Fifteen years ago, Rear Admiral Kadar was given a mission to find the Sun Pirates and tell his superiors where they were. When he found them, his ship was attacked. He asked Fisher Tiger, the leader of the Sun Pirates, to give back the people they had rescued from slavery.
However, Fisher Tiger disagreed and hit Kadar's head against a wall, saying they couldn't tell who was a slave anymore. Kadar realized that the pirates were attacking from underwater. Later, it was later reported to Vice Admiral Borsalino, also known as Kizaru, that Kadar's ship had been destroyed.
Kadar’s current status is unknown. He didn't show up in the meeting with other G-2 officers after Ace broke into the base.
Not much is known about Kadar's personality, but he seemed to support slavery, or at least the idea that powerful people could own slaves. He told the Sun Pirates to give back the slaves they saved. He also seemed scared when faced with Fisher Tiger.
Kadar was of average height. He wore a blue suit with a black tie and a Marine coat on his shoulders. He had short, wavy, light-blond hair, wore glasses, and had a short, dark beard. He had a bracelet on one wrist and carried a katana.
As a rear admiral, Kadar had authority over other Marines. He knew how to use a katana, but he wasn't very strong, as seen when Fisher Tiger defeated him easily.
Kadar was the first active rear admiral mentioned in the manga, excluding special cases like X Drake.
