Borsalino, aka Kizaru, is first seen during the Sabaody Archipelago arc, where he was fighting against the Worst Generation. Kizaru possesses the Pika Pika devil fruit which gives him the ability to create and manipulate light at will. He is known to be one of the strongest Marines in the series.
He is considered the strongest because of his devil fruit. His abilities make him a very dangerous person, and not a lot of power matches up to his speed. His biggest achievement was attacking Law's ships.

Kizaru joined the Marines when he was 26 years old, along with Akainu, who was 23 at the time. Kizaru and Akainu were both under Zephyr and the two of them were known as ‘monsters’. He is also seen talking with Garp and Sengoku about how to deal with Gol D. Roger and Shiki. When the Sun Pirates were causing trouble in the seas and when Strawberry told Kizaru that one of the Marines' ships was sunk and he said that the Sun Pirates could be troublesome and scary while he himself was very calm.
After getting to know that the people of Foolshout Island sold out Fisher Tiger, Arlong went to that island to avenge him. Kizaru defeated him very easily and taunted Arlong, saying that he was surprised to hear that Fisher Tiger was dead before taking him someplace else and bringing him to the G-2 for interrogation.
When Kizaru got to know that Monkey D. Luffy was in Sabaody; he offered to go and capture him. When he reached Sabaody he encountered Hawkins and defeated him easily. When he reached Grove 12 where he met Zoro, Usopp, and Brook, before he could attack them Silvers Rayleigh intervened. They fought and Kizaru thought about what to do with him when the Straw Hats used this opportunity to escape. He tried to attack them but Rayleigh caught up to him. Kizaru made a light sword and they fought. In the meanwhile, Kuma confronted the Straw Hats and removed them from the island.
During the Amazon Lily arc, Kizaru captured 500 pirates while he was visiting Sabaody. Ace's execution came closer and Kizaru arrived to lead the battle against the Whitebeard Pirates.
Kizaru and the rest of the Admirals prepared to take on the Warlords of the Sea at Marineford. He is seen later on battling Marco and attacks him when he is off guard. He even managed to attack Whitebeard and he shot through Whitebeard which destroyed Luffy’s key to Ace’s handcuffs with the beam of light. Once the war concluded, Kizaru obeyed Sengoku’s orders to stand down and caught all the hostilities.
When Kizaru was at the Marine Headquarters, he received a report of the Warlord Edward Weevil attacking the AO Pirates and destroying the surrounding area. Kizaru said that Weevil’s strength was just like Whitebeard’s regardless of the fact that he was actually Whitebeard’s son.
After the Marines intercepted a call between Big Mom and Kaido, Kizaru asked if he could go down there and handle this situation. However, Akainu told him to wait since they were not aware of the strength of the forces at Wano Country.
Kizaru attended a meeting at the New Marineford with Akainu and Tensei as they were discussing what happened at the Levely. Kizaru asked if the attempted murder of Saint Charlos had been solved and Akainu said that it was a messy situation for the Marines to deal with and they should leave it to the Holy Knights.
After Kizaru went to Egghead he got to know that Vegapunk is on the Straw Hats side and said that if they would be left off easily then they are wrong. He then took some beverages on a World Government ship that transported Jaygarcia Saturn and asked if he knew Vegapunk which he confirmed.
Kizaru is very laid-back and easygoing and takes stuff lightly, unless and until it is very serious. He talks in his calm voice, in a slow sarcastic way. Despite this, he can be very formal too. Kizaru has never lost his cool and can be apathetic toward people. He tends to be absent-minded and can be careless at times. He is seen using his abilities irresponsibly and not caring about the damages. Kizaru can be very condescending towards people he thinks are weak and tends to mock them.
Kizaru is not much of a leader and prefers to follow orders. He does not show sympathy and is against the philosophy of Justice by going with his ‘Unclear Justice’. He does not show sympathy while carrying out orders that are given to him. He likes to take up missions that do not need significant work. He may tend to shift the objectives of the mission and tends to get into fights in which he should not be involved. Kizaru hates all pirates and will not show them mercy.
Kizaru is really tall and slim. He is a middle aged man with some wrinkles on his face, short curly black hair and a thin beard. He is older than Aokiji and Akainu. Kizaru wears a yellow-striped suit with a Marine coat draped on his shoulder like a cape, with pure white shoes with gold-amber tinted sunglasses. He wore a dark green shirt with a mauve tie under his suit. He has a black Den Den Munshi on his left wrist like a wristwatch and has a relaxed grin on his face.
As a kid, he wore a yellow striped hat, and when he just started out as a Marine, he wore a knit cap with the Marine emblem on it with the sunglasses. When he became the Vice Admiral, he wore a large dark gray hat with a matching tie and his beard was not there.
Kizaru has the ability to command fleets and has the authority of issuing special orders like Buster Call on an island he thinks is a threat. This showcases his military leadership and coordination skills. He is one of the strongest characters in the anime as his presence itself caused panic on Sabaody Archipelago which caused all the pirates to escape the island. This shows that he has the immense physical ability and the raw strength to trade blows with Silvers Rayleigh. He even fought against Whitebeard.
Kizaru has strong durability and is able to withstand a Haki-based attack from Marco without a scratch. He is also very fast and agile due to his devil fruit ability and he relies on it as it allows him to move as fast as light. He can coordinate his lightspeed movement and has a high level of natural perception and reflex speed. He has great dexterity and can balance himself on a flying cannonball. He is an extremely skilled swordsman and could even fight against Rayleigh and the fight between them ended in a tie. He also has a really good aim and manages to destroy the key that Luffy had on him with a laser beam despite them being very far from one another.
As the Pika Pika devil fruit is a logia-type Devil fruit, it allows the user to control, create and transform into the element. In the case of the Pika Pika devil fruit, the user is allowed to create, control, and transform into light. Thus, Borsalino uses light-based attacks. We have seen Borsalino using his devil fruit to travel at the speed of light and also to enhance his strength and speed. Even though he can travel at the speed of light, it can't be done instantly; it takes him a few seconds to reach that speed.
Rayleigh could stop him with the help of his sword and easily counter his attacks. He can launch these beams at high speed from his legs and cause huge explosions. He can even shoot them like bullets from his fingers which can pierce through a person. He can even blind and stun his opponent by releasing a huge outburst of light, just like a flash grenade. He can even pull a sword out of his light beams. The weakness of this devil fruit is that it is a light-based fruit. His laser can only travel in a linear manner and it can't be bent according to his wishes, which allows the person to divert from the attacks easily.
The techniques up Borsalino's sleeve are:
In this technique, Borsalino lifts his foot up in the air and imbues it with light. The light is released as a beam from the bottom of his foot and creates a huge explosion on impact. He used it on pirates who were running away once.
In this technique, Borsalino makes light between his hands and reflects to any surface of his choice. He then transforms into light himself in order to go to the desired location. This technique is useful for creating light out of nowhere and he can travel to the darkest places in the world.
In this technique, Borsalino points his index finger and middle finger toward his target and emits a powerful flash of light that blinds his opponents or anyone in his vicinity.
In this technique, Borsalino forms a long, sharp, and durable sword out of light and solidifies it. He used this technique against Rayleigh. He also used this sword to defend himself from incoming attacks.
In this technique, Borsalino crosses his arms and uses them both to fire a torrent of deadly light particles which cause huge damage on impact. He can even control the spread of the attack and can decide if it has to hit a single target or a huge area. It can penetrate through anything easily.
In this technique, Borsalino shoots a powerful massive laser beam from his feet in the form of a monkey head. This attack is yet to be shown in the anime.
This technique is a combination of three attacks. The first one is Yasakani no Magatama, which launches the enemies in the air. Then he uses Yata no Kagami, to attack them again. Lastly he finishes this technique by using Ama no Murakumo to slam them back on the ground.
Kizaru can use two types of Haki:
Kizaru is seen using Busoshoku Haki during the Marineford war to dodge a powerful shockwave that was sent out by Whitebeard with the help of his fellow admirals.
Kizaru is a very skilled user of Kenbunshoku Haki.
Kizaru uses a sword that is made of light using his devil fruit abilities.
Kizaru has demonstrated the most calm relationship with his fellow Marines, as well as genuine leadership qualities. For example, after everyone saw him being kicked down by Marco, he casually mentioned to the Giant Squad to watch out for attacks from the sky and later advised the troops to shoot Little Oars Jr. in the head. Although Kizaru's demeanor is just as laid-back with his fellow admirals as it is with his subordinates, he nevertheless commands a lot of respect in their presence.
Sentomaru refers to Kizaru as "Uncle", who appears to have a lot of regard for him, although he has also received criticism from Sentomaru for his careless actions.
When Akainu was promoted to Fleet Admiral, Kizaru became a confidant to share his views, frequently providing useful advice and serving as a means for him to express his own frustrations regarding the growing danger of piracy, particularly the Straw Hats. The Marine who has come closest to being Akainu's friend is Kizaru. When Sakazuki learned Kizaru was on his way to Egghead, he gave approval for Kizaru to travel to the island and help Rob Lucci deal with Luffy.
Kizaru has shown not much sympathy for any form of pirates, despite his neutral stance towards absolutist views, as seen by the way he looks at Silvers Rayleigh who came in as a diversion in his battle against Basil Hawkins., Kizaru gathered 500 pirates and transported them to the dreaded Impel Down prison. His ruthlessness towards the Whitebeard Pirates and their allies during the fight of Marineford was another example of this. When the Impel Down prisoners came, Kizaru agreed to Fleet Admiral Sengoku's request to have each and every one of them put to death.
During the Summit War of Marineford, Kizaru played an important part for the Marines and caused numerous losses for the Whitebeard Pirates and their allies from the New World, as well as threatening Impel Down prisoners. Kizaru's Pika Pika no Mi was nullified by Marco, whose Mythical Zoan regenerating abilities forced the Admiral into a pickle. He had first gone down to attack Whitebeard but was intercepted and diverted. Admiral Akainu's major wounding to Whitebeard is enough of an incident to give Kizaru the chance to surprise Marco, preventing his phoenix-based regeneration from kicking in quickly enough to avoid harm.
Kizaru went after the Straw Hats, but he was forced to fight the "Dark King" Silvers Rayleigh. Eventually, the Warlord Kuma sent the pirates to all four corners of the globe, and the hunter lost his prey. Kizaru was the reason why Luffy could not save his brother and also made fun of him once for being unable to save Ace. He even broke the original key to Ace's shackles while preventing Luffy from reaching his goal many times. Kizaru is amazed by Luffy's use of Haoshoku Haki.
Rayleigh fought Kizaru in battle after the incident in which Luffy attacked a World Noble to stop him from capturing the Straw Hats. He assured Kizaru that he could retire in peace if he got rid of his wanted poster. Kizaru said that cannot happen because being a pirate brings it with it the job and that he is also a Roger Pirate.
Kizaru just like Smoker, Sengoku, and Fujitora, considered the Seven Warlords to be nothing more than pirates and should not be trusted, expressing as much when Bartholomew Kuma arrived in Sabaody, despite the fact that the gang was once on the side of the World Government. Kizaru is once more against the remaining Warlords following the collapse of the Seven Warlords.
Kizaru thought that Kuma, who was to be the most loyal of the seven Warlords, was really suspicious. Kuma declared his loyalty to the World Government and that, as a result, he was under no obligation to explain the reasons behind his actions to the Marines.

In One Piece Premier Show 2011, Kizaru and the other admirals come to Marine Island where the Straw Hat Pirates try to rescue Nami and Robin. They leave after Bentham, disguised as a Marine, tells them that Charlos has been injured and needs to retreat. Kizaru is one of Chameleone's transformations in One Piece Premier Show 2012. Kizaru also advises Balzac during One Piece Premier Show 2019
Kizaru appears in the 2018 Segment 1 show of One Piece Water Battle.
Kizaru serves as the main antagonist of One Piece Live Attraction 2, capturing and fighting the Straw Hat Pirates. He appears in an almost identical role in The Great Treasure of Tongari Island.
Kizaru appears in Super Kabuki II: One Piece during the retelling of the Marineford Arc.
