Kaku was a CP9 assassin who worked secretly to steal the Pluton plans from Iceburg. He acted as one of Galley-La Company's Dock One's five foremen while he was undercover, specializing in mechanics and diagnostics. Spandam fired him and the rest of CP9 following CP9's defeat at the hands of the Straw Hat Pirates. He then got promoted to CP0 and was recalled for unknown reasons.

For his mission, Kaku went into the Galley-La Company by filing an application for a position as a shipwright in an effort to locate Iceburg's mayor, a former student of renowned shipwright Tom, who could have the designs for Pluton. Kaku gained fame in the Galley-La Company by leaping off towering objects and traversing great distances. He also rose in the ranks of the company's employees. He adopted the identity of a diagnostic and ship mechanic.
When the Straw Hat Pirates arrived back at Dock 1, Kaku banned Monkey D. Luffy from going inside the restricted area for employees. Due to his large nose, Luffy first made fun of him by calling him Usopp. Kaku decided to jump from a cliff to inspect the Straw Hat Pirates' ship after learning about its location. The Straw Hats stared in disbelief as Iceburg revealed to them that Kaku had always acted in such a manner and that he was a chief mechanic. Kaku climbed aboard the Going Merry and started inspecting the damage. After finishing his examination, Kaku went back to Dock 1. He realized that the ship's fractured keel made it irreparable and that it would not be able to reach the next island. Kaku said that money was not the issue and expressed astonishment that they were able to reach Water 7.
Kaku watched as the others convinced Luffy while he sat and listened. Lulu remembered seeing Kaku with the Franky Family when Luffy and Nami realized their money was missing, but Kaku denied it. Kaku and Lulu looked at what happened the morning after Iceburg was shot and came to the conclusion that it was not a theft and may have been the government. The news that Iceburg woke up and had joined the others at the mayor's bedside pleased Kaku, Lulu, and Paulie. Iceburg then recognized Nico Robin and a large guy wearing a mask as his two attackers. Kaku concluded that the Straw Hats were responsible for the shooting when Lucci stated that Robin arrived on the island with them. Kaku threw a chisel at Luffy, wounding his cheek, after Paulie informed him that Iceburg had identified Robin as the shooter.
In the middle of the night, Kaku asked Iceburg why he wanted to talk to Paulie alone, and the others backed away to give them space. Tilestone and Lulu hurried out the door later as a bomb went off, and Kaku shouted at them to stop before he sat back down in frustration. Kaku and Lucci followed Paulie to Iceburg's office and asked what was hidden on the floor. When Paulie explained that the plans were fake, they were taken aback, but Luffy crashed through the wall and interrupted them. After Lucci had pinned Luffy, Kaku punched him and pinned Paulie to the ground. The five agents took off their masks and exposed their true identities to Iceburg. They cornered Iceburg, interrogated him, and found that the blueprints were not with him, but they assumed from reading Iceburg's pulse that they were with Franky. When Luffy, Paulie, Zoro, Nami, and Tony Tony Chopper arrived to face them, they were about to kill Iceburg. They burned Iceburg's mansion on fire in an attempt to murder him there but chose to leave no trace of their attack or identity, leaving the Straw Hats to bear the blame.
Kaku noticed the Franky Family as they declared that they had kidnapped Usopp as the agents searched the city for Franky. After Franky was taken down, Spandam gave CP9 the order to bring him in. Usopp tried to stop them as they fled but was overcome when Lucci caught his eye and recognized him as a Straw Hat. He was defeated by Kaku. Kaku then launched the Going Merry into the Aqua Laguna, where it appeared to meet its fate. They departed on the Puffing Tom towards Enies Lobby while holding Franky and Usopp prisoner. When Sanji hid aboard the Puffing Tom and started his rescue effort, CP9 ran into several challenges on the route to Enies Lobby. Franky and Usopp were set free by him, and they then made an effort to find Robin. Sanji did his best, but CP9 stopped Robin from escaping and got Franky back.
The CP9 agents came to Enies Lobby with Robin and Franky. There they met up with other agents and Spandam at the Tower of Justice. Spandam gave him and Kalifa some Devil Fruits, which they then ate at Lucci's suggestion. The CP9 agents were standing on the balcony when they saw that the Straw Hats, the Franky Family, and their Galley-La people had started attacking Enies Lobby. That is when Franky revealed that he had been carrying the Pluton plans all along once the rest of the Straw Hats arrived at Luffy's location, and the CP9 agents could do nothing but watch as he burnt the blueprints in Spandam's face.
After the Straw Hats split up to look for the key to Robin's Seastone handcuffs, Zoro ran across Kaku and the two got into a fight. Kaku then changed into his hybrid form and this made Jabra laugh at him. After a while, Kaku got angry and attacked, which split the tower in two, leaving one side uneven. They thought of using their keys to free Sogeking and Zoro from their shackles. The two agreed to cooperate to beat the pirates and escape during Buster Call, but neither had the right key. Amidst the confusion, Nami was able to break down Zoro’s and Usopp’s shackles. As Zoro and Kaku continued their fight, it looked like Kaku had the upper hand thanks to his Devil Fruit and his sword skills but Zoro managed to defeat him. Zoro then sent CP9 a message from Paulie informing Kaku and the rest of CP9 that they had been fired. The Straw Hats eventually found Kaku's key and freed Robin from her shackles.
Rob Lucci met with Kaku, who was investigating the Revolutionary Army's progress when CP0 returned to Dressrosa.
Sai and Leo tried to stop Charlos as he tried to kidnap Shirahoshi but they were stopped by Lucci. The World Nobles' rights were being discussed by Kaku and other CP0 agents present, but after Donquixote Mjosgard killed another celestial dragon, he ordered CPO Shirahoshi to be released and forced CP0 to leave the gathering.
Kaku joined Lucci and Stussy in attempting to take over Wano Country for the World Government if Kaido should fail. As Lucci used Den Den Mushi to communicate with a CP0 agent, Kaku fell asleep.
After defeating Kaidou, Kaku, Lucci, and Stussy continued with their goal to take down Vegapunk and his six satellites. When they got to Egghead, Kaku mentioned that they could get rid of Jewellery Bonney as well as Vegapunk because of the problems she had created. They were just told to lay down their Seraphim or else they were not allowed entrance to the island. Pythagoras continuously refused Kaku's requests for entry to the island, so Lucci eventually chose to leave the ship and have the whole CP0-group sent to Egghead by their Seraphim unit, S-Bear.
Kaku seemed excited about discovering Egghead but his enthusiasm cost him his life because he was unaware of Punk Records' defenses against attackers and was blown up in an explosion by its shield. Later, the CP0-group and Luffy's crew crossed paths while they were on their way to the Laboratory. Kaku gladly agreed when Lucci suggested they destroy the Thousand Sunny after Stussy pointed it out, but before he could attack he came face-to-face with Zoro. Kaku admitted that despite awakening his Devil Fruit throughout the battle, he was still unable to defeat Zoro. Kaku suddenly lost consciousness when Stussy bit his neck.
Zoro and Luffy were left behind to watch over Kaku and Lucci while everyone else was off looking for Vegapunk. Lucci and Kaku suggested a short-term alliance between the CP0-Agents and the Straw Hats to deal with the Seraphim. When Zoro expressed his concerns about their honesty, Kaku reassured him that once they dealt with the Seraphim, they would let the Straw Hats cuff them up again. Kaku was annoyed when he asked Lucci the real reason why they had come to Egghead as he thought that it would get in the way of their freedom. To his surprise, Luffy agreed to let them go. Kaku was annoyed and told Zoro that he should have told them sooner about the Seraphim's weaknesses, which may have made their battle simpler.
Kaku is known to be brutally honest but he does not like to take insults well. After his true identity gets revealed, Kaku turns from a laughing, smiling person to a cold and emotionless person. Despite this, he often makes jokes about his enemies whenever they are fighting. Kaku showed great sportsmanship when he lost his battle against Zoro.
Kaku is seen to be careful and extremely obedient. He says that it is necessary for the world to keep maintaining its peace with the lower-ranking royal families and not go against the Celestial Dragons. Kaku is also seen as having a childish side. He expressed his joy at the wonders on Egghead Island. He says he's always wanted to battle a space monster.
Kaku is a young man who has really big eyes and a very long nose, just like Usopp. While he was working for the Galley-La Company, Kaku wore a white cap, a high-collared orange shirt with blue sleeves, jeans, and white sneakers. Later on, after his real identity was revealed he was seen changing into a black suit jacket with an orange handkerchief and a black cap with pants and shoes. After the timeskip, Kaku is seen wearing a white outfit with a huge white hat and a tie, his hair grown over time.
Kaku is able to use himself as a lie detector. He shows his ability to tell the truth by judging the rate of a person's pulse after feeling their wrist to determine if something someone said is true or not. Kaku put a lot of effort into his physical strength and was able to hold his own in a fight against Zoro. He can move with incredible speed and agility and leap from buildings from incredible heights and has incredible leg strength.
Kaku is highly skilled in all six Rokushiki forms. Rankyaku seems to be his area of expertise considering the variety of techniques he uses. His Rankyaku was capable of slicing through a large tower and repelling attacks that can cut through steel when combined with his Devil Fruit.
Kaku has a Doriki of 2200 and is the second-strongest assassin in his generation of CP9. He is a skillful and brilliant fighter. Kaku used his intelligence and cleverness to become a master shipwright in under five years. and is also skilled at creating or disguising personalities. Kaku was proficient in shipbuilding skills to the extent that he was regarded as one of Galley La's top shipwrights. He is an expert on ships since he has experience as an inspector. He examined the Going Merry and gave the Straw Hats an analysis of why it couldn't be fixed. He is also the most skilled swordsman in CP9 which can be seen during his fight against Zoro.
Kaku ate the Ushi Ushi no Mi, Model: Giraffe, a Zoan-type Devil Fruit given to him by Spandam, which allows him to transform into a giraffe hybrid and a full giraffe at will. This devil fruit boosts his strength, weight, and durability. He also grows a long neck like a giraffe. Kaku did not have much control over the fruit at first. He can use Rankyaku more effectively in hybrid form since he has two extra legs. He demonstrated the enhanced strength of his Rankyaku when he and Zoro were fighting. Kaku also achieved the Devil Fruit Awakening, allowing him to take on a new, far more potent hybrid form that significantly increases his physical strength, speed, and recovery rate. Kaku's personality was unaffected by the qualities of the Devil Fruit, unlike the majority of Awakened Zoan users.
Kaku has the ability to use Busoshoku Haki which could be seen being used after he has activated his ‘Awakened’ form.
Kaku also possesses the ability to use Kenbunshoku Haki.
Kaku is seen using various tools like pavers and chisels as projectile weapons. He is later seen using two Shirasaya in his Four Sword Style.
