Who's-Who is one of the Tobiroppo, the strongest six Shinuchi of the Beasts Pirates, often referred to as Who of the Droplets. He worked with CP9 for more than ten years as an agent until he was fired and imprisoned for neglecting to protect the Gomu Gomu no Mi. Who's-Who went to piracy after making his getaway, rising to the rank of captain of the Who's-Who Pirates until ultimately joining the Beasts Pirates.

History


Past

Who's-Who was born in the North Blue. He was seen starting martial arts training at an early age. He was born into the same generation as Jabra and joined the World Government's secret intelligence unit CP9 at an unspecified age. Among CP9, Who's-Who was viewed as a man with immense promise, similar to Rob Lucci. But thirteen years prior, he was assigned to escort a government vessel that was transporting the Gomu Gomu no Mi.


Who's-Who thought a "small mistake" led Lucky Roux to steal the fruit, which Monkey D. Luffy would later consume. Despite his previous service, Who's-Who was caught and imprisoned for failing to protect the fruit. A jail guard informed Who's-Who about the mythical fighter known as the "Sun God" Nika, whom slaves formerly looked to as a savior, and to whom he should pray for salvation.


Wishing to be spared from his harsh punishment, Who's-Who clung to this fable, which aroused in him an interest in the history of enslavement, including that of the Sun Pirates and fishmen. In due course, Who's-Who himself risked his life to escape jail after the previously stated guard mysteriously disappeared from duty for an undisclosed cause. He was afraid that the government may pursue him further for disclosing the Sun God mythology, which was prohibited information.

Who's-Who later met Jinbe, the Warlord of the Sea, sometime after his escape, though they never spoke. When Who's-Who turned traitor, he led his own pirate company, the Who's-Who Pirates, for a while until he joined the Beasts Pirates and became a Tobiroppo. He made it his mission to unseat one of the All-Stars after entering.

When Who's-Who discovered that Luffy had consumed the same fruit that had been taken two years prior, the rookie was taken by surprise.


Wano Country Arc

Before the most recent Fire Festival, Who's-Who had hatched a plan with Queen to lure Drake into an ambush after learning about X Drake's potential betrayal. They were then taken to Kaidou's castle, where they awaited his arrival. When Ulti declared her wish for Queen to pass away, Who's-Who pondered who of the six would succeed him. Ulti and Page One got into an argument about this issue, and Who's-Who advised them to shut up. The other Tobiroppo then chastised Ulti for insulting Kaidou while they waited for the meeting.

Kaidou then welcomed the six to his castle, and when Who's-Who discovered that King had called them in Kaidou's name. He confused them by mentioning Sasaki's and Who's-Who's desire to be All-Stars. Then Kaidou handed the Tobiroppo the task of tracking down his son Yamato, promising to let them fight one of the All-Stars for their place if they succeeded.


Later, Who's-Who assembled his soldiers and instructed them to concentrate on locating Yamato and to disregard the disturbance generated by the invasion of Onigashima by Monkey D. Luffy, Roronoa Zoro, and Eustass Kid. He subsequently learned that Luffy and Yamato had visited the Live Stage in front of Kaidou's castle, according to Den Den Mushi.


Once the Ninja-Pirate-Mink-Samurai Alliance had completely commenced their fight within the Skull Dome, Who's-Who made the decision that he needed to attend to a specific matter outside of the Live Floor. As he moved towards a specific room in Kaidou's castle, he received a call from King telling the Tobiroppo that the challenge to battle the All-Stars was cancelled and that their task was to prevent the enemy alliance from reaching the roof of the Skull Dome, where Kaidou was engaged in combat.


Then, Who's-Who unlocked the door to the previously mentioned chamber, letting X Drake and Basil Hawkins in before pressing the latter to accompany him in the assassination of Queen. An unexpected explosion that was set off by a grenade that Drake threw allowed him to escape the castle and make his way to the Live Stage as they were questioning and accusing him of betrayal.

A little later, Who's-Who received a second phone from King, instructing the Tobiroppo to track down and murder Momonosuke, the son of Kozuki Oden, in order to destroy the opposing samurais' desire to fight. As a result, Luffy and Jinbe ultimately made it to the fourth story of Kaidou's castle, where Who's-Who and his followers set up camp at the Nekoka-fé. While Luffy ascended farther toward the roof of the Skull Dome, Jinbe stayed on the ground, vanquishing several minions of Who's-Who before confronting the Tobiroppo.


After complaining about Luffy's escape and Jinbe's brutal treatment of his soldiers, he admitted to having previously encountered the former Warlord. Jinbe pointed out that if the Tobiroppo removed his mask, he might be able to identify Who's-Who, but the Tobiroppo said that wouldn't happen. And that's when the two got into a brawl. Jinbe saw Sanji's scream for assistance as it was broadcast across Onigashima, and Who's-Who attempted to attack him with his fangs. Later, Who's-Who transformed back into a human and continued fighting the fish-man at close quarters.


When word spread throughout the Skull Dome that Luffy had been defeated by Kaidou and that the Straw Hats had fallen to the sea under the floating Onigashima, Who's-Who exclaimed with excitement that this was wonderful news. Who's-Who, however, watched in horror as Momonosuke again spoke the identical words to announce that Luffy was still alive and would return. When Bao Huang unintentionally broadcasts her voice to inform the island of the defeats of Ulti and Page One, two Tobiroppo, this look lingered.


After that, Who's-Who was observed giggling at Jinbe accepting jabs from the former's subordinates, and speculating on the fisherman's potential for justification. Jinbe only mentioned that he had anticipated the adversary would take advantage of their numerical superiority from the beginning. But when several indoctrinated Gifters began attacking Kaidou's non-Gifter forces on a specific girl's instruction, many of them turned on them, and Who's-Who became annoyed, wondering what was going on.

Having lost the numerical advantage, he next went for Jinbe one-on-one. After a brief sparring match between the two men employing Fish-Man Karate and Rokushiki, respectively, Who's-Who began transforming into his Human-Beast Form. While doing so, Jinbe made remarks about his opponent's previous employment as a CP9 agent, who had been detained twelve years prior.


Before he launched his Gagan attack against Jinbe, which the latter managed to avoid, Who's-Who revealed that he was formerly an agent with the same potential as Rob Lucci. The latter objected, pointing out that Jinbe was now under Luffy, the man who had eaten the very Devil Fruit that Who's-Who had been assigned to guard as an agent—his failure to do so has resulted in his previous imprisonment. Jinbe had consequently suggested that he had nothing to do with Who's-Who regardless.


Who's-Who explained his resentment against Shanks, the one who took the Gomu Gomu no Mi, as the fight went on, leaping to shoot from above a fast-moving Gagan at Jinbe and descending into the lower castle floor. Who's-Who thanked Jinbe for avoiding the attack since Haki was insufficient to repel it, and then he called his enemy more quickly than he would have thought possible for a fish-man on solid land.


After tempering his body with Tekkai and Busoshoku Haki, the Tobiroppo member attacked Jinbe again with his teeth, forcing him back until he used Fish-Man Jujutsu to grasp Who's-Who by the fangs and fling him to the ground. Who's-Who, having eluded Jinbe's onslaught once more, launched into a recitation of how, while incarcerated, he had become aware of the myth of the "Sun God" Nika, asking Jinbe whether the former Sun Pirate had any knowledge of this mythology.

As he was saying, he started to punish Jinbe mercilessly with a two-fingered Shigan, making Jinbe defend himself until all of a sudden, Who's-Who's fingers shattered on the fish-man's body. When Jinbe locked onto his opponent's wrists, Who's-Who was unable to free himself, not even after striking Jinbe in the face with a Rankyaku and then his Gagan, which caused no harm. Jinbe then used a hidden Fish-Man Karate technique called Onigawara Seiken to strike Who's-Who in the face, causing him to stumble and be blown away.


Personality


When around others, Who's-Who prefers to have a composed and somber demeanor, maybe expressing disgust at their petty arguments. Ironically, though, he has also occasionally demonstrated his loquaciousness, going on and on about his history during arguments. An ambitious guy, Who's-Who wants to replace one of the current three Beasts Pirates All-Stars, thus he willfully disobeys their superior authority; King claims this ambition is a result of Who's-Who's previous experience as captain of his own crew.


Accordingly, he has demonstrated his self-assurance in his strength by killing an All-Star and grinning broadly at the prospect. Who's-Who's assertion that he had the same potential as Rob Lucci, the strongest CP9 agent ever, further supports his confidence. When in combat, Who's-Who frequently treats opponents with derision, laughing out at their or their allies' situations.


Additionally, he sees no need to uphold the principles of fair combat because he freely decided to team up with his subordinates to attack Jinbe while making fun of his opponent for precisely that circumstance. Jinbe was incensed by Who's-Who's comments that he was quick "for a fish-man" to fight on land and that he strongly associated the race of fishmen with slavery. Who's-Who has also demonstrated that he is a casual racist and ignorant of the history of other races.


Who's-Who's traumatic history has made him resentful of everyone who brings it up, especially Luffy because of the latter's tangential relationship to the former. Like long-ago slaves were reported to have trusted in this Sun God as a savior who would set them free and spare them from agony, Who's-Who himself grew devoted to the myth because of his suffering in prison and his need for someone to save him.


Appearance


Who's-Who has long legs, is slender yet well-toned and has a pale complexion. He is over 3.3 meters tall. A pair of tall, upward-curving horns protrude from his head, and a mane of wavy, pink-colored hair cascades down his back just beyond his waist. Who's-Who is a chain smoker who can never be seen without a cigarette in his mouth. Who's- Who covers the upper portion of his head with a mask that falls over his nose and ends in the middle with a slightly elevated point. It has two horns that are attached to the sides of the mask by a circular base each, and it is crimson in color.

Who's-Who's lower face is still in the open, showing just his square jaw and full-lipped lips; his eyes are covered with big, yellow, circular covers that don't appear to block his vision, and his ears are partially covered but still show off a golden hoop earring on each. Who's- Who wears a black shirt with a double-winged collar underneath a simple, button-cuffed jacket that is the same red as the mask on his upper torso.


In the former's tattoo, his name is written in black as "WHO S WHO" underneath a stylized, thick-lash eye design, topped by two swirl-ended lines. His lower attire consists of black dress shoes with single latchets fastened on each side and matching red, slim-fit trousers held up by a broad purple belt with a large, round, stud-lined gold buckle.


When Who's-Who was just a kid and was observed training in martial arts, he would wear modest dark trousers with a flowing, light-colored belt and dark slip-on. He would otherwise go shirtless, with his wild hair covering his face in place of a mask. Thirteen years prior, as an adult working as a CP9 agent, Who's-Who adopted the look of a plain dark suit with a dark dress shirt and a light-colored tie; similar to his early years, he wore his hair down to his neck, with his long fringe covering his eyes.


Who's-Who’s abilities, strengths, and fighting style


The only people in the Beasts Pirates with more authority than Who's-Who are Kaidou and the All-Stars. He is one of the Tobiroppo. Before coming to Kaidou, Who's-Who, an ex-pirate captain, was also the captain of his own crew, the Who's-Who Pirates. He had previously had a notable position in the World Government's CP9 agency, suggesting that he possessed a significant amount of power there before his incarceration.


Being one of the strongest members of an Emperor-led crew, Who's-Who is extremely powerful in a fight and may be able to challenge the All-Stars for their position—something Who's-Who seemed convinced he could do. As of right now, Who's-Who has impressed Jinbe, the former Warlord of the Sea, by demonstrating his ability to compete on an equal footing. For a little while, he even had the upper hand against the fish-man thanks to a constant onslaught of blows, but Jinbe soon started overpowering the Tobiroppo member and eventually defeated him with a single, devastating stroke.


Who's-Who is also rather cunning; in one instance, he tricked the SWORD captain into following him by claiming to have a rivalry with Queen, which allowed him to lure his then-fellow Tobiroppo Drake into an ambush. His incredible powers of strength, speed, and durability are enhanced by his proficiency with Rokushiki. He was able to match Jinbe's strength for a while but was ultimately overcome since Jinbe was one of the most formidable fishmen known to exist.


Who's-Who’s special abilities


Rokushiki

Who's-Who is a formidable Rokushiki master who can use all six methods. He's demonstrated proficiency with both simple forms like Soru, Geppo, Tekkai, and Rankyaku, as well as more complex, original forms such as three Shigan derivatives that combine the usage of his blade with the fangs and claws he acquired during his Zoan metamorphosis.


Devil Fruit

Who's-Who ate the Neko Neko no Mi, Model: Sabre Tiger, an Ancient Zoan-type Devil Fruit that gave him the ability to change into a hybrid of a human and a saber-toothed tiger. In his full Beast Form, Who's-Who is noticeably larger than average people. As befits a carnivorous Ancient Zoan kind, his strong Human-Beast Form considerably enhances his physical power and battle abilities. His saber-toothed tiger features also greatly increase the versatility of his Rokushiki.


Haki

Busoshoku Haki

Who's-Who is a very skilled Busoshoku Haki user. He has the power to harden specific elements of his altered body, such as his clawed fingers and cat teeth, which increase his durability and make his physical strikes stronger. Jinbe crushed Who's-Who's toughened wrists in his hold, yet even with his talent, his Busoshoku Haki-hardened fingers snapped against Jinbe's own hardened torso.


Kenbunshoku Haki

Who's-Who is capable of using Kenbunsoku Haki.


Weapons

Who's-Who is carrying a long katana that is actually a knife with a straight blade. It has a golden, quatrefoil-shaped tsuba and a pink tsuka-ito hilt that, via rhombus holes, reveals the white hilt wrapping below. The pink saya significantly belies the modest length of the blade with its pattern of white, multi-petaled floral designs.

Crew

Who's-Who and Sasaki are regarded as two of the Tobiroppo's most dangerous troublemakers.


Kaido

In contrast to his impertinence towards the All-Stars, Who's-Who appears to have a great deal of respect for Kaidou, just like the other Tobiroppo. Who's-Who nevertheless became astonished, much like his classmates, when Ulti criticized their employer in the absence of such an occasion, and he screamed at her. Who's-Who happily accepted the terms when Kaidou gave the Tobiroppo the mission of tracking down Yamato, promising them a chance to fight the All-Stars for their position if they were successful.


All-Stars

Because he wants to be one of the All-Stars, Who's-Who won't take orders from the present members. He sees them as barriers to his ambition, and their crew's loose hierarchy serves as justification for his rudeness. His disdain for their seniority is further evidenced by the fact that, in contrast to most of his crew, Who's-Who addresses Queen and King directly, using no honorifics at all.


Queen is an All-Star, whose passing Who's-Who has spoken loudly about. Nevertheless, despite his distaste for Queen, Who's-Who has demonstrated a willingness to put aside their disagreements in order to work with his superior to combat internal dangers, such as ambushing the cunning X Drake.


Tobiroppo

Who's-Who is at least kind enough to strike up a conversation informally with the other Tobiroppo. But because some of the other five - most notably, Sasaki - share his desire to rise in rank, he sees them as competitors and expresses his desire to locate Yamato as soon as possible in order to prevent Sasaki from achieving this goal first. Who's-Who thinks Ulti and Page One are brats and finds their bickering irritating.


Subordinates

Who's-Who is followed by his personal group of followers, known as CAT'S, who are former crew members of the Beasts Pirates. As expected from their name and appropriate for Who's-Who's zoan abilities, the subordinates in question have a cat motif: a few of them are dressed as different felines, including lions and leopards, with cat masks on. Nekoka-fé is the aptly called Onigashima house of Who's-Who and his followers.


World Government

Given his own admissions of being Rob Lucci's peer, Who's-Who was probably well-liked by his coworkers at CP9. But he was fired from his job as an agent and condemned to prison when he was unable to stop the Gomu Gomu no Mi from being stolen. Who's-Who was able to get away, but he harbored resentment against the World Government for punishing him for a single misstep. This led to his desire to join a pirate crew of his own.


In response, the government wants to get rid of him. Onigashima saw CP0 agents discussing how, although if the former agent's confidential intelligence is out of date and his survival would not directly threaten the country, they still preferred his murder since it would set a bad example to allow a renegade secret agent to survive.


Shanks

Who's-Who harbors deep resentment towards Shanks for allegedly stealing the Gomu Gomu no Mi thirteen years ago and holds the current Emperor personally accountable for his previous incarceration.


Straw Hat Pirates

Who's-Who harbors resentment towards the Straw Hats since they are perceived as having a loose connection to his previous imprisonment by the World Government, which triggers painful memories.


Monkey D Luffy

Who's-Who hates the Straw Hats mostly because the Gomu Gomu no Mi, which Who's-Who once failed to safeguard on the government's orders, is the same fruit that their leader, Monkey D. Luffy, would later enjoy. But because Luffy got his Devil Fruit and Straw Hat from Shanks, Who's-Who has stated that Shanks is still the main object of his wrath and the Straw Hats are only the people to whom it has spread.


Jinbe

Upon encountering Jinbe, whom Who's-Who had previously encountered during the latter's reign as a Warlord of the Sea, Who's-Who took his resentment towards the recently enlisted Straw Hat to the extreme and refused to reveal his face to Jinbe. Later, he took advantage of his subordinates' companionship to launch a coordinated attack on the fish-man, even making fun of his adversary for not anticipating a fair fight.


Jinbe, on the other hand, became obviously agitated with the Tobiroppo member for his biased, generalizing remarks about fishmen, such as comparing the history of his race to that of slavery and labeling Jinbe "a fish-man out of water." In spite of this, Jinbe recognized Who's-Who's abilities and conceded that his previous incarceration was unfair. Jinbe, however, would not stand for Who's-Who's actions and dealt the Tobiroppo a crushing defeat in the end.


Worst Generation

Luffy, Zoro, and Kid are referred to as "rats" by Who's-Who, who seems to despise the Supernovas of the Worst Generation. Who's-Who sought to murder then-Tobiroppo X Drake after learning of his traitorous nature at some time. Rather than confronting Drake directly, Who's-Who had the cunning to lure the latter into a trap set up by Queen and him.
