This town was shown during the Romance Dawn Arc as it is the home to the 153rd Marine Branch and Captain Morgan led. Shells Town was being run in ruins under Morgan’s actions until Monkey D. Luffy came and intervened. Since Luffy depositioned Morgan, the Marine base was put under the temporary command of Ripper.
