Udon is a region situated at the southeast of Wano Country. The territory was governed by the Uzuki Family, with Uzuki Tempura serving as its last daimyo, before Shogun Kurozumi Orochi took control.
After they lost control and the Beast Pirates took over, the All-Star Queen took over as the ruler of this region and turned it into an industrialized zone with weapon factories where the lower classes are made to work until they are exhausted or dead.

Kozuki Oden assembled his retainers twenty years ago to kill Shogun Kurozumi Orochi after losing patience with his horrific acts. They intended to kill Kaidou at their first stop in Onigashima, but were ambushed by him and his crew while on the way. Oden, unwilling to hold back, charged the vast army with his retainers. The crew outnumbered the Scabbards a hundred to one while Oden battled Kaidou.
Kurozumi Higurashi transformed into Oden’s son, Momonosuke, using her Devil Fruit abilities after a fierce battle. While Oden was distracted and Kaidou was severely wounded, the latter attacked Oden from behind which caused him to be knocked out. Oden and his retainers were captured and imprisoned in the Flower Capital not long after the incident. The forest that served as the battleground caught fire at some point during the conflict and burned for five days before the rain put it out.
The four remaining daimyo rebelled after Oden was executed but were put down. After the All-Star Queen took over control of Udon, the area was turned into a collection of weapon manufacturers that acted as a labor camp, where all of Orochi’s dissidents who publicly revolted against him were imprisoned and given harsh penal labor terms for life. Among them were the yakuza chiefs, including Hyogoro, the most powerful yakuza.
Thirteen years ago, Kawamatsu was captured and imprisoned here. In contrast to his other inmates, Kawamatsu was not given a heavy work sentence and was instead kept confined to his cell because of his extraordinary fighting skills, which were seen as a serious threat. Daily poisoned fish fed to Kawamatsu by the Beasts Pirates to weaken him into submission were totally ineffective.
During the current timeline, Eustass Kid and Monkey D. Luffy were detained here. Raizo sneaked inside Udon to free Luffy and, by chance, found Kawamatsu in his cell. After enlisting Caribou, whose Devil Fruit abilities were a valuable asset, Raizo secretly went up to Hyogoro and informed him of Kin'emon’s upcoming revolt.
Hyogoro, who was overjoyed to find that the Kozuki Revolution was still possible because Kozuki Momonosuke and the Nine Red Scabbards were still alive, informed Raizo of the enormous number of potential supporters they could gather by enlisting all the other inmates.
To the surprise of Queen and the Beasts Pirates stationed in Udon, Tama later devised a plan to convince an amnesic Big Mom to invade Udon. Big Mom rampages in Udon while Caribou cuts off its communication in an effort to find Oshiruko. Later, she was defeated and Queen personally took her to Onigashima, leaving behind a freed Luffy, who had convinced all of Udon’s prisoners to rebel against the Beasts Pirates.
Tama tamed Babanuki, a member of the Beasts Pirates, and to avoid any suspicion, she had him provide a false report to Queen after Udon was taken over by Luffy and his allies, and used it as a base of operations for the Kozuki Family’s revolution. The following several days, Luffy spent training and perfecting his new Haki technique as the freed prisoners prepared for the attack on the Beasts Pirates.
When Momonosuke’s group arrived in Tokage Port on the day of the Fire Festival, they found it in ruins and their allies missing. All access to Udon was cut off as a result of Orochi’s strategy to foil their scheme. However, Orochi intervened too late because the rebel soldiers had already gathered at the Habu Port dock.
A week after the alliance raided Onigashima, Admiral Ryokugyu arrived in Wano and launched an assault against the Beasts Pirates at the Prisoner Mine in Udon before moving on to Flower Capital.
Udon is mainly a wasteland with weapon factories where the workforce consisted of convicts who were forced to work as slaves until they died. It was covered in a dense forest before Kaidou’s conquest of the region. However, a battle between Kozuki Oden and his retainers against the Beasts Pirates resulted in the burning down of this forest.
A week after the raid on Onigashima, Admiral Ryokugyu arrived in the area, and the vegetation there appeared to have grown again. The Prisoner Mine was also destroyed by the Admiral.
The facility known as the Prisoner Mine was used to work and torment rebels until their wills were broken and they swore allegiance to Kaidou. It also served as a factory for manufacturing weapons.
The facility was shut down and ultimately destroyed by Admiral Ryokugyu after the Beasts Pirates were defeated during the raid on Onigashima.
Tokage Port in Udon is one of the six ports in Wano. It was intended to serve as a meeting location for the alliance ahead of the raid in Onigashima. The port appeared to have been attacked the night before their intended invasion and was completely destroyed.
The words “eternal,” and “shadow” can be seen in the port’s name in Japanese. The port is depicted as a lizard because the Japanese term for “lizard” is tokage.

Uzuki Tempura was a samurai and a member of the Uzuki Family. Before he was captured and executed by Kaidou 20 years ago, Uzuki was the daimyo of the Udon region.
Raizo of the Mist is a ninja and retainer of the Kozuki Family. He is one of the Nine Red Scabbards that served the famous samurai Kozuki Ode during the Legendary Hour 20 years ago.
Queen the Plague is an All-Star of the Beasts Pirates and one of Kaidou’s three closest confidants. He was formerly a de-facto ruler of the Udon region.
Babanuki is a Shinuchi from the Beasts Pirates who was in charge of the Prisoner Mine in Udon. After the prisoner takeover, Tama tamed him.
Kawamatsu the kappa was one of the prisoners in Prisoner Mine. He looked after Kozuki Oden’s daughter Hiyori for seven years until being imprisoned by the Beasts Pirates for thirteen years before Luffy was able to set him free.

Monkey D. Luffy was imprisoned in Prisoners Mine after his defeat in battle against Kaidou during their first encounter. He eventually freed himself of the bomb shackles on his wrist, and took control of Udon after winning allies in the Prisoners Mine.
Eustass Kid is the captain of the Kid Pirates and a notorious pirate from South Blue. Kid was imprisoned in Prisoners Mine until being freed by his crew member, Killer.
“Massacre Soldier” Killer is a combatant pirate for the Kid Pirates. After his confrontation with Kaidou, Killer consumed a defective SMILE fruit, and took the alias Kamazo the Manslayer, a robber in Wano Country.
“Wet-Haired” Caribou is a notorious young pirate who was one of prisoners in Prisoners Mine. He assisted Luffy and Raizo in freeing the prisoners of Udon.
