Yuba is a small oasis town in Alabasta. This is the place where Toto lives. It was originally built with the purpose of being an intersection for the towns and villages of western Alabasta; this place was struck by many sandstorms which were conjured up by Crocodile. It also served as the headquarters of the Alabasta Rebel Army until they moved to Katorea.

Yuba is located in the middle of the western part of the Sandora Desert. It was strategically located in order to provide Alabasta with a hub that acts as a rest stop for merchants traveling through the desert. Rainbase is located at its north, Spiders Cafe to its southwest and Erumalu to its southeast. During the Alabasta Arc, Yuba was almost ruined as Erumalu due to the increase in the sandstorms hitting the place. The oasis that was built in the town also dried up due to the sandstorm. Toto started desperately digging in the middle of Yuba in search of an underground reservoir.
Yuba has circular buildings with a clay-like look with poles sticking from the outer walls. The town was built for desert travelers. This place has many inns which were still in function throughout the drought. After Baroque Works was defeated, Yuba regained its oasis.
Nefertari Cobra and Toto planned to build an oasis town in the center of the Western Sandora Desert so that merchants and travelers have a place to rest while crossing the desert. Toto led this project, leaving Alubarna with his young son Koza to make his dream settlement. Years later, Koza and Toto started facing difficulties in maintaining Yuba due to the drought in the country. Kozak saw Erumalu and other villages die out due to the lack of rain but Toto never lost hope and was hopeful that one day rain would come. As the situation worsened, Koza gathered many of the drought's victims and formed the rebel army to oppose the crown. Toto stayed behind in Yuba and all by himself, used to dig in hopes to find water.
When the Straw Hats crew arrived in Alabasta, they headed to Yuba according to Vivi's plan to meet up with Koza and the rebels. To their disappointment, they only found a sandstorm raging through the town upon arrival. The Straw Hats then met Toto, who was happy to know that Vivi was okay and told them that the rebel army had relocated their operations to Kotorea. The Straw Hats rested in an inn for the night in Yuba and Luffy decided to keep Toto company and showed respect for the old man's dedication and preservation while trying to help him out with his digging job. Luffy soon fell asleep from all the digging and Toto carried him back to the inn where the other Straw Hats were sleeping.
The next day, Toto gifted the Straw Hats some water that he managed to extract from the damp sand the night before. Later on, when Luffy was fighting Crocodile at Rainbase, Toto was able to hit a new underground reservoir. But his happiness was short lived as Crocodile had summoned another sandstorm to hit Yuba to bury it down for good. Toto survived the sandstorm and even witnessed rainfall coming to Yuba once again. With the War over, Kozak decided to return back to his father at Yuba. Many people from Rainbase also came to Yuba to help revive the city.
Koza and Toto continued reviving Yuba and managed to recover the town's oasis. Two years after the Alabasta Arc had taken place, Yuba had become a flourishing town thanks to the efforts of Koza.

Toto is Koza’s father and Goro’s brother. He is very kind-hearted and generous and also keeps helping all the travelers who visit Yuba.
Koza is Nefertari Vivi’s childhood friend. He was also the leader of the Suna Suna Clan. When he became an adult he led the Alabasta Rebellion Army to overthrow the crown.
