As the fruit hasn't yet been shown in the anime, we don't know a lot about its appearance.
The only strength of this devil fruit that is seen in the anime is that it allows the user to turn their arms and legs into wheels and spin them at a high speed. With this they have good spinning weapons that can be used to attack the enemies.
One weakness of this fruit is that the spinning velocity of the wheels are not very fast and could be stopped. Other than that they have the standard devil fruit weakness that is the inability to swim.
We can see Sharinguru using his devil fruit powers for combat purposes. He uses his fruit's power to transform his arms and feet into wheels to attack his enemies.
