At some point, the locals started to collect Dyna Stones using a top-secret excavating technique that was only known to the island's chief.
Twelve years before the main plot, the Marines, who saw the excavation technique and the Dyna Stones as a severe threat to the balance of power in the globe, hired a pirate fleet to assault the island. The war was averted because of Jeanne's mother, but she passed away in a brawl. Barbados is the sole surviving pirate.
Later, the future leader and Jeanne's brother Isaac departed the island to join the Marine Corps in order to further his beliefs in justice. He eventually lost hope that the Marines would find the truth about the pirates' attack on the island. Still, he continued to rise through the ranks until he was appointed prison warden just so he could return to the island on an official basis to keep an eye on the Dyna Stones's excavation and report back to the headquarters.
He ordered the construction of two additional prisons (Aquamarine and Santa Maria), which gave wealth to the Marines' supporters while estranging those who opposed them through a series of power abuse incidents, effectively dividing the populace into two groups: Pro-Marines and Anti-Marines. Jeanne finally took the helm of the Anti-Marines.
Ten years before the start of the main plot, Isaac collected a big group of pirates in Tourmaline. He forced them to produce mechanic parts in his covert revenge plan.
Before the main plot, Isaac started circulating rumors about a secret treasure on the island to assemble a band of pirates to thwart the inquiry of CP0 agents and attract the attention of the Marine Admirals.
The Straw Hat Pirates travel to Jail Island shortly before the arc's beginning after hearing about the wealth. This also applies to Buggy and Crocodile. Simultaneously, the World Government started looking for information and sent Rob Lucci to the island. When Germa 66 was interested in purchasing Isaac's robots, they were also called to the island. Katakuri himself seems to be intrigued with Dyna Stones.
It became too late for the latter group to request assistance from the Revolutionary Army due to the growing hostility between Pro-Marines and Anti-Marines. After Sabo arrives on the island, the pro-marines start shooting at the anti-marines, and civil war breaks out.
Thanks to a message broadcast by the Radio Tower, Jeanne attacked with the aid of the Straw Hat Pirates and was able to pacify the civilians. Isaac makes his move by sending his robots to invade the island, keeping the admirals Kizaru and Fujitora and Kuzan, Smoker, and Tashigi occupied. To deal with Isaac directly, Luffy and Jeanne resolve to travel to Santa Maria, but Fleet Admiral Sakazuki stands in their way. Because of Sabo's intervention, Luffy and Jeanne can both get to the cannon that will launch them into the Sky Prison.
Isaac exposes his true motives on the Santa Maria: he plans to hurl the jail onto Mary Geoise, causing the Dyna Stones gathered inside to explode, obliterating the Holy Land. After Isaac is defeated, the prison explodes outside of Jail Island. Marines are forced to evacuate the island's people as a result of the shockwave.
After the island returns to normal after the Straw Hat Pirates leave, Jeanne visits her mother's grave and learns that Isaac is still alive.
