reach Kaidou the same way he had before. When Usopp struck Page One with a Dokuro Bakuhatsu while hiding behind Nami, he and Ulti then started after the two Straw Hats. Eventually, a fight broke out, and Usopp's Pop Green strikes were easily defended against by Page One (who had once more changed) and Ulti. The rival brothers managed to restrain both Usopp and Nami, but unexpectedly, the komainu Komachiyo, mounted by the little girl Tama, prevented Ulti from killing Nami. This is something Page One took notice of. The baboon Hihimaru started attacking Page One and Ulti as Nami and Usopp were being assisted to flee on the komainu, with Page One biting onto the katana the beast was brandishing.
Immediately after defeating the baboon, the siblings burst over a castle wall in search of the two freed Straw Hats. They were both completely changed dinosaurs by this point. Eventually, they did locate them, and in continuing the pursuit, they arrived at the Right-Brain Tower where Sasaki was engaged in battle with Franky. Sasaki was loudly told by Page One of the Straw Hats' use of Tama's capacity to manipulate Gifters in large numbers into joining their side and betraying the Beasts Pirates. Then, when Ulti was struck by one of Nami's lightning bolt assaults, he responded anxiously. Page One persisted in chasing Tama's party until they reached the second story of Kaidou's castle. Here, in his Human-Beast Form, he was able to get closer to Komachiyo and hold on to its tail. Page One resisted all of Usopp and Nami's attacks on various body parts as they desperately tried to knock him off.
Usopp then made the decision to deploy some explosive Pop Greens, which worked to knock Page One off Komachiyo. However, the Tobiroppo was somewhat unaffected and continued to pursue Usopp while cursing him. As he prepared a biting attack in his full Beast Form, Page One discovered Big Mom was with Tama's gang and asked the Emperor to block their path. Page One was punched in the neck by Big Mom, who was upset that Okobore Town had been destroyed by the Beasts Pirates, and was knocked to the ground and rendered unconscious. Ulti's and Page One's defeats were subsequently verified and unintentionally broadcast over the island by Bao Huang.
Around peers and superiors, Page One often exhibits a somewhat serious and restricted, though slightly humble, demeanor. He is determined to follow objectives with a single-minded and no-nonsense attitude while refraining from responding to insults hurled at him by his fellow Tobiroppo. He is frequently the first to become irritated by his sister Ulti's behavior, especially if it escalates into disdain for higher authority. He also becomes annoyed by her immature demonstrations of adoration for him. However, Page One has complete confidence in his abilities during battle, if not a tendency for pride. He has also been observed to have a wilder, more thuggish side.
He has no objections to a strong pirate like him being dispatched to deal with such a situation since he thinks that anyone revolting against the government of Wano should be made an example of. He was ready to smash and eat the contents of other unconnected food stalls in the Flower Capital, forcing their owners to shout for the offender to appear if they wanted the damage to stop, all for the sake of finding a single stubborn food seller in Sanji. While doing so, the man displayed some greed by eating too much soba noodles from the stores he had mistakenly attacked and at one point choosing to attack a fruit store just because he was craving fruit. Page One questioned whether the Raid Suit's canister was made of canned goods while Sanji was getting ready to use it.
Page One is a young, fair-skinned man of medium height with purple hair styled in a sidecut that is maintained long on the right side of his head and sweeps down to his collarbone on the left. He possesses a pair of short, upward-curving horns on the sides of his head, along with sharp, angular emerald eyes set behind slightly thick, hairless brow ridges. His name is inscribed frontally on his upper torso in block capitals with a right-to-left slant upward. The "P" is on his right bicep, "AGE" is across his chest, and the "1" is on his left deltopectoral groove. Page One, like his sister, dons a mask that covers his lower face up to the nose and is divided into a white (right) and black (left) half.
He also wears a laterally horned bucket hat that matches the horns beneath and is bicolored, with white on the right and green on the left. The man wears a nearly ankle-length cloak that is kept closed by a single yellow cord below its upright collar and is light purple on the interior with a darker purple hem. He is covered with a cloak and a white shirt with long sleeves that are cuffed, a point collar, and a gray necktie. Grey (or black, depending on the manga) tight-fitting gloves are maintained on his hands. A green stomach wrap (dark blue in the manga) that is frontally fastened together by brown, double-crisscrossed lacing hangs over his waist.
Page One, one of the Tobiroppo, is a powerful member of the Beast Pirates, second only to Kaidou himself and the All-Stars. Page One, despite his youth, is one of the six Shinuchi with the highest combat skills, as seen by his high bounty of 290,000,000 berries. He was able to fight off a Raid Suit-clad Sanji for a while until he and Ulti easily dispatched Nami and Usopp. He was absolutely no match for someone as powerful as Big Mom, who dispatched him with a single blow imbued with Haoshoku Haki.

The user of this devil fruit may not be able to battle indoors in its full form because it was not designed to accommodate their abilities. Page One uses his devil fruit abilities in battle. He is a simple fighter and uses his claws and tails when he transforms into a beast. He can utilize slashes and cling to objects that are larger than him while he is in his hybrid form. He is also capable of making long jumps.
Page One has the ability to use Kenbunshoku Haki, and because of this, he was able to detect Luffy's continued consciousness during a headbutting altercation with his sister.
Page One is also capable of using Busoshoku Haki.
Page One and Ulti are siblings. Being two years younger than Ulti, Page One refers to her as "elder brother" whereas Ulti affectionately calls him "Pay-tan." Page One and Ulti appear to be good friends, but Page One is frequently irritated by Ulti's capricious, childishly violent behavior towards their crewmates, especially if it shows disdain for superiors like Kaidou. Ulti may also be aggressive with Page One, as shown when he tries to control her behavior and Ulti snaps at him for telling her what to do. Page One also finds his sister's possessive and excessively protective behavior towards him annoying, consistently rejecting her pleas for attention because she seems more bonded to Page One than the other way around. The result is that Ulti's attitude towards her brother might fluctuate from being encouraging and affectionate to being demanding and harsh to plain hostile.
For instance, Ulti followed her brother as they were looking for Yamato, even grabbing hold of him and forcing him to give her a piggyback ride while disregarding his cries for her to leave him alone. Page One typically ignores Ulti's attention-seeking or tells her to help herself when she asks for Page One's attention or help during a battle even when she does not actually need it. In spite of his irritation at Ulti's actions, Page One does care about his sister. He expresses worry anytime she appears to be gravely harmed and even requests medical attention for her after Yamato knocks her down. Since Kaidou's sister took both her own and Page One's fruit to make the two of them stronger and enable them to live among the Beast Pirates, it was Ulti who first provided Page One with his Devil Fruit.
Page One does not appear to have a special hatred against the All-Stars or a tendency to disobey their commands, but he did participate quite fervently in Kaidou's challenge to be granted the chance to compete against an All-Star for his position. Even yet, Page One's relationship with some of the people mentioned above appears to be strained since they think less of him. For example, Sasaki once disparaged his talents while mockingly referring to him by Ulti's nickname, while Who's-Who and King called both of his brothers brats.
Kaidou adopted Page One and Ulti when their father passed away and took care of them both. Page One appears to be loyal to Kaidou and respectful of him. He is deeply appalled by his sister's shamelessly casual, if not occasionally nasty, behavior towards him.
