Gray Terminal is considered to be the massive junkyard of Dawn Island. It is located on the outskirts of Goa Kingdom. It is filled with all the unwanted goods and people that are thrown out from Goa Kingdom. Gray Terminal is lawless and they don't have proper medical care which leaves the town full of diseases. Sabo lived here in secret for a while along with the other refugees. The people of Gray Terminal make their livelihoods by selling various things found in the slums or surrounding mountains to the citizens of Edge Town.

As the World Government was coming for an inspection since a World Noble was arriving, the royal family of Goa decided to burn Gray Terminal and all the people in it too. They hired the Bluejam Pirates to put gunpowder and oil all around Gray Terminal. When the Bluejam Pirates finished this task, they set Gray Terminal on fire and shot down anyone who was trying to escape and many of them were locked in and left to die under the orders of the Kings. It was thanks to Monkey D. Dragon and his Revolutionary Army that many people were able to escape Gray Terminal and go to their ship for safety.
After the inspection was over and the World Noble went away, Gray Terminal was again made into a dump site for garbage.
