Ballon Terminal is a ruined city on Sky Island, located above the New World. It is said that Ballon Terminal is suspended in the sky due to the multitude of helium balloons below it. It is located 10,000 meters above the Kid Pirates' base, captained by Eustass Kid.
Ballon Terminal is said to be the location where all lost helium balloons end up, and this is how it stays in the sky. A civilization settled in Ballon Terminal at some point in history, flourished there, and constructed numerous structures. Later, this civilization perished for unclear reasons, and the buildings were left in ruins.
In the Dressrosa Arc, Urouge, also known as the Mad Monk, retreated at Ballon Terminal after he had sustained significant injuries. Later, to their surprise, Urouge and some people near him encountered Kaidou, renowned as the Strongest Creature in the World, who was trying to commit suicide by jumping off the Sky Island.
