Hattori was spotted 24 years ago, perched on Rob Lucci's hat while he was training.
While Lucci was in Water 7, he used Hattori in a ventriloquism act. In this act, Hattori perfectly synchronized with Lucci, moving his beak and wings to match everything Lucci said without his master having to do anything
During the journey to Enies Lobby, Hattori accompanied Lucci, wearing his own little coat, patiently awaiting their arrival. Throughout the trip, Hattori mostly perched on Lucci's shoulder. However, he left during Lucci's intense battle with Monkey D. Luffy.
After Lucci's defeat, Hattori returned and landed on his master's injured back. The bird even attempted to assist Lucci by trying to bandage him up after the challenging confrontation.
After the Buster Call, CP9, including Hattori, used the Sea Train tracks to escape the pursuing Marines sent by Spandam. They reached St. Poplar, where the agents worked as street performers to pay for Lucci's medical fees.
Hattori seemed to follow them around the town and was seen being fed by Kumadori. When Lucci awoke from his injuries, Hattori was visibly happy, perched at the window. After Lucci was discharged from the hospital, Hattori returned to his perch on his master's shoulder.
CP9 decided to celebrate Lucci's recovery by going bowling, but the game was interrupted by the Candy Pirates invading St. Poplar. Lucci dealt with the captain, forcing CP9 to leave the town.
They used the pirate's ship to return to their homeland, where they observed the next generation of CP9 being trained. Captain Very Good later came to capture them, leading to a fight where CP9 defeated the unit. Lucci contacted a crippled Spandam to inform him that they would be coming for him. They then used Very Good's ship to go after their former director.
Following the timeskip, Lucci joined CP0, and Hattori accompanied him on a mission to Dressrosa.
Hattori reappeared on Lucci’s shoulder, and when Lucci commanded to take down Tesoro, Hattori chirped enthusiastically. He flew away when the clash with the revolutionary Sabo began.
In Mary Geoise, Hattori perched on Lucci's shoulder as the latter protected Charlos while attempting to enslave Shirahoshi.
On the way to Wano Country, Hattori rested on Lucci's shoulder while the latter communicated with a CPO agent using a Den Den Mushi.
Hattori remained on Lucci's shoulder throughout the discussion with the Five Elders. Following the events of Elegia, Hattori, along with CP0, listened to Uta's childhood song "Where the Wind Blows."
Hattori joined Lucci, Kaku, and Stussy on their visit to Egghead. After Stussy defeated Lucci, Hattori squawked in anger at her and witnessed his master falling unconscious.
The reason why Hattori is with Lucci is unknown, despite Lucci's reputation as a heartless mass murderer. Lucci has had Hattori since he was a child. Despite Lucci's menacing reputation, Hattori isn't afraid of him and remains very loyal.
He stays close to his master even in dangerous situations like the Buster Call and attempts to care for him, such as bandaging him after his fight with Luffy. Hattori was visibly happy when Lucci woke up in the hospital in St. Poplar. When Lucci is not fighting, Hattori is usually perched on his master's right shoulder.
Hattori played a role in Lucci's undercover activities, helping him express emotions and blend in with citizens. As Lucci's ventriloquist dummy, Hattori allowed Lucci to be somewhat sociable while maintaining his emotionless demeanor.
After Lucci was revealed to be an assassin, Hattori reverted to being an ordinary pigeon but occasionally exhibited human-like traits, such as drinking from a cup.
Hattori is a white pigeon always seen wearing a light red tie during Lucci's time undercover as a shipwright and a black one afterward. He also wore a light green coat identical to his master's during specific events.
After the timeskip, Hattori wears a white coat and hat resembling those worn by Lucci, with the addition of a white necktie.
Hattori doesn't appear to have combat abilities, usually flying out of the way during battles. However, he shows high intelligence, understanding human mannerisms, and mimicking them as part of Rob Lucci's ventriloquism act.
In Water 7, he moved his beak and wings in sync with Lucci's words, mimicking human expressions. Additionally, he was observed wearing a coat, holding a glass, and drinking like a human.
