Ripper was one of Morgan's officers at his base in the East Blue. After Morgan was defeated, he became the Commander and took control of the base’s operations.

Monkey D. Luffy and Zoro defeated Morgan. Ripper led the platoon to Rika’s house to ask Luffy and Zoro questions. Once Luffy confirmed they were pirates, Ripper told them to leave town because as Marines, they could not let pirates run freely and were obligated to report it to the Headquarters. He acknowledged that they saved them all from Morgan’s tyranny and allowed them to leave quietly.
When he asks Koby why he is not leaving and questions about his relationship with the pirates, Luffy punches Koby and says they do not like each other. Ripper determines he is not with them and allows him to join the Marines. He tells Koby that as he was seen as a pirate because of his past, he’ll be allowed to enter but as a chore boy. To Koby’s surprise, Ripper tells the Marines to salute the pirates and means to Koby that he has good friends. This showed that Ripper knew that he and Luffy were friends. Ripper later punished the Marines by not giving them food for a week as they had violated the Marine code by saluting pirates.
Ripper is seen escorting Morgan and handing him to Vice Admiral Garp for a court-martial. But in the end, Morgan escaped by slicing Garp and holding Helmeppo hostage.
After the time skips, Ripper is seen eating at a canteen with Rokkakua and telling Rika about Luffy and Zoro’s return. He is seen wearing a marine officer’s coat, and it shows how Ripper had been promoted.
Ripper is a very devoted Marine, and he does understand people’s intentions, be they good or bad, as seen when he asks Luffy and Zoro to leave instead of capturing them. He trusts people as he is willing to let Koby join the Marines despite his past of being a pirate. His sense of justice is unique as he is stuck between ‘Absolute Justice’ and ‘Moral Justice’.
Ripper is an average-looking man who is seen wearing a regular marine hat, shirt, and pants. He has a light green ascot and tanned skin, brown hair with a good jawline, and a brown mustache and beard. After the time skip he wore a Marine officer coat. As a young Marine, he did not have a beard.
Ripper is seen using a gun. Not much is known about Ripper’s abilities or his strength. As he is a Marine Commander, he has command over his subordinates.
Ripper does not only appear in the anime but is also a video game character.
