Scopper Gaban used to be a member of the Roger Pirates. This was the infamous crew led by the Pirate King Gol D. Roger.
This character has not been seen a lot in the series and is known to have made very rare appearances. He is seen in the fight he had against Rayleigh.

Twenty-seven years ago, in the sea known as the Edd War, Gaban was there with the rest of the Roger Pirates when Shiki, the leader of the Golden Lion Pirates, challenged them. Shiki threatened to destroy the Roger Pirates with his fleet if they refused to establish an alliance with him to rule the globe. While everything was happening, Gaban did his best to calm Buggy, who wanted to give himself over to Shiki, but Roger ultimately rejected the partnership, leading to an epic fight in which the whole crew, including Gaban, engaged in combat.
Fortunately, fortune was on the side of the Roger Pirates since, during the conflict, a huge storm developed and sank half of Shiki's fleet, giving the Roger Pirates the upper hand. The Battle of Edd War came to be the name given to this incident.
The Roger Pirates were making a scene on an island some 26 years ago. They discovered that the Whitebeard Pirates had a dock on the opposite side of the island after beating several Marines. Kozuki Oden then confronted the Roger Pirates. Oden was about to engage Gaban and Silvers Rayleigh in combat when Gol D. Roger rushed in and slew him with a single slash.
Three days and three nights of battle between the Whitebeard and Roger pirates were followed by a gift-exchanging ceremony. Later, Oden and his family as well as Inuarashi and Nekomamushi joined the Roger Pirates. The Roger Pirates once paid a visit to Skypiea. The group traveled to Water 7, Tequila Wolf, the Sabaody Archipelago, and Fish-Man Island after departing Skypiea. Later, they went back to Wano Country, leaving Toki, Momonosuke, Hiyori, Inuarashi, and Nekomamushi behind.
After stopping by Zou, the Roger Pirates eventually made it to Laugh Tale. The team let out a roar of amusement as they found Joy Boy's treasure. Roger decided to dissolve the crew sometime after he was crowned Pirate King. The crew said goodbye to Roger, who was the first to go, emotionally. They eventually took Oden back to Wano Country and said goodbye to him in tears.
Gaban is known for getting right to the point, as seen by his suggestion to put a stop to the raging Kozuki Oden before the samurai could harm the crew more. After Oden joined the Roger Pirates, he was the first to express the crew's displeasure with him. Neptune was about to start chatting about Shyarly's fame on Fish-Man Island when Gaban interrupted him, showing that he does not appear to enjoy small talk.
He knows Roger better than anybody and knows it is useless to try to persuade him to flee from an adversary. He has been a member of the Roger Pirates for a long time. Gaban, who seemed to hold his commander in great regard, attempted to prevent him from bowing to Whitebeard.
Gaban has a tall, athletic build and long, black hair. His hair is pulled back into a thick ponytail, and two sparse hairs fall over his face. He usually wears a pair of rounded, black sunglasses. He wore a long-sleeved blue shirt with white stripes on each arm that was only buttoned up. He was first shown in the anime wearing this ensemble, along with lighter hair, silver sunglasses, and a purple shirt with yellow stripes on the neck and down each sleeve. He was initially dressed in a yellow t-shirt with two orange spots that resembled blotches on the right side, blue trousers, and a purple sash. He then wore an orange pair of trousers, a pale yellow sash, and a purple shirt.
Gaban was seen leading an attack with Rayleigh during the crew's final encounter with the Whitebeard Pirates, suggesting that he was a strong and authoritative personality. Gaban was powerful enough to engage in combat on an equal footing with his upcoming crewmate Kozuki Oden, one of the most powerful samurai from Wano.
Gaban's primary weapons are a pair of axes. The axes have a single bit, a sizable axe head, and a straightforward grip.
