Rob Lucci in One Piece


Rob Lucci is a member of CP0 and a Cypher Pol agent for the World Government. He was first introduced as a member of CP9, widely regarded as the assassin unit's all-time strongest member. He was working undercover for the Galley-La Company's Dock 1 in Water 7 as a sawyer, treenail, and bolt specialist to get the Pluton designs from Iceburg.


Spandam fired Lucci from CP9 after Monkey D. Luffy defeated him at Enies Lobby and blamed him and the other assassins for the Straw Hats' destruction of Enies Lobby. However, he succeeded in getting reinstated into Cypher Pol as a member of CP0 within the following two years, this time as Spandam's superior.


22 years before the start of the series, a 6-year-old Rob Lucci, an 8-year-old Blueno, and a 13-year-old Jabra trained in the Rokushiki technique and in assassination with the other CP9 hopeful on Guanhao around the time of Roger's execution. They worked hard to become "stronger than justice."

Rob Lucci’s Personality


Almost entirely sociopathic and immoral of everything around him, Lucci gives the impression of being a cool, detached, and calm Cypher Pol operative. Lucci bases his view of justice on his personal philosophy, according to which anything or anyone opposing the interests of the World Government should be eliminated but is also bad simply by virtue of being so. He specifically stated that he would uphold Absolute Justice in the form of "Dark Justice" practiced by CP9, with "Necessary Evil" as his guiding principle.



He is prepared to go to great lengths to achieve his assigned duty by whatever means necessary because he believes that CP9's right to kill is legitimate and that they are not required to uphold Spandam's beliefs as long as they successfully execute their tasks. Additionally, he finds it offensive when those around him display weakness. He even went so far as to kill a new employee, apparently for being weak. He regards everyone who exhibits vulnerability as being no better than a criminal.


However, despite his harsh conduct, Lucci is anything but indifferent or impervious to provocation. His expressionless face misrepresents a man of immense pride and arrogance, and a man of terrible bloodlust. He admitted that his motivation for joining the World Government, which dates back to his early years when he was to be able to lawfully kill people.



Lucci's personality has essentially remained the same after the time skip. He still looks forward to the possibility of bloodshed. He is a classic sadist who is extremely brutal both in and out of battle. He appears to enjoy and enjoy causing others' physical and emotional suffering. He is only genuinely pleased during these occasions and when he expects a battle. He frequently taunts and demoralizes his rivals. He behaves more like a ferocious animal when in his complete beast form (when using his Devil Fruit abilities).


Finally, despite appearing modest at first, it is evident that the title of being the strongest in CP9 history has given him a case of arrogance, and he takes great pleasure in exhibiting his dominance over others. Rob Lucci’s Appearance


Rob Lucci is a tall, muscular man with arched eyebrows and a closely-shaven goatee. He wears his black, shoulder-length hair occasionally in a ponytail. Hattori, his pet pigeon, is typically straddled peacefully on his right shoulder when not engaged in battle. He has five cannonball scars in the shape of the World Government sign on his back and a tattoo of a crossed-out square on each upper arm.



Until he lost it during his battle with Luffy, he was wearing a huge black top hat with a sepia band. He was dressed as a shipwright, wearing brown trousers, caramel braces, a white tank top, and black toe cap shoes. He was dressed as an assassin in a two-piece black suit with customarily rolled-up sleeves, black leather shoes, a white tie, and a handkerchief tucked inside the chest pocket.



He is dressed in a blue-and-white suit with a white coat slung over his shoulders after the time skip. Along with lengthening, his beard now has a little ball at the end. He sports a straightforward mask that covers the top half of his face and has marks beneath the eyes like a CP0 agent.


Upon a fan's request, a young Lucci is depicted by Oda with the kanji for "peace" written on his chest, which may imply that the branch he is holding is an olive branch in homage to the kind of branch borne by white doves (in this case, Hattori) as a sign of peace.


When the anime depicted Lucci's earlier events, he was also shown to be an adolescent. While intended to be him, the two depictions of Lucci have different artistic approaches, mainly because Oda's version was created after the anime had already portrayed him and not only because they depict him at two different ages. Oda briefly showed the thirteen-year-old Lucci's silhouette from the back; this is probably where the character's appearance in anime came from.

When he was 13 years old, Lucci was already well known for being an extremely skilled mass murderer, having slain 500 troops from a kingdom and a pirate crew by himself. Rob Lucci had grown up to be by far the most powerful agent in CP9 history.


Since his first defeat by Luffy, Lucci has gained strength and is now a member of CP0, which is regarded as the most elite and powerful of the Cypher Pols. He also holds a leadership position inside CP0, regularly providing other members directives and instructions. Without using his Devil Fruit abilities, Lucci engaged him in a fair fight in which he even slightly outperformed by landing more blows.


Along with his extraordinary superhuman abilities, Lucci is knowledgeable and cunning. He became a master carpenter in just 5 years while spying on his "boss" Iceburg (whom CP9 believed to have the Ancient Weapon Pluton's blueprints). Even when it was discovered that Iceburg was not the culprit, Lucci quickly determined the next most likely candidate (Franky) based only on their childhood friendship.



Being a skilled tactician, Lucci was able to nearly single-handedly defeat the Straw Hat Pirates (aside from Luffy, with whom he was engaged in combat), by comprehending the layout of his surroundings and firing a well-aimed "Rankyaku" through a stone wall, to fill the Tower of Justice's ground floor and all of its secret underground passageways with seawater. They wouldn't have survived if Kokoro and her mermaid origins hadn't disappeared out of the blue.


After using it for a few minutes, he rapidly examined the workings of Luffy's Gear 2 technique, describing them to the rubber man and claiming that such bodily pressure would shorten his life by years. He has a lot of potential for it if, in just five years, he could equal the talents of the Galley La carpenters, who spend their entire lives honing their profession.


Devil Fruit

Lucci consumed the Neko Neko no Mi, Model: Leopard, a Zoan-style Devil Fruit that allows him to transform into a full leopard or a large leopard-human hybrid at will. Rokushiki

Lucci, who has created more potent variants of the other forms, possesses the best mastery of Rokushiki inside CP9. Rankyaku: Gaicho, which could pierce through the iron hull of a Marine battleship, and Tobu Shigan: Bachi, which could pierce Luffy's rubber body with just a flick of compressed air, were two improved versions of Rokushiki that Lucci was able to use by the time he was an adult thanks to his extraordinary skill in the martial art and his Devil Fruit abilities.



A simple Rankyaku in his hybrid form was sufficient to cut through the Galley-La Headquarters and bring down most of the structure. Most notably, he used Rokuogan, the sixth Rokushiki concealed technique. With his total command of Rokushiki and Devil Fruit power, Lucci proved to be a formidable and frightening enemy.


Seimei Kikan

Lucci can perform Seimei Kikan, similar to Kumadori, to change his body into forms that enhance his skills in a particular Rokushiki ability. Only the Kami-e shape has been seen, which reduces his man-beast shape to a size more akin to a typical man.


Carpentry

During his mission on Water 7, Lucci worked as a shipwright, which indicates that he has some carpentry abilities and an understanding of ships. He was an expert in treenails and bolts and a sawyer.

Hattori



Hattori and Lucci have been friends since they were young. Despite Lucci's famed reputation as a mass murderer, they are the closest friends. The pigeon has shown his loyalty and lack of fear of Lucci by being at his master's side during risky circumstances like the Buster Call.


CP9

Except for Spandam, he has known the other members of the CP9 team since they were children. However, he rarely shows compassion for them beyond his typical arrogance and superiority. The main members of CP9 (apart from Spandam) sincerely care about Lucci despite his frigid image as a mass murderer.



His and Jabra's contrasting Zoan fruit forms were the most overt manifestation of their intense hatred. Nero, the newest member of CP9, was likewise disliked by him; he claimed that his demise was inevitable given his incapacity to use the entire repertoire of Rokushiki moves. After Franky defeated him, he even decided to murder him.


Spandam

Even though he views Spandam as a complete coward, Lucci never questioned the man's status as his superior. He did, however, seem to have some hatred for Spandam. Lucci was regarded by Spandam as the most vital member of Cypher Pol 9 in the group's history because of his strength, which was shared by the group.



Their dynamic would change after the destruction of Enies Lobby, which Spandam had Lucci and his fellow former subordinates blame for covering up his own error. Despite working for the World Government, Lucci has little regard for the Marines and is willing to sacrifice its soldiers to accomplish his purposes.


World Nobles

Lucci is completely faithful to the World Nobles despite their heinous oppression and believes that because they are gods, they have the right to do whatever they like, including enslaving princesses or assassinating kings.

Straw Hat Pirates

Along with other members of CP9, Lucci was Nico Robin's main foe. However, Lucci was particularly keen on detaining her. Lucci was horrified to witness Franky destroy Pluton's blueprints, ending his five-year endeavor. Lucci turned Captain Monkey D. Luffy of the Straw Hats into a personal foe, and the two got into a violent conflict in the Enies Lobby tower.



The other Straw Hat Pirates know Rob Lucci's strength and potential for harm. They admitted that many of them would have perished if the assassin had not been diverted at Enies Lobby by Luffy. The Weakling Trio is still scared of Rob Lucci after two years.


When Luffy and Lucci finally faced off after a two-year gap, Luffy urged the agent not to battle because the young pirate was much stronger than him. The CP0 agent was twice defeated by the young Emperor, who outperformed Lucci in strength and speed. Luffy always called Lucci by the moniker "pigeon guy."


Iceburg

After being pursued by government officials for the Pluton plans for years, Iceburg was discreetly targeted by the Cypher Pol's most potent divisions. Four CP9 agents secretly entered Water 7 and took the appearance of regular citizens. A few even gained access to his inner circle of trusted associates.


The authorities continued to think that Iceburg owned the plans because this was done covertly. As a result, he was constantly bothered by officials who came to ask him to turn over the plans. After Tom's passing, Iceburg held the Pluton plans for four years. After those four years, he handed them secretly to Cutty Flam, a man he believed to have passed away.


Paulie

Lucci acted as Paulie's companion throughout his five years of covert labor as a shipwright for Iceburg. Despite Lucci's efforts to constrain Paulie's gambling habit, the two appeared close. However, when CP9 eventually made their move and revealed themselves, Lucci told them that their five-year friendship was an act and savagely beat Paulie while dismissing his assertion that he still believed they were friends.


Candy Pirates

During one of their raids, the crew entered St. Poplar. While the other members of CP9 attacked the captain's crew, Rob Lucci attacked the captain. The citizens revolted that Lucci had gone too far in the attack and started demonstrating "excessive justice" against their captain by stepping on the pirate's skull.


Stussy

Stussy is a former CP0 agent who worked with Lucci. When it was discovered that she was a spy for Dr. Vegapunk, she betrayed him and Kaku and put them both to sleep. Even in the end, Lucci will never forget Stussy's betrayal and is preparing to assassinate her someday.
