The Noro Noro no Mi is a Paramecia-type Devil Fruit that allows the user to emit “Noroma Photons”, special particles that slow down any object they touch for at least thirty seconds. The same ability is applicable to humans by pointing the beams toward them. It makes the user a Noroma Human. It was consumed by Foxy the Silver Fox, captain of the Foxy Pirates. The fruit’s powers were first demonstrated during the Long Ring Long Land Arc.

At some point in the past, Foxy the Silver Fox devoured the Noro Noro no Mi (Slow-Slow) Devil Fruit. Its appearance is yet unknown.
The main ability of this fruit is that it grants the user the ability to create and emit beams of Noroma Photons, as demonstrated by Foxy. According to him, these particles are fully not understood by science yet. The particles once hit; slow down anything they hit, be it objects or living beings, for thirty seconds.
The user can do anything to the slowed down object in that period of time. Even a cannonball, which is generally rapid and explodes upon impact, can simply function as a floating platform for anyone to stand on. When a person is hit by one of these beams and gets any number of hits while slowed down, the kinetic force of those strikes is unleashed all at once when they return to their regular speed, making the attacks more destructive. With careful timing, the user can set up numerous traps with slowed down hazards that then move normally after a period, taking advantage of the thirty second limitation.
Mirrors can reflect Noro Noro beams because they are light beams. This allows the user to devise unique techniques that can catch their opponent off guard.
However, the mirror technique can also be a disadvantage to the user, if the opponent finds access to a mirror and uses it to reflect back a Noroma beam.
The user is not immune to the effect of his/her own photons and will be slowed if exposed to them, which is the fruit’s main weakness. It is also hinted that deactivating the user’s arms is sufficient to prevent them from firing additional beams.
The beams have been shown to only slow down something around the size of the beam itself, such as a tidal wave, leaving the user unprotected to the rest of it. Aside from that, the user is vulnerable to the standard Devil Fruit flaws.
Though he is unsure how the photons in the beams function, Foxy uses the fruit’s bestowed powers to help him cheat in the Davy Back Fight. These range from him assisting his pirate crew in winning matches by slowing down their opponents in order to gain an advantage over them. Foxy’s mastery of his Devil Fruit skills, when combined with his other tricks, means that he will always have an advantage in any Davy Back Fight in which he participates.
While the Devil Fruit powers help Foxy in various ways, they can also be used against him if his opponent can direct the beams at him. This can be accomplished by either reflecting the beams or forcing Foxy to shoot the lasers against himself.
Foxy has demonstrated the following techniques using his fruit’s abilities:
This is Foxy’s primary attack, in which he fires a beam of Noroma Photons at his target, slowing it down for 30 seconds. He can do a variety of things while they are slowed down, depending on what was slowed down. These include using cannonballs as floating platforms and aggressively striking opponents.
Foxy launches a torrent of blows at his opponents at high speed after slowing them down with his Noro Noro Beam. The actual blows are not extremely powerful, but the force of all of Foxy’s attacks is released all at once when the slowing effect ends. During this move, he frequently loops his voice while punching, screaming out “Rush!” repeatedly.
After slowing his opponent, Foxy unleashes a barrage of punches similar to Kyubi Rush, but harsher, faster, and with more punches.
Foxy fires many bombs shaped like his face at an opponent before slowing them all down with his Noro Noro Beam. He can sneak alongside the moving bombs while they are slowed down. He can get closer to an opponent and hit them while they are confused by the moving explosives by hiding among the bombs. After regaining normal speed, the bombs all explode at once in a huge detonation.
Foxy uses a hand-mirror to reflect his Noro Noro Beam towards his opponent.
Foxy catches his opponent in a chamber as the Gorilla Puncher 13 approaches. Simultaneously, he reflects his Noro Noro Beams throughout the chamber using its mirrored black wall and Mirror Racket. Even if his opponent manages to avoid all of the beams and blows, the Gorilla Puncher will eventually crush them into the rear wall unless they think quickly.
Foxy creates an extensible whip-like sword out of his Noroma Photons using a wooden sword hilt as a basis. The sword looks like a lightsaber. This weapon has the same impact as a Noro Noro Beam on the opponent. However, rather than simply slowing an opponent as a whole, it can also slow down specific sections of an opponent’s body. Swiping the beam across an opponent’s arms and legs, the beam can bind the opponent’s limbs in Noroma Photon shackles.
Foxy shoots a cannonball and uses the Noro Noro Beam to slow it down. While the cannonball is slowing down, he puts a little wooden glider with a fox head onto it and climbs on top of it. He unleashes a tremendous punch upon an opponent, with the speed of the cannonball in its slowed state assisting in velocity. He can then jump from the glider and let it crash into the opponent, blasting them with the cannonball.
