Sebio is a city situated in Dressrosa’s southern region. Sebio was primarily surrounded by woods ten years ago and had simple, basic structures for homes and buildings. Since then, after Doflamingo came to power, they have upgraded to bigger structures with architecture like that of other Dressrosa towns, including Acacia, and also have a huge port.
It was revealed that 10 years before the current timeline, Doflamingo manipulated King Riku and made him lose the trust of his people by manipulating him by using his String-String fruit abilities and making him slaughter his people with his own hands.
Later, in the current timeline, the toys, who were originally pirates, working on the port transformed into their original forms after Sugar, a crew member of the Donquixote Pirates, was knocked unconscious by Usopp. After returning to their original form, the pirates started ravaging the town.
