Woop Slap is the mayor of Foosha Village. This is the place where Monkey D. Luffy was born, his hometown.

History

Woop Slap already knew Makino and Vice Admiral Monkey D. Garp, but was unaware of Garp’s arrangement with the Dadan Family to care for Roger’s son, Ace.

Romance Dawn Arc

After Woop Slap became the mayor of Foosha Village, the Red Hair Pirates began using the village as a friendly port but Woop Slap did not trust them and their influence on the village. He was uneasy when Luffy accidentally ate the Gomu Gomu no Mi and they encouraged Luffy’s dream of becoming a pirate. When Makino alerted Woop Slap that the Higuma Bandits had caught Luffy, he ran to the scene to beg for his life and was ready to pay the ransom but his efforts were dismissed and he managed to stall him long enough for Shanks’s crew to intervene and attack the bandits.

Years later, when Luffy left the village to fulfill his dream of becoming a pirate, Woop Slap was there with the other villagers to see him off even though he was against this.

Loguetown Arc

When Woop Slap got to know that Luffy was thriving as a pirate, made a great crew, and also got a bounty of 30,000,000 berries, Woop Slap scolded the village for enthusiastically cheering this news. But he privately questioned whether Luffy's fame was really impossible to avoid.

Enies Lobby Arc

After the events of Enies Lobby and Luffy’s bounty had increased, Woop Slap was complaining about it while the village was celebrating. He said that Garp and his descendants are hopeless and wondered how Dadan reacted to it.

Marineford War Arc

When Garp came back to Foosha Village after the Marineford War, he told Woop Slap that Luffy had escaped Marineford in a submarine.

Levely Arc

After the events of Totto Land, Woop Slap went and complained to Makino about his new bounty.

Personality

Woop Slap is a very practical man. He does not have a sense of humor and is not a big fan of pirates. He is the loudest member of the village and was against Luffy’s dream of becoming a pirate. He really cares about his village and can go to great lengths for its people. He is really passionate and has remained the mayor of the village for more than a decade.

Appearance

Woop Slap is a short, wiry, bespectacled man with a cleft chin. He wears a tropical outfit with striped hats. When he was young, he had stubble and over time it grew it into a mustache and a goatee. He also started to use a can once he became old.

Relationships

Monkey D. Luffy

Woop Slap was against Monkey D. Luffy's decision to become a pirate and his rise to fame is criticized by Woop Slap, yet despite this, he frequently expresses concern for Luffy's well-being. Woop Slap is aware of Luffy's birth and family history. As he is concerned about the safety of the youngster, Woop Slap questioned Garp about what happened to Luffy after the battle. He doesn't appear happy to hear that the Straw Hat Pirates have returned two years later, though.

Monkey D. Garp

Woop Slap says that Vice Admiral Monkey D. Garp and his family are all insane. He is also aware that only he and Makino in the village were aware that Garp had left his grandsons in the custody of the mountain bandit boss Curly Dadan. Nevertheless, the mayor asked about Luffy's well-being when Garp returned, indicating that they must be close friends.

Makino

Makino appears to be the only one in the town who is willing to listen to Woop Slap, therefore he seems to chat with her frequently about Luffy.

Dadan

Woop Slap seems to get along well with Curly Dadan. He is the first to bring up her existence by asking whether Dadan was aware of the Enies Lobby event.
