Pekkori is the ruler of Harahettania, often known as the Land of Poverty, which is located on Namakura Island in the Grand Line. Even though he and his followers were actually aiming to call the devil, he observed the process that "summoned" Brook.

Pekkori welcomed Brook when he showed up, believing he had successfully called the Devil.
He and the other villagers did nothing when the Longarms kidnapped a young woman. He afterward saw Brook writing a song.
He appears to be immensely devoted to his people since he will use any means required to preserve them, including calling forth Satan. He does, however, have a darker side as shown by his willingness to use the longarms as a bargaining chip.
Pekkori is a middle-aged man who is seen wearing sunglasses even when he’s inside or it's raining. He has a shaved beard and a face that is rather rectangular in form.
He is seen wearing a robe similar to the ones worn by the other cultists, a black cap with an embalmed goat on it, and a ram-shaped hat over his hood. He also wears a necklace made of light-green beads and what appear to be animal teeth as well as a crimson, thin ribbon wound around his waist with a knot on the front.
As the ruler of Harahettania, Pekkori holds authority over the people there. He was seen fighting the Longarms raiders with a spear among the other cultists.
