At some point in the past, Pell consumed the Tori Tori no Mi, Model: Falcon (Bird-Bird) Devil Fruit. The fruit’s appearance is unknown.
The main ability of this fruit is that it allows the user to transform into a large falcon and a falcon-human hybrid at will, giving him the enhanced senses of a falcon. It is also one of the five Devil Fruits that grants the user the ability to fly. When Pell is transformed into a falcon, he can carry other people on his back while flying. Additionally, the weight of whatever he carries doesn’t seem to be an issue.
The fruit doesn’t have any weaknesses apart from the standard Devil Fruit flaws.
As shown by Pell, this Devil Fruit offers him greater speed and power, as well as the ability to slash through his opponents with his talons. Pell, as a predatory bird, is better suited for physical fighting than most Zoan users. It also gives him the ability to fly. This is useful when traveling as well as attacking. He is shown attacking with two Gatling guns, resembling a fighter plane. In his full form, he also gave people rides on his back.
Pell has demonstrated the following technique:
Pell, in his human/falcon hybrid form, takes flight, swoops down on his opponent, and attacks with his talons. He travels at breakneck speed while appearing to be invisible when using this attack.
A. Pell, one of the two head guards in the Arabasta Kingdom, ate the Falcon fruit.
A. Tori Tori no Mi is a very rare kind of Devil Fruit that grants the user the ability to fly. There are known to be only five of them in existence.
